March 2020 Minutes
A meeting of Canwick Parish Council was held on Monday 16th March 2020 at the Village Hall, Montagu Road, Canwick.
District Cllr Tinsley, two residents and the Clerk were also present.

1. Apologies and Declarations of Interest: Apologies had been received from County Cllr Cawrey, District Cllr Goodwin and Cllr Carrington. Cllr Hales declared a non-pecuniary interest in items 4b & 4e as in both cases he works for the applicants. The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.
i) The Chairman asked the residents present if there was a particular item they wished to discuss. One resident stated she had come to listen to comments on Item 4b as she was the applicant. The Chairman read details of the application and asked members if they had any comments to make on it. Nobody had any objections. The Clerk to reply accordingly.
Both residents then wished to discuss the traffic situation on Heighington Road in particular HGVs, trucks and taxis. It was noted HGVs should be using the official diversion route and not Heighington Road. The taxis were thought to be collecting/dropping off schoolchildren. The Chairman read an email received from Cllr Cawrey with details of what had been discussed on the Highways Ward Walk the previous week.
2. Clerk’s Notes from the Meeting on 17th February 2020: The notes from this meeting had been distributed to each member. The Chairman proposed the notes be accepted and approved as minutes for signing and this was unanimously agreed.
3. Matters Arising:
3a. Information Packs for New Residents: None.
3b. Boundary Commission Review: The Chairman confirmed a response had been submitted as agreed.
3c. Website: No update. The Clerk to enquire if the new website training is still going ahead with the current coronavirus situation.
Update: 17/03/20 – website training cancelled.
4. Planning: The Chairman reminded members that all District Councillors present could not express an opinion on any of the planning items.
4a. 16/1564/OUT – Canwick Heath Development: No update.
4b. 20/0281/TPO – Yew Trees-Crown Reductions and Crown Lift – 2 & 3 Canwick Hall Mews, Hall Drive: No objections. See item 1i).
4c. 20/0057/OUT – Land off Sleaford Road Bracebridge Heath: No update.
4d. 19/1656/HOUS – Alterations and Extension - Ivy Cottage, Grange Lane: Passed by NKDC.
4e. 20/0081/HOUS – The Hollies, Hall Drive: Awaiting a decision.
4f. Items Notified since Publication of the Agenda: 20/0326/HOUS – Erection of a single storey extension to link main house to self contained annex - 3 Hall Farm, Hall Drive - This had been forwarded to members. After discussion the Chairman asked members if they had any comments to let the Clerk have them by March 25th so a response could be submitted by the 5th April deadline.
5. Environment:
5a. Highways Issues: The Chairman updated members on the recent Highways Ward Walk including the narrowing footpath up Canwick Hill and the road markings at the new junction by Mill Lodge. It was noted that Grange Lane and Hall Drive are scheduled for re-surfacing later in the year.
Cllr Hales enquired if anything could be done about car parking on the pavement especially on Lincoln City match days which had got a lot worse with the Washingborough Road closure. To be monitored.
5b. Heighington Road: It was noted the traffic lights are to be turned off daily at 3pm to help the traffic flow through Lincoln at peak time.
5c. Grass Cutting/Glendale Quotation: The Chairman confirmed the quotation had been accepted.
6. Correspondence:
6a. Lincolnshire Best Kept Villages Competition 2020: This had been e-mailed to members. It was noted there was no funding for the competition this year.
6b. Full Lincoln Transport Strategy Document: This had been e-mailed to members. The Chairman asked members if they had any comments to let himself or the Clerk know so that we could co-ordinate a response.
6c. Citizens Advice Mid Lincolnshire 2020 AGM Invitation: This had been e-mailed to members. It was noted the AGM had since been cancelled due to the developing coronavirus situation.
6d. Police Report: This had been e-mailed to members and was noted.
6e. Deer on Heighington Road: This had been e-mailed to members. The Chairman read details and asked the Clerk to contact LCC and request improved signage.
6f. Items Received since Publication of Agenda: None.
7. Four Parishes Cluster Group:
7a. Update: It was noted the meeting planned for March 18th had been cancelled due to the coronavirus situation.
8. Finance:
8a. Bank Account Update: The Chairman reported that on 29th February 2020 the balance on the deposit account was £9305.27 which included £7.84 new interest and the current account balance was £1393.65. It was noted that although the cheque for the Clerk’s salary had been credited to her account on the 19th December it still had not been debited from the bank account. To be monitored.
8b. Clerk’s Salary Jan-Mar 2020: The Clerk’s salary for the period January - March 2020 totalling £365.76 was due for payment. Payment agreed.
8c. Payments due in March: See 8b. Two invoices were due to Lalc on the 1st April 2020, the first the annual subscription of £142.74 and the second the annual training fee of £102. Payments agreed.
8d. Transfer of Funds: The Chairman proposed transferring £600 from the deposit account to the current account to cover the payments due. All agreed.
8e. Insurance: The Chairman read members an e-mail received from Community Action Suffolk promoting the Parish Protect Insurance. Noted. The Clerk to keep details on file.
9. Urgent Items for Information: Cllr Tinsley reported that Heighington Parish Council were drawing up a plan to create a local network of support for neighbours who may be unable to get out or have become ill. He asked if we wished to be part of the group or if we would prefer to act independently. The Chairman stated we had received an e-mail from a resident in Grange Close volunteering her services and asked members if they knew of anyone that would like to volunteer to let himself or the Clerk have details. To be monitored..
10. Date of Next Meeting: The next meeting was scheduled for Monday 20th April 2020 starting at 7.00pm at the Village Hall, Montagu Road, Canwick. To be followed at 8pm by the Annual Parish Meeting.
The Clerk to contact Lalc reference directive for holding meetings during the current climate as the Annual Parish Meeting is a statutory meeting.
There being no further business the Chairman closed the meeting at 8.30pm.
