June 2025 DRAFT Minutes
A Meeting of Canwick Parish Council was held on Monday 16 June 2025 at the Village Hall, Montagu Road, Canwick. The Clerk was also present.

The Chairman welcomed all present.
1. Apologies and Declarations of Interest: Apologies had been received from Cllr Dowson, Cllr Griffin, County Cllr Cawrey, District Cllr Goodwin and District Cllr Harrington. Cllr Griffin was unable to attend due to on-going medical treatment and the Chairman asked members for acceptance of the reason. All accepted. Cllr Carrington declared a non-pecuniary interest in Item 8 as a Trustee of the Village Hall. The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.
2. Clerk’s Notes from the Meeting held on 28 May 2025: The notes from this meeting had been distributed to each member. The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.
3. Matters Arising:
3a. Information Packs for New Residents: None.
3b. Website: Routine maintenance. It was noted that LCC had carried out an update to Jadu.
4. Planning: The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items.
4a. 24/0841/RESM – Lincoln South East Quadrant, North of Canwick Avenue and East of London Road, Bracebridge Heath: Members discussed various points about the application including sewerage problems, heritage and parking provision. The Chairman asked if they were content with the points discussed so the Clerk could reply accordingly. All content.
4b. 25/0560/HOUS – Replacement of Roof to Two Storey Outbuilding – Grange Cottage, Grange Lane: On-going.
4c. Items Notified since Publication of the Agenda: None.
5. Environment:
5a. Highways Issues: Cllr O’Melia reported on an on-going problem with barking dogs at a neighbouring property. This had been reported through various channels but without success.
It was noted Canwick Road would be closed overnight on 10 July for routine maintenance.
Cllr Carrington reported on planned roadworks for the Canwick Road/Washingborough Road Crossroads in Heighington
5b. Path to Bracebridge Heath Recreation Ground: On-going.
5c. Request for Speed Survey: On-going.
6. Correspondence:
6a. NKDC Parish & Town Council Newsletter: Nothing received.
6b. LCC Town and Parish Council Newsletter: Nothing received.
6c. Highways News: This had been e-mailed to members and was noted.
6d. NKDC Parish and Town Council Forum – 10 July 2025: This had been e-mailed to members. The Chairman asked members if anyone wished to attend to let the Clerk know.
6e. Lalc Conference – 16 July 2025: This had been e-mailed to members. The Chairman stated he was planning to attend. Cllr Carrington proposed the Parish Council fund any members wishing to go. All agreed.
6f. Items Received since Publication of Agenda: It was noted the Lalc AGM was being held on 3 July via Zoom. The Chairman stated he planned to attend. The Clerk to book a place.
7. County and District Councillor Reports: Cllr Carrington updated members on Local Government re-organisation.
The Chairman reported a Licencing Act Consultation was taking place at NKDC which is a routine re-issue and update.
NKDC are also consulting on new policies to govern the licencing of Pleasure Boats and Boatman Licencing.
8. Village Hall: Cllr Carrington reported a meeting is due to be held later in the month. It was noted the asbestos garage had been taken down.
9. Finance:
9a. Bank Account Update: The Chairman reported that on 31 May the balance on the Deposit Account was £47,314.18 with £58.90 new interest. The balance on the Current Account was £1343.16 with two outstanding cheques totalling £870.61 leaving a net balance of £472.55.
9b. PWLB Loan: The direct debit repayment of £178.65 was debited on 2 June.
9c. Insurance Renewal: On subscribing to the 3 year discount scheme the Clerk secured a small discount on the original premium and a payment of £774.85 was made as agreed last month.
9d. Clerk’s Salary April-June 2025: This had been e-mailed to members. The Clerk’s salary for the period April– June 2025 totalling £477.36 was due for payment. Payment agreed.
9e. Payments Due in June: See 9d. A payment of £191.52 was due to Glendale for grass cutting 14 May and 29 May 2025. Payment agreed.
9f. Transfer of Funds: The Chairman proposed transferring £800 from the deposit account to the current account to cover the payments due. All agreed.
9g. Audit: The Certificate of Exemption had been submitted and all relevant paperwork had been displayed on the Website and Notice Board as appropriate.
10. Urgent Items for Information: None.
11. Date of Next Meeting: The next meeting was scheduled for 7pm on Monday 28 July 2025 at the Village Hall, Montagu Road, Canwick.
There being no further business the Chairman closed the meeting at 8.03pm.
