January 2026 DRAFT Minutes

A Meeting of Canwick Parish Council was held on Monday 19 January 2026 at the Village Hall, Montagu Road, Canwick.  County Cllr Cawrey and the Clerk were also present.
 
Present:  Councillor L.J. Pennell – Chairman

The Chairman welcomed all present and wished them a Happy New Year. 
 
1.      Apologies and Declarations of Interest:  Apologies had been received from Cllr Griffin who was caring for her husband, District Cllr Goodwin and District Cllr Harrington.  Members agreed to accept Cllr Griffin’s apology and reason for absence.  Cllr Carrington declared a non-pecuniary interest in Item 8 as a Trustee of the Village Hall.  The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.  
 
 
2.      Clerk’s Notes from the Meeting held on 15 December 2025:  The notes from this meeting had been distributed to each member.  The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.  
          
 
3.       Matters Arising:
 
3a. Information Packs for New Residents:  None.  
 
3b. Website:  Routine maintenance. A payment of £64.80 was made to Lalc for the purchase of an additional 3 hours website maintenance as agreed at the last meeting.
 
 
4. Planning:    The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items. 
 
4a.    25/1585/OUT – 683 Dwellings – Land East of Canwick Avenue:  This had been e-mailed to members.  The Chairman asked for any comments.  After discussion it was agreed there were reservations about the application mainly about phasing of the development.  Cllr O’Melia expressed concerns about traffic flow coming out onto Canwick Hill.  It was suggested we submit an objection.  The Chairman asked members if they had any further comments to add to let the Clerk know in the next 7 days.  All agreed.
 
4b.    Items Notified since Publication of the Agenda:  None.
 
 
5. Environment:
 
5a. Highways Issues:  It was noted School Lane had been cleared of leaves.
Cllr Carrington suggested that the trees around the speed re-active signs on Canwick Hill be cut back before the growing season starts.  Clerk to report to ‘Fix my Street’.
It was reported that the path from Glebe End to Heighington Road was very narrow as hedges were encroaching on it from both sides.  The Clerk to report to ‘Fix my Street’.
A letter had been received from a parishioner reporting a faulty street light on Hall Drive and graffiti on the Sub-station Box on Hall Drive and the Telecommunications Box at the junction of Heighington Road and Grange Lane.  The Clerk to report to ‘Fix my Street’.
 
5b.    Request for Speed Survey:  No update.  Cllr Cawrey stated a Highways Ward Walk is planned for March and she will ensure that this is included.
 
 
6.       Correspondence:
 
6a. NKDC Parish & Town Council Newsletter:  This had been e-mailed to members and was noted.
 
6b.     LCC Town and Parish Council Newsletter December 2025:  This had been e-mailed to members and was noted.  
 
6c.     Highways News:  This had been e-mailed to members and was noted.  
 
6d.    Central Lincolnshire – Local Plan Call for Sites 2025:  This had been e-mailed to members and was noted.
  
6e.    Notification of Temporary Traffic Regulation Order – Canwick TTRO14425:  This had been e-mailed to members.  An e-mail had also been received from Cadent with details.  The Clerk to reply to Cadent asking when the intended work is to be on each of the roads and if any roads would be fully closed.
 
6f.    Reinstating 4 Parishes Meetings:  This had been e-mailed to members.  After discussion it was agreed we would support the idea.
 
6g.    Mobile Library 2026 Visit Dates:  This had been e-mailed to members and was noted.
 
6h.    Defibrillator:  The Chairman updated members on the situation.  
  
6i.    Items Received since Publication of Agenda:  An e-mail had been received from NKDC reference the Community Governance Review of Bracebridge Heath and Canwick with a suggestion for a Consultation and Review Period.  The proposal was going before NKDC later that week.  It was noted if it goes ahead it will come into force April 2027.
 
 
7.    County and District Councillor Reports:  Cllr Cawrey stated she had nothing further to add to her previous comments.
Cllr Carrington stated NKDC were working on the budget and work was going on in the background for Local Government Reorganisation.

9.    Finance:   
 
9a.    Bank Account Update:  The Chairman reported that on 31 December the balance on the Deposit Account was £30,129.19 with £39.54 new interest.  The balance on the Current Account was £2307.89 with 3 outstanding cheques totalling £1511.76 leaving a net balance of £796.13.  
 
9b.    PCC Grant:  An email of thanks for the Grant had been received from the Treasurer. 
 
9c.    Computer Matters:  The Chairman reported that the Webmaster, Tony Shaw, would be happy to assist in the setting up of the .gov addresses and would charge for his time out of the website allowance.  The Chairman suggested we use Cloud Next to host the domain at a cost of £50 a year plus VAT and a further £49.99 for the e-mail package which had been recommended.  All agreed.
 
9d.    Lalc Subscriptions:  Two payments were due to Lalc -
 
i)    £206.00 for the Annual Subscription 2026/27
ii)   £156.00 for the Annual Training Scheme 2026/27
Payments Agreed.
The Chairman suggested we process the renewals now ahead of the April deadline.  All agreed. 
 
9e.    Payments Due in January:  See 9d and 3b.
 
9f.    Transfer of Funds:  The Chairman proposed transferring £400 from the deposit account to the current account to cover payments due.  All agreed.
 
9g.    Precept:  The Clerk had submitted the Precept form requesting a precept of £9600 as agreed last month.
 
 
10.     Urgent Items for Information:  None. 
 
 
11.    Date of Next Meeting:  The next meeting was scheduled for 7pm on Monday 16 February 2026 at the Village Hall, Montagu Road, Canwick.
 
There being no further business the Chairman closed the meeting at 8.10`pm.
