April 2019 Minutes

A meeting of Canwick Parish Council was held on Monday 15th April 2019 at the Village Hall, Montagu Road, Canwick.

County Councillor Cawrey, District Councillor Oxby and the Clerk were also present.

1. Apologies and Declarations of Interest: Apologies had been received from Cllr Hales and District Cllr Herring.

There were no Declarations of Interest.

Police Report: A report had been received stating that during the period 16th March to 15th April 2019 there had been no recorded crime.

2. Clerk’s Notes from the Meeting on 18th March 2019: The notes from this meeting had been distributed to each member. Cllr Griffin stated Item 5a needed to be corrected as it was not a water bowser but a road sweeper from Galliford Try. The Clerk to amend. The Chairman proposed the notes then be accepted and approved as minutes for signing and this was unanimously agreed.

3. Matters Arising:

3a. Information Packs for New Residents: Nothing to report.

3b. Website: No update.

4. Planning:

4a. 16/1564/OUT – Canwick Heath Development: On-going.

4b. 19/0018/RESM – Land off Canwick Avenue and Westminster Drive, Bracebridge Heath: No update.

4c. 17/1287/VARCON – Bomber Command Centre: This had been e-mailed to members. Cllr Carrington reported that he had spoken with the NKDC Planning Officer about the delay and a revised application for the right turn lane at the entrance from the Canwick Hill direction is envisaged in the coming months with work anticipated to start in the autumn.

4d. Items Notified since Publication of the Agenda: None.

5. Environment:

5a. Highways Issues: Cllr Narborough stated there had been complaints from residents about the builders in Pelham Lane regarding access issues and damage to the grass verges from the vans. Cllr Carrington stated the best approach would be an informal arrangement between the residents and the builder.

It was noted there is still a problem with some of the drains/soakaways in the village which is to be monitored. Cllr Cawrey informed members that she had reported a rattling manhole cover on Canwick Hill to LCC Highways.

5b. Washingborough Road and Footpath: No update.

6. Correspondence:

6a. What’s On April 2019: Nothing received.

6b. Lalc News: This had been e-mailed to members. The Chairman asked members if they had any comments. There was nothing they wished to raise. The Clerk was asked to put on next months agenda.

6c. LCC – Updated Street Lighting Policy: This had been e-mailed to members. The Chairman asked if anyone had any comments. Cllr Cawrey stated she had requested the policy be reviewed and all avenues had been investigated. The Chairman thanked Cllr Cawrey for her efforts from which progress had been made.

6d. Galliford Try – A15 Closure: This had been e-mailed to members. The Chairman commended both Galliford Try and LCC Highways for their efforts on communication.

6e. Elections – May 2019: The Chairman thanked members for standing once again and confirmed that there will be no parish elections on 2nd May for Canwick. He then asked members if they had received a letter from NKDC confirming their re-election. All confirmed they had. A notice of Election had been received from NKDC for the European Elections on 23rd May. To be displayed on the notice board.

6f. LCC - Highways News: This had been e-mailed to members and was noted.

6g. Items Received since Publication of Agenda

  • An e-mail had been received from Citizens Advice Mid Lincolnshire asking for a donation towards their work. The Clerk to e-mail to members and put on next month’s agenda.
  • An e-mail had been received from Lalc thanking us for our subscription payment and attaching a new Service Level Agreement for the financial year 2019/20. Noted.
  • The first edition of a new weekly newsletter had been received from Lalc. Noted. The Clerk to e-mail to members.
  • A newsletter had been received from Access Lincoln. Noted. The Clerk to e-mail to members.

7. Four Parishes Cluster Group:

7a. Update: The Chairman stated a meeting was held on 25th March 2019 but attendance was low. Washingborough Parish Council are to host the next meeting in the autumn.

8. Parish Plan Action Plan:

8a. Update: No update. After discussion it was agreed to delete this item off future agendas.

9. Finance:

9a. Bank Account Update: The Chairman reported that on 31st March 2019 the balance on the deposit account was £8050.42 which included £6.15 new interest and the current account balance was £217.35.

9b. Payments due in April: The Chairman confirmed that as agreed last month we had paid the two invoices due to Lalc at the beginning of April, the first the annual subscription of £139.39 and the second the annual training fee of £90. A payment of £70.03 was due to Glendale for grass cutting week ending 29th March 2019. Payment agreed.

9c. Transfer of Funds: The Chairman proposed transferring £100 from the deposit account to the current account to cover the payment due. All agreed.

9d. Precept: The Chairman confirmed the precept of £6000 had been paid into the deposit account on 4th April 2019.

9e. Annual Audit: The Chairman informed members we had received an e-mail from the auditor PKF Littlejohn and we are to have a standard audit,

10. Urgent Items for Information: Cllr Narborough reported that a former parishioner from Grange Close, Les Higson was celebrating his 98th Birthday that day. Cllr Carrington wished to record congratulations to him from the Parish Council.

Cllr Oxby informed members that he had decided to stand down from the District Council. The Chairman wished to record thanks to him for all his efforts as a District Councillor and also for when he was our County Councillor.

11. Date of Next Meeting: The next meeting was scheduled for Monday 20th May 2019 starting at 7.30pm at the Village Hall, Montagu Road, Canwick.

There being no further business the Chairman closed the meeting at 7,32pm.
