March 2025 Minutes

A Meeting of Canwick Parish Council was held on Monday 17 March 2025 at the Village Hall, Montagu Road, Canwick.  County Councillor Cawrey and the Clerk were also present.

The Chairman welcomed all present. 
 
1.      Apologies and Declarations of Interest:  Apologies had been received from Cllr Griffin, District Cllr Goodwin and District Cllr Harrington.  Cllr Griffin was unable to attend due to on-going medical treatment and the Chairman asked members for acceptance of the reason.  All accepted.    Cllr Carrington declared a non pecuniary interest in Item 4b and Item 8 as a Trustee of the Village Hall.  The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.  
            
2.      Clerk’s Notes from the Meeting held on 17 February 2025:  The notes from this meeting had been distributed to each member.  The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.            
 
3.       Matters Arising:
 
3a. Information Packs for New Residents:  None.
 
3b. Website:  Routine maintenance.
 
4. Planning:    The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items. 
 
4a.     24/0841/RESM – Lincoln South East Quadrant, North of Canwick Avenue and East of London Road, Bracebridge Heath:  On-going.  It was noted the road was being widened for the entrance and a mini-roundabout.
 
4b.    24/1208/FUL – Erection of Dwelling and Double Garage – Land to Rear of 12 Heighington Road:  It was noted revised plans had now been received.  The Chairman reported comments had been submitted by the Clerk objecting to a number of matters as discussed last month.
 
4c.     25/0037/FUL – Erection of 2 Detached Single Storey Buildings and Associated Pedestrian Landscaping – International Bomber Command Centre:  The Chairman confirmed comments had been submitted by the Clerk reference what was discussed last month.
 
4d.    Items Notified since Publication of the Agenda:  None.  
 
5. Environment:
 
5a. Highways Issues:  Cllr O’Melia suggested that the speed sign on Canwick Hill is not bright enough.
 
5b.    Path to Bracebridge Heath Recreation Ground:  On-going. The Chairman stated we are aiming to get 3 quotes to move forward.
 
5c.    Litter/Dog Waste Bins – Linden Homes Estate:  It was noted we were still awaiting metal liners for the bins. The Chairman asked members if they don’t arrive in the next week were they content to go ahead with the plastic ones.  All content.  He then stated the bin outside the village hall is broken and proposed we get an extra bin if necessary.  All agreed.
 
5d.    Request for Speed Survey:  The Chairman thanked Cllr Cawrey for her assistance.  Cllr Cawrey suggested a speed survey is also requested for Canwick Hill near the Heighington Road junction.
 
6.       Correspondence:
 
6a. NKDC Parish & Town Council Newsletter February 2025:  This had been e-mailed to members.  The Chairman reminded everyone it was brown bin renewal time which is the same price as the previous year.
  
6b.     LCC Town and Parish Council Newsletter – February 2025:  This had been e-mailed to members and was noted. 
 
6c.     Highways News:  This had been e-mailed to members and was noted.  
 
6d.    North Kesteven Parish and Town Council Forum:  This had been e-mailed to members. The Chairman asked if anyone wished to go to let the Clerk know.
 
6e.   Police Priorities Survey:  This had been e-mailed to members.  The Chairman stated members could respond as individuals if they wished.
 
6f.    Items Received since Publication of Agenda:  An email had been received from LCC notifying of the Draft Public Rights of Way Improvement Plan.  The Clerk to forward to members.  To be discussed at next month’s meeting.
 
7.    County and District Councillor Reports:  Cllr Cawrey stated LCC are preparing for Local Government re-organisation which is yet to be confirmed.  It was noted a first meeting had been held on 6 March for the Greater Lincolnshire Combined Council Authority.  Cllr Cawrey also reported on the first Lincolnshire Energy Conference that had been held the previous month.
The Chairman asked members if they had any questions.  Cllr Narborough enquired if there were any further developments with the funding for the North Hykeham Relief Road.  Cllr Cawrey replied that the Government are reviewing the situation and a decision will be known after 1 May.
Cllr Carrington reported that the NKDC Housing Team had been awarded a further £9 million from Central Government to make housing stock more energy efficient.
 
8.    Village Hall:  No update.
 
9.    Finance:   
 
9a.    Bank Account Update:  The Chairman reported that on 28 February the balance on the Deposit Account was £39,207.84 with £50.22 new interest.  The balance on the Current Account was £1319.28. 
 
9b.    Clerk’s Salary January-March 2025:  This had been e-mailed to members.  The Clerk’s salary for the period January– March 2025 totalling £545.40 was due for payment.  The Chairman reported the Local Government pay rise at the Clerk’s spine point was an increase of 63p per hour backdated to 1 April 2024.  Payment agreed.
  
9c.    Payments Due in March:  See 9b.
 
9d.   Transfer of Funds:  The Chairman proposed transferring £600 from the deposit account to the current account to cover the payment due.  All agreed.
 
10.    Provisional Meeting Calendar:  Members confirmed they were content with the Calendar.  The Clerk to liaise with Di Vaughan, the Booking Secretary for the Village Hall.  To be confirmed at the next meeting.
 
11.     Urgent Items for Information:  None
 
12.    Date of Next Meeting:    The next meeting was scheduled for 7pm on Monday 14 April 2025 followed by the Annual Parish Meeting at 7.45pm at the Village Hall, Montagu Road, Canwick.
 
There being no further business the Chairman closed the meeting at 7.50pm.
