October 2019 Minutes

A meeting of Canwick Parish Council was held on Monday 21st October 2019 at the Village Hall, Montagu Road, Canwick.

Amy Smith and Guy Longley from Pegasus Group, five parishioners and the Clerk were also present.

7.00pm – Presentation by Pegasus Group: Amy Smith displayed outline plans for 450 homes on the Canwick Heath Development for members to view and answered any questions that arose. It was noted the plans had been submitted to NKDC. The Chairman thanked them for their time in presenting to us.

7.40pm - Meeting commenced

1. Apologies and Declarations of Interest: Apologies had been received from Cllr Carrington, Cllr O'Melia, Cllr Hales, Cllr Griffin, County Cllr Cawrey, District Cllr Goodwin and District Cllr Tinsley. Cllr Dowson declared a non disclosable interest in item 4g as she was a neighbour of the applicant.

Police Report: A report had been received stating that during the period 16th September to 21st October 2019 there had been no recorded crime.

The Chairman asked the parishioners if there was a particular topic they wished to discuss and one of them replied that they had a number of concerns:

  • Two crumbling walls on properties on Heighington Road which need inspecting to ensure they are safe.
  • The footpath on Heighington Road which had become very narrow in places with overhanging trees and bushes.
  • The speed limit on Heighington Road which they felt needed to be reduced from 40mph to 30mph.

The Chairman informed them that the Parish Council has no statutory powers but we would try and assist where we could.

With reference to the speed limit request he informed them that a survey was done a few years ago and 40mph was found to be an appropriate speed limit. He stated the Parish Council is considering purchasing a Speed Indicator device through the Road Safety Partnership. It was suggested that when Heighingon Road re-opens we ask the police to be a presence there to monitor speeding.

One of the parishioners, Graham Wallis, reported a faulty light in The Paddock. The Clerk to report to LCC Highways.

The Chairman asked the parishioners to report the stone walls to LCC Highways and let us know the outcome and if necessary we would also report. The Chairman stated we would investigate the overhanging trees and bushes on Heighington Road.

2. Clerk’s Notes from the Meeting on 16th September 2019: The notes from this meeting had been distributed to each member. The Chairman proposed the notes be accepted and approved as minutes for signing and this was unanimously agreed.

3. Matters Arising:

3a. Information Packs for New Residents: Nothing new to report.

3b. Lalc News: This had been e-mailed to members. The Chairman asked if there was anything they wished to raise. No questions raised.

3c. Website: No update

4. Planning:

4a. 16/1564/OUT – Canwick Heath Development: See Pegasus Group presentation. On-going.

4b. 17/1287/VARCON – Bomber Command Centre: It was noted work had commenced on the right turn lane at the Mill Lodge junction.

4c. 19/1155/VARCON – Danum, Grange Lane: Passed by NKDC. It was noted this was to adjust the conditions for the flat above the garage in the event the site was redeveloped in accordance with the recent outline permission.

4d. 19/1132/HOUS – Loft Conversion and Alterations to Front Elevation – Pantiles, Pelham Lane: On-going. The Chairman confirmed comments had been submitted as agreed.

4e. 19/1259/TPO – Tree Works – 3 Hall Farm, Hall Drive: Passed with conditions by NKDC.

4f. 19/0018/RESM - Land off Canwick Avenue and Westminster Drive, Bracebridge Heath: Passed by NKDC.

4g. 19/1115/HOUS – Erection of 2 Storey Front and Side Extension – Charnwood, Heighington Road: Passed by NKDC.

4h. Items Notified since Publication of the Agenda: None.

5. Environment:

5a. Highways Issues: The Clerk reported that the issues reported to LCC Highways following last month’s meeting had all come back with a ‘No further action’ status.

It was noted that the hedge from the playing field entrance to Mill Lodge had been cut and cleared but there was now a furrow either side of the pavement caused by the vehicle on the wet verge. To be monitored.

Cllr Narborough reported the light on the left hand No Entry sign on School lane was not working. The Clerk to report to LCC Highways.

5b. Heighington Road: It was noted the road was due to re-open on December 20th 2019 unless adverse weather delays works further.

5c. Damaged Litter Bin: On-going. Awaiting information as to who to contact at LCC Highways with reference to siting the new bin on to the grass verge.

6. Correspondence:

6a. SCI 2019: This had been e-mailed to members and was noted.

6b. Branston Beer Fest 2020: This had been e-mailed to members and was noted. The Clerk to forward to Mike Brown, Secretary of the Social Club.

6c. Church Commissioners Proposals – Bracebridge Heath: This had been e-mailed to members. The Chairman had attended the Consultation the previous week and stated the land does not quite run into Canwick Parish. The proposals had not yet been submitted to NKDC.

6d. NKDC – Empty Homes Poster: This had been e-mailed to members. The Chairman asked Cllr Narborough if he would print in colour and laminate the attached poster for display.

6e. A15 Closure: This had been e-mailed to members and was noted.

6f. Items Received since Publication of Agenda: None.

7. Four Parishes Cluster Group:

7a. Update: It was noted the next meeting will be on 28th October 2019 at Washingborough Community Centre. The Chairman asked members if they had anything they wished to raise to let himself or the Clerk know.

8. Finance:

8a. Bank Account Update: The Chairman reported that on 30th September 2019 the balance on the deposit account was £11,161.84 which included £9.86 new interest and the current account balance was £981.56.

8b. Payments due in October: A payment of £70.03 was due to Glendale for grass cutting week ending 20th September 2019. A payment of £73.61 was due to NKDC for costs incurred with the uncontested Parish Council election in May 2019. Payments agreed.

8c. Transfer of Funds: The Chairman proposed transferring £150 from the deposit account to the current account to cover the payments due. All agreed.

8d. Data Protection Fee: The Chairman confirmed the direct debit had been paid and a certificate for the coming year had been received.

9. Urgent Items for Information: None.

10. Date of Next Meeting: The next meeting was scheduled for Monday 18th November 2019 starting at 7.30pm at the Village Hall, Montagu Road, Canwick.

There being no further business the Chairman closed the meeting at 8.55pm.
