November 2023 Minutes

A Meeting of Canwick Parish Council was held on Monday 20 November 2023 at the Village Hall, Montagu Road, Canwick.  District Cllr Harrington, County Cllr Cawrey and the Clerk were also present.

The Chairman welcomed all present.

1.      Apologies and Declarations of Interest:  Apologies had been received from Cllr Carrington, Cllr Griffin and District Cllr Goodwin.  There were no Declarations of Interest.  The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.  

2.      Clerk’s Notes from the Meeting held on 16 October 2023:  The notes from this meeting had been distributed to each member.  The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.  

3.       Matters Arising:

3a.   Information Packs for New Residents:  None.  The Chairman reported that we had received a request from Heighington Parish Council for some details about our information packs.  He would liaise with Cllr Narborough over the detail.

3b.   Website:  Routine maintenance.

4.   Planning:    The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items. 

4a.    23/1241/LDPTO – Proposed Conversion of Existing Garage and Office Dwelling – Hillside Cottages, Hall Drive:  This had been e-mailed to members.  It was noted that this was a not a Consultation but a Notification as the applicant was seeking a Certificate of Lawful Development. 

4b.    23/1298/TPO – Tree Works – The Grange, Grange Lane:  This had been e-mailed to members.  The Chairman asked members if they had any comments.  There were no comments.  The Clerk to reply accordingly.  

4c.    Items Notified since Publication of the Agenda:  None.

5.   Environment:

5a.   Highways Issues:  Cllr O’Melia stated he has received a complaint about a mound of leaves at the entrance to Hall Drive that had been left by the road sweeper on Canwick Hill.  The Chairman would contact Jenny Bailey at NKDC and also check when the next road sweep of the village was due.

6.       Correspondence:

6a.   NKDC Parish Updates:  These had been e-mailed to members. There were no comments.

6b.     Police Correspondence:  This had been emailed to members.  The Chairman reported that Cllr Carrington and himself had attended a meeting at Potterhanworth to discuss the reduction in the number of PCSO’s in the area.  The Chairman read members the resulting e-mail from Potterhanworth Parish Council that was sent to Lincs Police ahead of the Engagement Session on 7 December.                     

6c.     NKDC – Street Lights:  This had been e-mailed to members. The Chairman stated he had informed the Property Officer, that we don’t own or maintain any street lights.

6d.    Town and Parish Council Newsletter October 2023:  This had been e-mailed to members and was noted. 

6e.     Public Consultation – NKDC Polling District and Polling Place Review 2023:  This had been e-mailed to members. The Chairman stated that this was as a result of some of the District and Parliamentary boundary changes and would be implemented at the next elections.  No changes had been planned for Canwick Parish but it was suggested that the new Canwick residents off Westminster Drive be allowed to vote in Bracebridge Heath Pavilion which was much closer and more ready and safely accessible.  The Chairman would speak with Marcella Heath at NKDC to enquire if this was legally possible and if so ask that the suggestion be considered within the scope of the Polling Place and Polling District review.

6f.    Central Lincs Planning Obligations SPD and Update to Energy Statement Template and Guidance:  This had been e-mailed to members and was noted.  

6g.    Items Received since Publication of Agenda: An e-mail had been received from a resident informing that the fallen tree had been cleared from the footpath between Grange Lane and the Golf Course.   

7.    County and District Councillor Reports:  

A report had been received from Cllr Harrington and e-mailed to members.  There were no questions raised. 

Cllr Cawrey reported:

The footpath on Washingborough Road is to be looked at with a view to clearing it.  After discussion it was agreed that this would be a very welcome step albeit it was believed the path is all in the Lincoln City boundary.

A public meeting is to be held at Washingborough Community Centre on November 28 inviting residents of Canwick, Washingborough and Heighington to put questions to representatives of LCC Highways, the Environment Agency and the Internal Drainage Board about recent flooding issues. The Chairman expressed his thanks to all services involved that worked long hours trying to solve the problems.

She notified forthcoming road works and would forward details to the Clerk.

8.    Finance:   

8a.  Bank Account Update:  The Chairman reported that on 31 October the balance of the deposit account was £41,478.92 with £35.66 new interest.  The current account balance was £210.06 with an outstanding cheque of £84 leaving a net balance of £126.06.

8b.  Public Works Loan:  A direct debit payment of £187.25 which included £37.25 interest was due on 4 December 2023.  Payment agreed

8c.  Grants:  The Chairman reminded members that we normally give a grant to the Parochial Church Council at this time of year and proposed we give £500 (the same amount as last year).  This was agreed by all members present.

8d.   Payments Due in November:  A payment of £84 was due to Glendale for grass cutting week ending 7 October.  The Chairman sought re-imbursement of £62.99 for the AVG Subscription.  Payments agreed.
 
8e.   Transfer of Funds:  The Chairman proposed transferring £1,000 from the deposit account to the current account to cover the payments due.  All agreed.

8f.   Precept:  The Chairman asked members to give some thought to anything that we may need to allow for in the precept. 

9.     Urgent Items for Information:  The Chairman stated that following the re-election of members last May new passwords were required for the electoral register and updates if these had been requested. These would now be different to the Clerk’s password.  Members were reminded to contact NKDC Electoral Services if they required passwords.

Cllr O’Melia had received a complaint about a van parking for several days at a time on the pavement outside Uppingham on Hall Drive making it difficult for pedestrians etc.  The Clerk to monitor and report to the police. 

10.    Date of Next Meeting:  The next meeting was scheduled for 7pm on Monday 11 December 2023 at the Village Hall, Montagu Road, Canwick.

There being no further business the Chairman closed the meeting at 8.05pm
