October 2020 Minutes
A meeting of Canwick Parish Council was held on Monday 19th October 2020 by Video Conferencing.
District Cllr Tinsley, District Cllr Goodwin, County Cllr Cawrey, three Parishioners and the Clerk were also present.

1. Apologies and Declarations of Interest: Apologies had been received from Cllr Griffin. The Chairman and Cllr Narborough both declared a non-pecuniary interest in item 4d as they live next door to the plot. They stated if there was to be any discussion on the item they would leave the meeting. Cllr Carrington stated as a District Councillor he would not be able to give an opinion on Items 4a and 4c. The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.
2. Clerk’s Notes from the Meeting on 21st September 2020: The notes from this meeting had been distributed to each member. The Chairman proposed the notes be accepted and approved as minutes for signing and this was unanimously agreed.
3. Matters Arising:
3a. Information Packs for New Residents: None.
3b. Website: The Chairman stated everything had to be manually transferred over to the new website by the end of the year and that the new accessibility regulations could be a problem.
4. Planning: The Chairman reminded members that all District Councillors present could not express an opinion on any of the planning items.
The meeting came out of formal session.
Three parishioners had requested invitations to the meeting as they had concerns over the planning application for Danum (Item 4b). Each in turn was given the opportunity to speak and express their concerns. The Chairman informed them that it is the District Council that makes the decision, the Parish Council is only a Consultee. He then asked members if they had any questions for the parishioners. No questions asked. The Chairman informed them that it would be helpful if they each submitted their own objections. The Parish Council could then refer to them and support in their comments.
The Chairman thanked the parishioners for their participation.
The meeting went back to formal session.
The Chairman asked members if they had any comments on the revised plans. After discussion it was agreed by all to object on the grounds of overlooking, size and out of keeping with local character.
4a. 16/1564/OUT – Canwick Heath Development: No update.
4b. 20/0654/FUL – Demolition of Bungalow and Erection of 2 Detached Dwellings – Danum, Grange Lane: See above.
4c. 20/0057/OUT – Land off Sleaford Road Bracebridge Heath: The Chairman asked members to look at the revised plans and let himself or the Clerk have any comments so a response can be submitted.
4d. 19/0806/FUL – Erection of Dwelling and Formation of New Access – Land off School Lane: Amended plans had been received and the Chairman asked members for any comments. There were no comments.
4e. 20/0752/FUL – Land off Canwick Avenue and Westminster Drive, Bracebridge Heath: Amended plans had been received for the proposed 132 homes instead of the previous 120. The Chairman asked members if they had any comments to let himself or the Clerk know before our response is submitted.
4f. SEQ Design Code Consultation: The Chairman confirmed we had submitted our response.
4g. Items Notified since Publication of the Agenda: Cllr Carrington informed members about a government white paper which sets out to radically reform the planning system and encouraged the Parish Council to respond to it.
5. Environment:
5a. Highways Issues: The Chairman thanked Cllr Cawrey for her input with Highways on the 40mph sign at the top of Grange Lane which had now been repaired.
Cllr Carrington stated the Fix my Street response of ‘No Further Action’ for the deterioration of the road surface at the bottom of Pelham Lane was not acceptable. It was noted in spite of this response the road had been marked out for repair. When asked for her comments Cllr Cawrey replied that ‘No Further Action’ doesn’t necessarily mean the work is not going to be done just that it has been authorised and then closed. She stated it is a glitch in the system which is not very ‘user friendly’. Pelham Lane to be monitored.
It was noted an e-mail had been received from LCC reference proposed traffic orders for the Lincoln Eastern Bypass. The Chairman suggested there was nothing for us to object to. He asked members if they had any comments to contact himself or the Clerk.
Cllr Narborough stated the road sweep on School Lane the previous week was unsatisfactory and piles of leaves had been left at the side. The Clerk to contact Jenny Bailey at NKDC.
6. Correspondence:
6a. NKDC Parish Council Updates: These had been e-mailed to members. It was noted they are not as frequent but still useful. The Chairman stated that nominations are open for the 2021 NK Community Champion Awards and if members knew of anyone who does good work and deserves to be recognised to let himself or the Clerk know.
6b. Lalc - Covid-19 Poster: This had been e-mailed to members. Clerk to resend email to Cllr Narborough who will print and laminate copies for display around the village.
6c. Lalc News: This had been e-mailed to members. The Chairman asked members if they had any comments. No comments raised.
6d. Bus Shelter: A letter had been received from a Branston resident complaining about the state of the bus shelter on Canwick Hill. The Chairman asked Cllr Cawrey if she had any comments and she stated she will ask who is responsible for it and if anything can be done. To be monitored.
6e. Remembrance Sunday: This had been e-mailed to members and the Parochial Church Council. It was noted the rule of 6 has to be observed at the Church.
6f. Anglian Water Pipeline: This had been e-mailed to members. It was noted the work needs doing for future development.
6g. Police Newsletter: This had been e-mailed to members and was noted.
6h. Dog Fouling Poster Campaign: This had been e-mailed to members. The Chairman stated the legislation had changed on dog fouling. A further email had been sent and forwarded to members informing that posters were not to be displayed on utility poles or street lighting columns. Cllr Carrington informed members these all belong to NKDC in Canwick. Posters to be printed and displayed.
6i. Early Years Alliance: This had been e-mailed to members. Cllr Narborough will print and laminate attached Timetable and Webinar details for display on the Notice Board and in the Village Hall.
6j. LCC – Schools Admission Policy: This had been e-mailed to members. It was noted several authorities/schools are consulting on their Admissions Policy from 1st October-15th November. When asked, Cllr Cawrey stated she had no more details.
7. Four Parishes Cluster Group:
7a. Update: As there were no pressing agenda items the Chairman stated the next meeting was now likely to be in the Spring.
8. Finance:
8a. Bank Account Update: The Chairman reported that on 30th September 2020 the balance on the deposit account was £13,167.80 which included £5.78 new interest and the current account balance was £695.80.
8b. Payments due in October: A payment of £72.13 was due to Glendale for grass cutting week ending 11th September 2020. A £4.50 payment was due to Lalc for 3 x Lalc News hard copies during the financial year. Payments agreed.
8c. Transfer of Funds: No transfer.
8d. Grants: The Chairman stated with the current Covid-19 restrictions local facilities were suffering with loss of revenue. He stated the Village Hall had been closed since March and suggested we could usefully help them. Cllr Carrington stated the roof work is progressing well and is being funded with a £10,000 grant from NKDC leaving a £3500 shortage. Cllr O’Melia enquired if the Village Hall was closed because of ongoing work or Covid-19 restrictions. The Chairman replied it can only open in limited circumstances making it very challenging. It was noted that the Church had also lost substantial income and required works involving scaffolding. Cllr O’Melia stated we should support both the Church and the Village Hall and this was agreed by all.
Cllr Carrington to investigate if either had any costs to meet. The Chairman proposed we increase the annual grant to the PCC to a total of £1000 for this year. All agreed.
9. Urgent Items for Information: Cllr Cawrey reported that in spite of Covid-19 infection in the workforce the Eastern Bypass was still on schedule to be completed by the end of the year.
A site meeting had been arranged in the village by Cllr Cawrey with the new local Highways manager. As a result traffic surveys are to be arranged.
Cllr Tinsley asked members if they had any questions on his recent District Councillors report that had been e-mailed to them. Cllr O’Melia asked what would be happening with looking after vulnerable people during the winter. Cllr Tinsley answered that Washingborough and Heighington were continuing with their previous arrangements and the Lincoln Resilience Forum was still in operation. Canwick were thought to be looking after their own at present but members were asked if they knew of anyone that needed assistance to make the Clerk aware. The Chairman thanked Cllr Tinsley for sending the report as it was most useful.
10. Date of Next Meeting: The next meeting was scheduled for Monday 16th November 2020 starting at 7.00pm by Video Conferencing.
There being no further business the Chairman closed the meeting at 8.30pm.
