September 2019 Minutes

A meeting of Canwick Parish Council was held on Monday 16th September 2019 at the Village Hall, Montagu Road, Canwick.

District Councillor Tinsley, District Councillor Goodwin, County Councillor Cawrey, two Bracebridge Heath Parish Councillors and the Clerk were also present.

1. Apologies and Declarations of Interest: Apologies had been received from Cllr O'Melia. Cllr Dowson declared a non disclosable interest in item 4g as she was a neighbour of the applicant.

Cllr Cawrey introduced the Bracebridge Heath Parish Councillors to members and explained that she had invited them to observe how another Parish Council conducts its meetings. The Chairman welcomed them to the meeting.

Police Report: Two reports had been received stating that during the period 22nd July to 19th August there had been one recorded crime on Hall Drive for burglary and for the period 19th August to 19th September 2019 there had been no recorded crime.

2. Clerk’s Notes from the Meeting on 22nd July 2019: The notes from this meeting had been distributed to each member. The Chairman proposed the notes be accepted and approved as minutes for signing and this was unanimously agreed.

3. Matters Arising:

3a. Information Packs for New Residents: Cllr Hales reported new residents in The Hollies on Hall Drive. Cllr Narborough stated he had already delivered a pack to them.

3b. Website: No update

4. Planning:

4a. 16/1564/OUT – Canwick Heath Development: No update.

4b. 17/1287/VARCON – Bomber Command Centre: This had been e-mailed to members. Cllr Carrington stated he was hopeful that it would be approved shortly. It was noted there had been detailed amendments including a central refuge on Canwick Avenue for safety.

4c. 19/0875/HOUS – Treasured View, Hall Drive: Passed by NKDC.

4d. 19/0487/OUT – Demolition of Bungalow and Erection of Two Detached Dwellings – Danum, Grange Lane: Outline planning permission passed by NKDC.

4e. 19/1115/HOUS – Erection of 2 Storey Front and Side Extension – Charnwood, Heighington Road: This had been e-mailed to members. After discussion it was agreed the Clerk would send a ‘No Comments’ response.

4f. 19/0018/RESM - Land off Canwick Avenue and Westminster Drive, Bracebridge Heath: It was noted there had been a big revision in the amended plans. The Chairman displayed the hard copy that had been received from Linden Homes for members to view. Cllr Carrington stated they were a big improvement on the original design. The Chairman asked members if they could let himself or the Clerk have any comments on the revised plans by the end of the week so a response could be submitted.

4g. 19/1132/HOUS – Loft Conversion and Alterations to Front Elevation – Pantiles, Pelham Lane: This had been emailed to members.

It was resolved to move into open session as Cllr Dowson had a non disclosable interest. The Chairman asked Cllr Dowson her views on the application and she replied she was unhappy with it. Cllr Carrington enquired about the windows facing the development and Cllr Dowson replied she had two. Cllr Dowson then left the room.

It was resolved to move back into formal session.

The Chairman asked members if they had any comments. It was felt that we should object to the application. The Chairman asked members if they could let himself or the Clerk have any comments on the plans by the end of the week so a response could be submitted.

Cllr Dowson returned to the room.

4h. 19/1259/TPO – Tree Works – 3 Hall Farm, Hall Drive: This had been e-mailed to members. The Chairman asked members if they had any comments. Cllr Hales stated he was not happy with the request as it will throw the street scene out of balance. It was noted a request by the previous owners to reduce all three trees had been refused. It was also noted there was no arborist’s report supporting the application. The Clerk to reply accordingly.

4i. Items Notified since Publication of the Agenda: None.

5. Environment:

5a. Highways Issues: It was noted that the area on Hall Drive that had been missed when it was re-surfaced last year had not been done this year as agreed. The Clerk to report to LCC Highways.

Cllr Mrs Griffin reported that the hedges on Branston Road from Mill Lodge to the playing field entrance had still not been cut making it difficult for walkers and cyclists. The Clerk to report to Highways again.

It was noted the hedges along Canwick Hill between Hall Drive and Washingborough Road had also not been cut and the Speed Awareness sign was covered up. The Clerk to report to Highways again.

5b. Damaged Litter Bin: The Clerk to liaise with Cllr Cawrey reference who to contact regarding fixing the new bin on the grass verge .

5c. Washingborough Road and Footpath: Washingborough Parish Council had sent a letter to Highways which we had endorsed. The Chairman had spoken with Mike Brown from LCC Highways and was informed that there is no budget for capital expenditure and was advised to involve our County Councillor. Cllr Cawrey said it had been put forward for bidding and she will keep lobbying it. The Chairman stated it will not be imminent but needs to go into the long term plan.

5d. Heighington Road: This had been e-mailed to members. Cllr Cawrey was asked if she had any more information on the letter received from Highways. She stated she had spoken with Cllr Davey who informed her that the extension to the road closure is there to act as a buffer in case of inclement weather and may not all be used.

6. Correspondence:

6a. LCC - Highways News: This had been e-mailed to members. The Chairman asked Cllr Cawrey to feed back that the communication is useful and informative.

6b. British National Ploughing Championships: This had been e-mailed to members. The Chairman asked members to spread the word. The attached notice to be displayed in the Village Hall.

6c. NKDC – New Dog Fouling Sign: This had been e-mailed to members. The Chairman stated this is a follow on from the previous communication informing that fixed penalty notices can no longer be issued for dog fouling. Several copies of attached notice to be laminated and displayed around the village.

6d. Macmillan Coffee Morning: This had been e-mailed to members. The Chairman stated it was an invitation from Washingborough Parish Council but it was noted Canwick Village Hall are hosting one on the same morning.

6e. Churchbury, The Paddock: This had been e-mailed to members and was noted.

6f. 3 Hall Farm - Name: This had been e-mailed to members and was noted.

6g. NKDC Litter Picking: This had been e-mailed to members. The Chairman asked members if they knew anyone who may be interested to let the Clerk know.

6k. Items Received since Publication of Agenda: The Chairman stated we had received an e-mail from Washingborough Parish Council advertising a Groundsman vacancy. He asked members if they knew of anyone that may be interested to let the Clerk know.

Lalc news had been received and e-mailed to members. The Clerk to put on next month’s agenda.

7. Four Parishes Cluster Group:

7a. Update: It was noted the next meeting will be on 28th October 2019.

8. Finance:

8a. Bank Account Update: The Chairman reported that on 31st August 2019 the balance on the deposit account was £11,651.98 which included £10.27 new interest and the current account balance was £1098.41 with a cheque for £140.06 outstanding leaving a net balance of £958.35.

8b. Clerk’s Salary July-September: The Clerk’s salary for the period July – September 2019 totalling £365.76 was due for payment. Payment agreed.

8c. Data Protection Fee: The direct debit for the Data Protection Fee renewal was due to be debited on 30th September.

It was noted the payment was £40 with a £5 reduction for paying by direct debit. Payment agreed.

8d. Payments due in September: See items 8b and 8c. A payment of £70.03 was due to Glendale for grass cutting week ending 9th August 2019. A payment of £6 was due to LALC for hard copies of four editions of LALC News. Payments agreed.

8e. Transfer of Funds: The Chairman proposed transferring £500 from the deposit account to the current account to cover the payments due. All agreed.

8f. Annual Audit: The Chairman informed members there had been no requests to view the accounts during the statutory inspection period and the Audit was now closed.

9. Urgent Items for Information: Cllr Cawrey reported:

  • The whole library van fleet is to be replaced with smaller more environmentally friendly vans. It will be a slimmed down service but more flexible in meeting peoples’ needs. There will be facilities for the disabled with books being taken into their homes. The Chairman stated library staff do an excellent job in Canwick.
  • Climate Emergency - workable practical measures are to be put in place to reduce the carbon footprint.
  • District Councils have a corporate parenting duty to homeless people under 25 years of age.

10. Date of Next Meeting: The next meeting was scheduled for Monday 21st October 2019 starting at 7.30pm at the Village Hall, Montagu Road, Canwick.

There being no further business the Chairman closed the meeting at 8.45pm.
