February 2025 Minutes
A Meeting of Canwick Parish Council was held on Monday 17 February 2025 at the Village Hall, Montagu Road, Canwick. District Councillor Harrington, the Clerk and two Parishioners were also present.

The Chairman welcomed all present.
1. Apologies and Declarations of Interest: Apologies had been received from Cllr Griffin, District Cllr Goodwin and County Cllr Cawrey. Cllr Carrington declared a non pecuniary interest in Item 4b and Item 8 as a Trustee of the Village Hall. The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.
7.07pm - The Meeting came out of formal session.
The Chairman asked the parishioners if either wished to speak. It was noted they had come to discuss Item 4b as Applicant and Landowner. The Chairman informed them that we were awaiting amended plans on the Application. The Applicant stated amended plans had been sent and the trees that were of concern had now been felled. The Clerk to e-mail the NKDC Planning Officer asking for clarification.
7.23pm - The meeting returned to formal session.
2. Clerk’s Notes from the Meeting held on 20 January 2025: The notes from this meeting had been distributed to each member. The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.
3. Matters Arising:
3a. Information Packs for New Residents: None.
3b. Website: It was noted there was now a link on the website to the mobile library service timetable.
4. Planning: The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items.
4a. 24/0841/RESM – Lincoln South East Quadrant, North of Canwick Avenue and East of London Road, Bracebridge Heath: On-going.
4b. 24/1208/FUL – Erection of Dwelling and Double Garage – Land to Rear of 12 Heighington Road: See above. It was noted the last document published on the NKDC website was October 2024.
4c. 25/0037/FUL – Erection of 2 Detached Single Storey Buildings and Associated Pedestrian Landscaping – International Bomber Command Centre: This had been e-mailed to members. After discussion it was agreed there were several areas of concern including lighting, the street scene on Canwick Hill and noise from plant and machinery. The Clerk to return comments accordingly.
4d. Items Notified since Publication of the Agenda: None.
5. Environment:
5a. Highways Issues: None.
5b. Path to Bracebridge Heath Recreation Ground: On-going.
5c. Litter/Dog Waste Bins – Linden Homes Estate: It was noted we were awaiting metal liners for the bins and then we would liaise with Jenny Bailey from NKDC to organise the fitting as agreed.
5d. Request for Speed Survey: It was noted a resident was keen to get the Speed Watch Team underway although they were short of the required 6 people. It was also noted there would be a location problem for a speed indicator device on Heighington Road as the requirement was a metal lamp post and not telegraph poles. It was agreed another official speed survey was required and the Chairman proposed asking Cllr Cawrey to arrange one with LCC. This was seconded by Cllr Carrington and agreed by all.
6. Correspondence:
6a. NKDC Parish & Town Council Newsletter: Nothing received.
6b. LCC Town and Parish Council Newsletter – January 2025: This had been e-mailed to members and was noted.
6c. Highways News: This had been e-mailed to members and was noted.
6d. Central Lincolnshire Authority Wide Design Code Update: This had been e-mailed to members. It was noted a further Consultation would be taking place from 26 February until 9 April. The Chairman stated the Parish Council had not commented but members could comment as individuals if they wished.
6e. Items Received since Publication of Agenda: An email had been received from LCC notifying of a road closure on School Lane between 12 and 14 March due to a water mains repair. Noted.
An email had been received from Glendale reference the Grounds Maintenance quotation for 2025. The Chairman stated it is a minimal increase and proposed we accept it. Agreed by all.
7. County and District Councillor Reports: No LCC report.
Cllr Carrington stated the District Council would settle their budget the following Thursday.
The Chairman asked members if they had any questions. No questions asked.
8. Village Hall: No update.
9. Finance:
9a. Bank Account Update: The Chairman reported that on 31 January the balance on the Deposit Account was £39,157.62 with £51.37 new interest. The balance on the Current Account was £1319.28.
9b. Payments Due in February: None
9c. Transfer of Funds: None.
9d. Precept: The Chairman confirmed the precept form had been sent back on time.
10. Provisional Meeting Calendar: This had been e-mailed to members. The Chairman asked if they could take a look at it and report any comments next month.
11. Urgent Items for Information: None
12. Date of Next Meeting: The next meeting was scheduled for 7pm on Monday 17 March 2025 at the Village Hall, Montagu Road, Canwick.
There being no further business the Chairman closed the meeting at 8.10pm.
