July 2023 Minutes

A Meeting of Canwick Parish Council was held on Monday 17 July 2023 at the Village Hall, Montagu Road, Canwick.  County Cllr Cawrey, District Cllr Harrington and the Clerk were also present.

The Chairman thanked members for accommodating the change of meeting date.

1.      Apologies and Declarations of Interest:  Apologies had been received from District Cllr Goodwin.  There were no Declarations of Interest.  The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary. 

2.      Clerk’s Notes from the Meeting held on 19 June 2023:  The notes from this meeting had been distributed to each member.  The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.  

3.       Matters Arising:

3a.   Information Packs for New Residents:  None.

3b.   Website:  Routine maintenance.

4.   Planning:    The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items. 

4a.  23/0114/FUL:  Proposed New Dwelling and Garage in Curtilage of Garden - Glebe Farm, Heighington Road:   Passed by NKDC.

4b.  23/0314/LBC – Replace Existing Wooden Windows with New Double Glazed Wooden Windows – 1 Park Lodge, Washingborough Road:  No update.

4c.  23/0591/LBC – Replacement of Concrete Sills and Erection of Retaining Wall and Shed (Retrospective) – 1 Park Lodge, Washingborough Road:  This had been e-mailed to members.  The Chairman asked for any comments.  There were no comments.  The Clerk to reply accordingly.

4d.  23/0644/HOUS – Erection of Garden Shed and 4 Raised Vegetable Beds ( Retrospective) – 1 Park Lodge, Washingborough Road:  This had been e-mailed to members.  The Chairman asked for any comments.  There were no comments.  The Clerk to reply accordingly.

4e.  23/0650/TPO – Reduction of Lime Tree – Hall Farm, Hall Drive:  Passed with modifications by NKDC.

4f.  Items Notified since Publication of the Agenda:  23/0750/HOUS – Proposed Addition of a Storm Porch to the Front Elevation – Treasured View, Hall Drive:  This had been e-mailed to members.  The Chairman asked for any comments.  There were no comments.  The Clerk to reply accordingly.     

5.   Environment:

5a.   Highways Issues:  It was noted the recent resurfacing of Heighington Road was a considerable improvement on the previous works.  There had been complaints about the stones not being swept off the footpath causing a hazard.  Cllr Cawrey stated she will investigate why the paths had not been swept afterwards.

6.       Correspondence:

6a.   NKDC Parish Updates:  This had been e-mailed to members. The Chairman highlighted various topics including Parliamentary Boundary Review changes and the Annual Household Canvass. 

6b.    Police Correspondence:  Nothing received.

6c.    Community Speed Watch:  This had been e-mailed to members. The Chairman explained that although there are residents who have volunteered to run the initiative the support of the Parish Council is needed.  All agreed to support.

6d.   Town and Parish Council Litter Picking Kits:  This had been e-mailed to members.  The Chairman asked if they knew of anyone who might be interested to give them details.

6e.  Town and Parish Council Newsletter June 2023:  This had been e-mailed to members.  The Chairman asked if anyone had any comments.  No comments received.

6f.    PCC Funding:  This had been e-mailed to members and was noted.

6g.   Central Lincolnshire Planning Obligations SPD Consultation:  This had been e-mailed to members.  It was noted the consultation runs for 6 weeks from 5 July to 16 August.  Cllr Carrington suggested to members that we write to endorse it.  All agreed.  The Clerk to send in a supportive response.

6h.  Items Received since Publication of Agenda:  A ‘Highways News’ e-mail had been received from LCC and forwarded to members.  It was noted a £5 million spend on countywide surface dressing of roads was underway.
An e-mail had been received from the Webmaster, Pete Langford, explaining how he had sourced discounted Microsoft Office software.  The Chairman and Clerk to look at over the summer break.

7.   Four Parishes Cluster Group:  No update. 

8.    County and District Councillor Reports:  Cllr Cawrey reported the following:

•      Children’s services received an Outstanding Ofsted rating.
•      Lucy the Dragon is due back at the Castle with a friend ‘Norman’.
•      Lincoln Castle has been named as 1 of the 20 best free attractions in the country.  On behalf of the Parish Council the Chairman congratulated Cultural Services.
•      Lincolnshire Fire and Rescue encourage calling 999 in the event of a fire. The service had been recognised for its hard work.
•      The Food and Drink Festival is being held on the weekends of 22/23 and 29/30 July.

A report had been received from Cllr Harrington and e-mailed to members.

9.     Finance:   

9a.  Bank Account Update:  The Chairman reported that on 30 June the balance on the deposit account was £42,100.14 with £12.87 new interest.  The current account balance was £400.34 with 2 outstanding cheques totalling £186 leaving a net balance of £214.34. 

It was noted the mis-applied £26103.03 CIL monies from NKDC for the development on Canwick Avenue had now been correctly applied.  The Chairman asked members to think of any projects they would like to be considered.  Cllr O’Melia suggested the Playing Field restoration to which it was agreed we would support.

9b.  Payments Due in July/August:  The Chairman asked for authority to pay for up to five grass cuts in July and August if invoices became due.  All agreed.  

9c. Transfer of Funds:  The Chairman proposed transferring £500 from the deposit account to the current account to cover any payments that become due.  All agreed.

9d.  Annual Audit:  The Chairman reported the Certificate of Exemption had been submitted to the auditors.  The relevant paperwork had been published on the website and displayed on the notice board.  Parishioners have until 11 August for requesting to view.  

10.   Urgent Items for Information:  None.  

11.    Date of Next Meeting:  The next meeting was scheduled for 7pm on Monday 18 September 2023 at the Village Hall, Montagu Road, Canwick.

The Chairman wished members a Happy Summer break.

There being no further business the Chairman closed the meeting at 8.03pm.
