April 2023 Minutes

A Meeting of Canwick Parish Council was held on Monday 17 April 2023 at the Village Hall, Montagu Road, Canwick.  One Parishioner and the Clerk were also present.

1.      Apologies and Declarations of Interest:  Apologies had been received from Cllr O’Melia, County Cllr Cawrey and District Cllr Goodwin.  Cllr Carrington had informed the Clerk that he would be late as he was attending another meeting as a District Councillor.  There were no Declarations of Interest.  The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.

The Chairman invited the parishioner to speak about progress with the Telephone Box. She said she was ready to order the paint and glass replacement at a cost of £732 but needed reassurance she would be reimbursed.  There was an additional cost of £144 for new signage at the top of the Box.  She was going to ask Mike Brown, Secretary of the Social Club, for a contribution.  The Chairman stated we had resolved to assist financially and we will liaise with Mike Brown.  He thanked the parishioner for all her efforts with the restoration project.

2.      Clerk’s Notes from the Meeting held on 20 March 2023:  The notes from this meeting had been distributed to each member.  The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.  

3.       Matters Arising:

3a.   Information Packs for New Residents:  Cllr Griffin stated there were new residents in Swallow House, Grange Lane.  Cllr Narborough to prepare and issue a pack.

3b.   Website:  There were 4.20 hours to carry forward at the end of the financial year. The Chairman proposed we subscribe to the service for the next year and purchase further hours when necessary.  All agreed.  

3c.     Telephone Box:  See above.

4.   Planning:    The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items. He also reminded members if they wished to listen to any NKDC planning and other public meetings they were live streamed on audio via the NKDC website.  

4a.  23/0114/FUL:  Proposed New Dwelling and Garage in Curtilage of Garden - Glebe Farm, Heighington Road:   No update.

4b.  20/0057/OUT – Land off Sleaford Road, Bracebridge Heath:  This had been e-mailed to members.  Outline planning permission had been granted by NKDC.  It was noted this was the Church Commissioners’ land that straddles the A15 but is all in Bracebridge Heath immediately adjacent to Canwick Parish.  

4c.  Items Notified since Publication of the Agenda:  None.

5.   Environment:
 
5a.   Highways Issues:  Cllr Cawrey had informed the Chairman she had nothing to report from the recent LCC Highways Ward walk. It was also noted that after reporting to ‘Fix my Street’ several weeks ago the light in the Paddock was still out. The Clerk to investigate.

6.       Correspondence:

6a.   NKDC Parish Updates:  This had been e-mailed to members and was noted.  

6b.    Police Correspondence:  This had been e-mailed to members. It was noted that the number of PCSOs in NKDC had been reduced from ten to two and they will operate in Sleaford Town.

6c.    Central Lincolnshire Local Plan Inspectors’ Report:  This had been e-mailed to members. The Chairman stated the Plan had been endorsed and adopted the previous week and is now in force with planning applications having to comply with the new Plan.

6d.   Elsham to Lincoln Pipeline:  This had been e-mailed to members and was noted. 

6e.  LCC – Notification of Temporary Traffic Regulation Order - Lincolnshire:  This had been e-mailed to members.  It was noted the speed limit had been reduced to 30mph on several roads locally while the Anglian Water pipeline works are on-going.

6f.   Parish Council Election:  This had been e-mailed to members.  The Chairman confirmed there would be no election and all members who had put their name forward have been elected and he duly thanked them. He reminded them that Acceptance of Office and Declaration of Interest Forms would need to be completed at the May meeting.

6g.  PWLB:  This had been e-mailed to members.  It was noted that on 23/03/2023 the balance was £2100 with 7 years left on the loan.

6h.  Items Received since Publication of Agenda:  An e-mail had been received from LCC Highways highlighting the shortfall of over five million pounds in Government funding to tackle potholes.  The Clerk to e-mail to members.

7.   Four Parishes Cluster Group:  No update. 

7.25PM- Cllr Carrington arrived.

8.    County and District Councillor Reports:  No reports.

9.     Finance:

9a.  Bank Account Update:  The Chairman reported that on 31 March  the balance on the deposit account was £10,311.79 with £7.57 new interest.  The current account balance was £402.53.  It was noted that the £8,200 precept had been paid into the deposit account at the beginning of April. 

9b.  Lalc Subscriptions:  The cheques for £159.18 and £120 had been sent to Lalc for the Subscription and Training Fee respectively. 

9c.  Payments due in April:  An invoice had been received from Glendale for £84 for grass cutting week ending 25 March 2023.  Payment agreed.  An insurance renewal invitation for £480.22 which included £48.78 Insurance Premium Tax had been received from BHIB.  This was a nominal increase on last year and the Chairman proposed we accept it.  All agreed.  We had also agreed to make a contribution to the telephone box restoration when needed.  The Chairman was given authority to pay up to £1000 towards this project before the next meeting if necessary.
  
9d. Transfer of Funds:  The Chairman proposed transferring £1200 from the deposit account to the current account to cover the payments due.  All agreed.

9e.  Annual Audit:  The Chairman stated we had not heard if we had been selected for a higher level audit. 

10.   Urgent Items for Information:  The Chairman further reminded members to spread the word about Voter ID at the forthcoming May elections. It was noted that the 25 April was the last day for Voter Authority Certificate applications.

The Chairman informed members that from 2 May refuse collections would be starting at 6.30am and bins would need to be out by that time.  He asked members to spread the word.

11.    Date of Next Meeting:  The next meeting, which is the Annual Meeting, was scheduled for 7pm on Monday 15 May 2023 at the Village Hall, Montagu Road, Canwick.

There being no further business the Chairman closed the meeting at 7.35pm.
