Canwick Parish Council
A Meeting of Canwick Parish Council was held on Monday 16 January 2023 at the Village Hall, Montagu Road, Canwick. The Clerk was also present.

1. Apologies and Declarations of Interest: Apologies had been received from District Cllr Tinsley, District Cllr Goodwin and County Cllr Cawrey.
Cllr Carrington declared a non pecuniary interest in Item 3c as he is Chairman of the Trustees of the Village Hall. The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.
2. Clerk’s Notes from the Meeting held on 19 December 2022: The notes from this meeting had been distributed to each member. The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.
3. Matters Arising:
3a. Information Packs for New Residents: Cllr Narborough confirmed he had delivered a pack to new residents at Appletree Cottage on School Lane.
3b. Website: Pete Langford, the Webmaster, had issued Clerks with a monthly update on the numbers of hours left for the financial year. Noted.
3c. Telephone Box: No update. Cllr Carrington to contact Jenny Dawson for an update.
4. Planning: The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items. He also reminded members if they wished to listen to any NKDC planning and other public meetings they were live streamed on audio via the NKDC website.
4a. 22/1735/HOUS: Proposed Single Storey rear Extension and Alterations to Dwelling – Fables, 7 Heighington Road: No update.
4b. 22/1747/TPO: Proposed Tree Works – 3 Hall Farm, Hall Drive: Refused by NKDC.
4c. Items Notified since Publication of the Agenda: None.
5. Environment:
5a. Highways Issues: Cllr Narborough reported that the road sweeper had been down School Lane that day but not a very good job had been done. Cllr Dowson reported that she had actually spoken to the driver who said the job can’t be done properly without a kerb. The Chairman will investigate
Cllr O’Melia reported that the pathway on Canwick Hill from Hall Drive to Washingborough Road is covered in leaves and dangerous when wet.
It was noted that the side entrance steps to the IBCC were also covered in leaves and dangerous.
Cllr Griffin reported the hedgerow on Branston Road had a lot of litter in it.
6. Correspondence:
6a. NKDC Parish Updates: This had been e-mailed to members. The Chairman read various sections out mainly referencing the upcoming elections which require voter ID. He asked members if they had any questions. No questions raised.
6b. Police Correspondence: This had been e-mailed to members and was noted.
6c. Annual Grant to All Saints Church Canwick: This had been e-mailed to members. The Chairman stated it was a letter of thanks for the Grant for which the PCC were very grateful.
6d. Community Defibrillator Grant Funding: This had been e-mailed to members. The Chairman stated we would need to give some thought to where another defibrillator could be sited. The Clerk to keep on file.
6e. LCC – Share your Views on the Budget and Council Tax Proposal 2023/24: This had been e-mailed to members. The Chairman stated there were 3 options to consider. Cllr Carrington encouraged members to respond individually.
6f. Items Received since Publication of Agenda: An e-mail had been received from Ian Fytche at NKDC with details about the upcoming elections. Noted.
An e-mail had been received reference the Central Lincolnshire Local Plan Review Consultation. To be put on next month’s agenda.
7. Four Parishes Cluster Group: No update.
8. County and District Councillor Reports:
No LCC report.
A District Council report had been received from Cllr Tinsley and e-mailed to members. Noted.
9. Finance:
9a. Bank Account Update: The Chairman reported that on 31 December 2022 the balance on the deposit account was £11486.72 with £6.81 new interest. The current account balance was £248.85.
9b. Payments due in January: The Chairman requested £54.99 re-imbursement for payment of the AVG subscription renewal. All agreed. He then asked for authority to pay up to £600 for the cutting of the playing field hedge should the invoice become due before the next meeting. All agreed.
9c. Transfer of Funds: The Chairman proposed transferring £500 from the deposit account to the current account to cover the payments due. All agreed.
9d. Precept: No additional items had been suggested since the previous meeting. The Chairman suggested we take the opportunity to increase the precept without affecting the Band D tax rate so monies can be spent on helping the new residents alongside Bracebridge Heath who are in Canwick Parish and now form part of the tax base calculation. After discussing various options he proposed setting the precept at £8200 resulting in a 0.05 per cent decrease in the Band D tax rate. He asked members for comments. All agreed. The Chairman would inform the internal auditor.

11. Date of Next Meeting: The next meeting was scheduled for 7pm on Monday 20 February 2023 at the Village Hall, Montagu Road, Canwick.
There being no further business the Chairman closed the meeting at 7.45pm.
