Draft – For Approval 19 May 2025
A Meeting of Canwick Parish Council was held on Monday 14 April 2025 at the Village Hall, Montagu Road, Canwick. County Councillor Cawrey and the Clerk were also present.

The Chairman welcomed all present.
1. Apologies and Declarations of Interest: Apologies had been received from Cllr Griffin, District Cllr Goodwin and District Cllr Harrington. Cllr Griffin was unable to attend due to on-going medical treatment and the Chairman asked members for acceptance of the reason. All accepted. Cllr Carrington had notified he would be late as he would be attending a prior meeting. On arrival he declared a non pecuniary interest in Item 4b and Item 8 as a Trustee of the Village Hall. The Chairman and Cllr Narborough declared a non-pecuniary interest in item 4d as three of the trees were on the Chairman’s land and a further three trees were adjacent to Cllr Narborough’s land. The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.
2. Clerk’s Notes from the Meeting held on 17 March 2025: The notes from this meeting had been distributed to each member. The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.
3. Matters Arising:
3a. Information Packs for New Residents: None.
3b. Website: Routine maintenance.
4. Planning: The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items.
4a. 24/0841/RESM – Lincoln South East Quadrant, North of Canwick Avenue and East of London Road, Bracebridge Heath: On-going.
4b. 24/1208/FUL – Erection of Dwelling and Double Garage – Land to Rear of 12 Heighington Road: On-going.
4c. 25/0037/FUL – Erection of 2 Detached Single Storey Buildings and Associated Pedestrian Landscaping – International Bomber Command Centre: On-going
4d. NKDC – Variation of TPO Order: This had been e-mailed to members. It was noted it was a tidying up exercise by NKDC.
4e. Items Notified since Publication of the Agenda: None.
5. Environment:
5a. Highways Issues: None.
5b. Path to Bracebridge Heath Recreation Ground: On-going.
5c. Litter/Dog Waste Bins – Linden Homes Estate: The Chairman confirmed 4 bins had been ordered and paid for as agreed. The total cost was £984.96 which included a 5% discount for a bulk order. This would come out of the CIL money. When the bins were delivered Jenny Bailey’s team at NKDC would install them.
5d. Request for Speed Survey: On-going. Cllr Cawrey showed members a ‘Check your Speed’ sign which was anther option that she could obtain if necessary.
5e. LCC – Draft Public Rights of Way Survey: The Chairman asked members if there were any comments they wished to raise. No comments raised.
6. Correspondence:
6a. NKDC Parish & Town Council Newsletter March 2025: This had been e-mailed to members and was noted.
6b. LCC Town and Parish Council Newsletter – March 2025: This had been e-mailed to members and was noted.
6c. May Elections: The Chairman confirmed all relevant election paperwork was on the Notice Board and Website.
6d. Local Government Re-Organisation: This had been e-mailed to members. Initial proposals had been submitted with more detailed proposals due in November.
6e. NKDC – VE and VJ Day Grant: This had been e-mailed to members. It was noted the Parish Council and Village Hall Social Club were not eligible for the grant as they each have financial resources of more than £10,000.
6f. Items Received since Publication of Agenda: None.
7. County and District Councillor Reports: No District Council report.
Cllr Cawrey reported on the introduction of Electronic Bus Notices at bus stops to give live information on journeys.
Cllr Dowson enquired about the Brylaine bus service and if it still visits the village. Cllr Cawrey to make enquiries.
She then concluded by stating it had been a pleasure to be our County Councillor over the last eight years. Cllr Narborough thanked her for all her efforts over that time.
On behalf of the Parish Council the Chairman also thanked her for the work she had put in.
8. Village Hall: No update.
9. Finance:
9a. Bank Account Update: The Chairman reported that on 31 March the balance on the Deposit Account was £38,652.55 with £44.81 new interest. The balance on the Current Account was £388.92.
9b. PWLB Loan: It was noted a statement had been received and the balance outstanding as at 31 March 2025 was £1500.
9c. Payments Due in April: A payment of £95.76 was due to Glendale for grass cutting 25 March 2025. Payment agreed.
9d. Transfer of Funds: The Chairman proposed transferring £250 from the deposit account to the current account to cover the payment due. All agreed.
9e. Audit: The Chairman reported that the relevant paperwork had been received for the 2024/25 Audit. It was noted a Certificate of Exemption is expected.
10. Provisional Meeting Calendar: The Meeting Calendar had been confirmed. Cllr Narborough had printed a copy for display on the Notice Board and the Clerk to organise publishing on the website.
11. Urgent Items for Information: Cllr O’Melia stated he had received several reports of anti-social behaviour by youths on the bench outside Canwick Hall. To be investigated and reported to the local police.
12. Date of Next Meeting: TBC as the Chairman would not now be able to attend on the planned date.
There being no further business the Chairman closed the meeting at 7.40pm.
