ANNUAL PARISH MEETING APRIL 2026
The Annual Parish Meeting of Canwick Parish Council was held on Monday 20 April 2026 and commenced at 7.45pm under the Chairmanship of Councillor L.J. Pennell, Chairman of the Parish Council.
District Councillor and Parish Council Vice-Chairman Carrington, Six Parishioners (including three Parish Councillors) and the Clerk were in attendance.
The Chairman welcomed those present and thanked the Councillors and the Clerk for their hard work in the past year.
1. Clerk’s Notes from the Meeting on 14 April 2025: The notes had been circulated beforehand. It was agreed to accept the notes as minutes of the meeting on 14 April 2025.
2. Parish Council Chairman’s Report: The Chairman provided an update on matters dealt with by the Parish Council in the last year (a copy of the report is attached to the minute file). It was noted the Parish Council now has a new .gov.uk e-mail address.
A report on the Council’s finances was also given.
The Chairman then welcomed any questions. There were none.
3. Report from the County Council Division Representative: Cllr Carrington reported on behalf of County Cllr Cawrey. Topics covered included Flooding, the North Hykeham Relief Road and Local Government Reorganisation.
He welcomed any questions. A parishioner raised concerns regarding potholes on the cycle path and was advised to report the issue on the ‘Fix my Street’ website.
4. Report from District Council Ward Representative: District Councillor Carrington provided an update on several matters including:
• Local Government Reorganisation – a brief outline on the proposals was given with further information and a
preferred option expected by the summer.
• The Council’s financial position was reported to be robust.
• The Council has approximately 4,000 council homes within its housing stock.
• A retrofit programme to improve the thermal efficiency of council homes has secured over 9 million pounds in external funding.
• There are approximately 130 commercial premises throughout the District, the newest being at Sleaford Moor Enterprise Park.
• Concerns regarding proposed changes to Planning Reform.
• The Council is on target to achieve Net Zero by 2030.
Cllr Carrington welcomed any questions. There were none.

5. Parishioners’ Question Time: The Chairman passed on thanks to the Parish Council from parishioner Graham Wallis for the continued cutting of the playing field grass and hedge.
A Parishioner enquired about organising a Community Litter Pick. Cllr Carrington agreed that this was a good idea but stressed that safety must be paramount.
A further enquiry was made regarding the replacement of the dog and litter bins at the junction of Hall Drive and Grange Lane. This matter is to be investigated.
Another Parishioner enquired about the golf course. Cllr Carrington explained that it is within the Green Wedge in the Local Plan and therefore cannot currently be developed for housing, although changes to planning legislation could affect this in the future.
There being no further business the Chairman thanked those in attendance and closed the meeting at 8.35pm.
