November 2020 Minutes

A meeting of Canwick Parish Council was held on Monday 16th November 2020 by Video Conferencing.

District Cllr Tinsley, one Parishioner and the Clerk were also present.

1. Apologies and Declarations of Interest: Apologies had been received from Cllr Griffin, County Cllr Cawrey and District Cllr Goodwin.

The Chairman and Cllr Narborough both declared a non-pecuniary interest in item 4d as they live next door to the plot. They stated if there was to be any discussion on the item they would leave the meeting. Cllr Carrington stated as a District Councillor he would not be able to give an opinion on Items 4a and 4c. The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.

2. Clerk’s Notes from the Meeting on 19th October 2020: The notes from this meeting had been distributed to each member. The Chairman proposed the notes be accepted and approved as minutes for signing and this was unanimously agreed.

3. Matters Arising:

3a. Information Packs for New Residents: Cllr Narborough reported new residents in Sunnyholme on School Lane. He will prepare and issue a pack. Cllr Narborough also confirmed he had issued a pack to new residents in Sapele.

3b. Website: The Chairman stated everything had to be manually transferred over to the new website by the end of the year.

4. Planning: The Chairman reminded members that all District Councillors present could not express an opinion on any of the planning items.

The meeting came out of formal session.

The Parishioner present spoke as she had continuing concerns about the Planning Application for Danum (Item 4b) including surface water drainage and a land covenant. The Chairman asked members if they had any questions for the Parishioner. No questions raised. The Chairman thanked her for keeping us updated and Cllr Carrington commended her on her hard work.

The meeting went back to formal session.

The Chairman asked members if they had any comments. There were no comments. We had previously submitted an objection and after taking note of the objections from neighbours it was suggested the Parish Council submit a continued objection in light of the revised plans. All agreed.

4a. 16/1564/OUT – Canwick Heath Development: The Chairman stated there was a provisional date in January for the Application to be heard at the NKDC Planning Committee meeting.

4b. 20/0654/FUL – Demolition of Bungalow and Erection of 2 Detached Dwellings – Danum, Grange Lane: See above.

4c. 20/0057/OUT – Land off Sleaford Road Bracebridge Heath: The Chairman stated this also was likely to be heard at the NKDC Planning Committee meeting in January and asked members if they had any comments to let himself or the Clerk know by the end of the week so a response could be submitted.

4d. 19/0806/FUL – Erection of Dwelling and Formation of New Access – Land off School Lane: Amended plans had been received. It was suggested that the amendments would not have any material impact on our original objection. All agreed.

4e. SEQ Design Code Consultation: Cllr Carrington stated revised documents were going before the Executive Board and then to the full Council Meeting. He stated it was important to have a period of reflection and comment at every stage.

4f. 20/0752/FUL – Land off Canwick Avenue and Westminster Drive, Bracebridge Heath: Passed by NKDC Planning Committee meeting. The Chairman thanked the Clerk for speaking on behalf of the Parish Council at the meeting.

4g. 20/1341/HOUS – Demolition of Porch, Single Storey Rear Extension and Conversion of Outbuilding – Ivy Cottage, Grange Lane: The Chairman asked members if they had any comments on the application. After discussion it was agreed it was smaller and preferable to the previous application. It was proposed we support it. All agreed. Clerk to respond accordingly.

4h. Items Notified since Publication of the Agenda: It was noted details of a Planning Appeal had been received for 20/0579/HOUS - Erection of a Fence (Retrospective), The Hollies, Hall Drive.

5. Environment:

5a. Highways Issues: Cllr O’Melia reported that highway repairs had been done at the bottom of Pelham Lane. He stated the work that had been done was good but not all areas had been repaired.

Cllr Narborough stated that the leaves still had not been cleared from the path on School Lane. Cllr O’Melia stated most of the other paths in the village had been swept. To be monitored.

Cllr O’Melia stated an ambulance came up School Lane from Canwick Hill but could not get through for cars parked on the road. Noted.

Cllr Narborough reported the light not working in the ‘No Exit’ sign on the northern side of School Lane. The Clerk to report to LCC ‘Fix my Street’.

The Clerk read members an e-mail from Cllr Cawrey updating on progress with the dirty bus shelter on Canwick Hill.

6. Correspondence:

6a. NKDC Parish Council Updates: This had been e-mailed to members. It was noted they are not as frequent but still useful.

6b. LEB – Additional Street Furniture: This had been e-mailed to members. The Chairman asked members if they had any ideas. After discussion it was agreed a bench suitably positioned would be useful.

6c. NKDC – Tree Strategy Consultation: This had been e-mailed to members. The Chairman asked Cllr Carrington if he had any comment to make. Cllr Carrington replied that he is passionate about the project as Canwick is known as ‘The Village in the Trees’ and he hopes that the Parish Council will comment on the Consultation. Cllr O’Melia endorsed this when members were asked for comments. Cllr Tinsley wished to echo Cllr Carrington’s comments and added that a point to consider is to never forget about tree maintenance. It was noted the strategy is keen to encourage new and existing trees and make sure new developments are ‘greened’ by trees. The Chairman asked members to let himself or the Clerk have any comments so we can submit a response.

6d. NKDC – Litter Bin by Bus Stop: This had been e-mailed to members. The Chairman stated the bin was not being used and its location made it difficult to empty. He suggested re-positioning it either on the other side of the road to where it currently is or the Lincoln side of the Canwick Hill/Hall Drive junction. After discussion it was agreed that the Canwick Hill/Hall Drive junction was the best option. The Clerk to liaise with LCC Highways on the matter.

6e. Police Newsletter: This had been e-mailed to members. Cllr Narborough to print and display on the Notice Board.

Cllr O’Melia commented that he had not seen a police car in the village for several months. The Clerk to e-mail thanking for newsletters and mentioning that police absence in the village has been noticed.

6f. Early Years Alliance: This had been e-mailed to members. Cllr Narborough to print and display new timetable on the Notice Board.

6g. Items Received Since Publication of Agenda: None.

7. Four Parishes Cluster Group:

7a. Update: The Chairman stated meetings are on hold until we can meet more easily.

8. County and District Councillor Reports: A report from Cllr Tinsley had been forwarded to members who were asked if they had any questions for the District Councillors.

Cllr O’Melia asked about local Covid-19 figures. Cllr Carrington stated there are two apps that give up to date information and he will forward them to the Clerk for distribution.

Cllr Tinsley stated the response to help the vulnerable had been more low key this lockdown but groups are on standby to help those shielding.

9. Finance:

9a. Bank Account Update: The Chairman reported that on 31st October 2020 the balance on the deposit account was £13,173.27 which included £5.47 new interest and the current account balance was £618.67 with cheques of £72.13 and £4.50 outstanding and the £5 service charge leaving a net balance of £537.04

9b. Public Works Loan: A direct debit payment of £204.44 was due on 2nd December 2020. Payment agreed.

9c. Payments due in November: See 9b. A payment of £72.13 was due to Glendale for grass cutting week ending 11th October 2020. The Chairman stated the cheque had been prepared and signed so it could be sent off before lockdown. He asked members for retrospective agreement. All agreed.

9d. Transfer of Funds: The Chairman proposed transferring £2000 from the deposit account to the current account to cover the grants to the PCC and the Social Club. All agreed.

9e. Grants: The Chairman asked Cllr Carrington if he had any more information from either the PCC or the Social Club.

Cllr Carrington replied he was awaiting a letter from the Church with details of planned works. He had that day received an e-mail from the Social Club with details of the improvement works they are doing with a shortfall of £4000. It was noted both organisations had asked for their sincere thanks to be passed on. The Chairman asked members for authority to issue cheques to both organisations. All agreed. It was agreed by all that we should donate what we could to help local organisations.

9f. Precept: The Chairman stated the final notification for the Precept is January but asked members if they could think about any additional items to allow for in it.

11. Date of Next Meeting: The next meeting was scheduled for Monday 21st December 2020 starting at 7.00pm by Video Conferencing.

There being no further business the Chairman closed the meeting at 8.25pm.
