October 2023 Minutes

A Meeting of Canwick Parish Council was held on Monday 16 October 2023 at the Village Hall, Montagu Road, Canwick.  District Cllr Harrington, County Cllr Cawrey and the Clerk were also present.

The Chairman welcomed all present.

1.      Apologies and Declarations of Interest:  Apologies had been received from Cllr Narborough and District Cllr Goodwin.  There were no Declarations of Interest.  The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.  

2.      Clerk’s Notes from the Meeting held on 18 September 2023:  The notes from this meeting had been distributed to each member.  It was noted Item 6d had been omitted from the draft minutes.  The Clerk had corrected this and the Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.  

3.       Matters Arising:

3a.   Information Packs for New Residents:  None.  It was noted new residents had moved into Treasured View on Hall Drive.

3b.   Website:  Routine maintenance.

4.   Planning:    The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items. 

4a.    23/1073/TPO – Tree Works – Canwick Hall, Hall Drive:  Passed by NKDC.

4b.    23/1111/TPO – Tree Works – 4 Hall Farm, Hall Drive:  Passed by NKDC.

4c.    Items Notified since Publication of the Agenda:  None.

5.   Environment:

5a.   Highways Issues:  Cllr Carrington had reported the light in the Paddock on ‘Fix my Street’ again but it had still not been repaired.

The Chairman reported that the hedge on Branston Road (opposite Mill Lodge) had been cut back.

6.    Correspondence:

6a.   NKDC Parish Updates:  This had been e-mailed to members. There were no comments.

6b.     Police Correspondence:  This had been emailed to members.  The Chairman asked members if anyone wished to attend the Engagement session on 7 December to let the Clerk know.  It was noted the meeting would be held online via Teams.

6c.     Path and Gate off Shrewsbury Road:  This had been e-mailed to members. The Chairman explained the path goes to the edge of an overgrown hedge on which the other side has a fence with a gate (to the playing field) which doesn’t line up with the path. He stated substantial work would be needed to make the gate accessible to the playing field.  The owner of the hedge is unknown.  The Chairman had spoken with the Planning Officer at NKDC who is to speak with the Developer.  The Chairman stated we will await the outcome of this before speaking with Bracebridge Heath Parish Council.  Cllr Carrington added that the issue of ownership needs to be determined by the Planners and it is fortunate that the Developers are still on site.  

6d.    Conservation in North Kesteven:  This had been e-mailed to members.  Cllr Carrington stated Matthew Bentley is an excellent Conservation Officer and if anyone knows of anything in the village to contact him.  He suggested we invite him to the village for an informal chat.  

6e.    Town and Parish Council Newsletter September 2023:  This had been e-mailed to members. It was noted the drains inspection had been extended until 30 November 2023.  

6f.     News from Lincs & Notts Air Ambulance:  This had been e-mailed to members. The Chairman stated that although it was an extremely worthy cause it is the Parish Council’s policy to only donate to village based charities.  Cllr O’Melia suggested inviting them to the Village Coffee Morning which is held fortnightly on a Friday.  Cllr Cawrey stated it was very disappointing that they had closed all the charity shops hence losing all the voluntary workers.

6g.    Lincs Highways Newsletter:  This had been e-mailed to members.  It was noted an extra £10m had been committed to roads maintenance.

6h.    Citizens Advice Mid Lincolnshire:  This had been e-mailed to members.  The Chairman re-affirmed that although it is a worthy cause it is the Parish Council’s policy to limit donations to village based charities.

6i.    ICO – Renewal Confirmation:  This had been e-mailed to members and was noted.

6j.    Damaged Tree by the Footpath between Grange Lane and the Golf Course:  A resident had e-mailed alerting us to this with attached photos.  The Chairman stated that, before the fence and gate at the golf course, a tree had partially collapsed taking down another tree. The main responsibility appeared to be with the owner of an empty property whom the resident is attempting to contact.  It was agreed that although the footpath was usable at present this could not be left long term. Cllr Carrington stated he would e-mail the LCC Footpath Officer as it is a public right of way.  

6k.    Items Received since Publication of Agenda:  The Chairman read members an email received from Potterhanworth Parish Council reference concerns over the recent reduction of PCSOs in North Kesteven from 10 to 2.  Neighbouring Parish Councils had been invited to a meeting at Potterhanworth on October 31 ahead of the public engagement session, for the Parish Councils in North and South Kesteven, with the Police Commissioner on 7 December. ( See 6b above.)
 
7.    County and District Councillor Reports:  

A report had been received from Cllr Harrington and e-mailed to members.  Cllr Harrington added that the carbon net-zero policy was still on target for 2030 and this was unanimously supported at the recent District Council meeting.

Cllr Cawrey reported:

•   Lincoln Museum is set to host a major Grayson Perry Exhibition.
•   Continued investment in Fire and Rescue Services who are opening a new training facility.
•   The Devolution deal is still in progress with a proposal for three authorities to be a mayoral combined authority.  It was noted the District Councils would be untouched.

8.    Finance:   

8a.   Bank Account Update:  The Chairman reported that on 30 September the balance on the deposit account was £41,443.26 with £36.98 new interest.  The current account balance was £342.66 with two outstanding cheques totalling £132.60 leaving a net balance of £210.06.

8b.   Payments Due in October:  A payment of £84 was due to Glendale for grass cutting week ending 16 September. It was noted that the AVG renewal subscription was due on 12 November.  Payments agreed.
 
8c.   Transfer of Funds:  None.

9.     Urgent Items for Information:  The Chairman stated that further monies are to go to the Southern Bypass for which a planning application should soon be submitted.

After discussion it was agreed a bank account update would be forwarded to members ahead of the meeting each month.

10.    Date of Next Meeting:  The next meeting was scheduled for 7pm on Monday 20 November 2023 at the Village Hall, Montagu Road, Canwick.

There being no further business the Chairman closed the meeting at 7.58pm
