March 2026 Minutes
A Meeting of Canwick Parish Council was held on Monday 16 March 2026 at the Village Hall, Montagu Road, Canwick. County Cllr Cawrey, District Cllr Goodwin, the Clerk and representatives from the Vistry Group were also present.

The Chairman welcomed all present.
1. Apologies and Declarations of Interest: Apologies had been received from Cllr Griffin, Cllr Carrington and District Cllr Harrington. Condolences were sent to Cllr Griffin following her husband passing away. Members agreed to accept Cllr Griffin’s apology and reason for absence. There were no Declarations of Interest. The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.
7.05pm - The meeting adjourned to allow the visitors to speak in Open Session.
Duncan Enright from the Community Communications Partnership introduced himself and his colleagues from Pegasus and Vistry, and explained that he had contacted the Parish Council requesting a meeting to discuss Planning Application 25/1585/OUT (Item 4a) as part of their consultation process. The other representatives duly introduced themselves. The Chairman introduced himself, the other attendees and the Clerk, and explained his position as Chairman of the Planning Committee at NKDC. He had been cleared by the Monitoring Officer to attend and ask questions but would not be able to express an opinion. A brief presentation on the application was given by the visitors, detailing key facts. They then answered questions from members and others present. Concerns raised included the intended housing density of the site, lack of proposed facilities/amenities, connectivity and the lack of a footpath or cycleway between the proposed site and Canwick village, and that the application had come forward out of the sequence shown in the Local Plan’s intended phasing of the SEQ.

2. Clerk’s Notes from the Meeting held on 16 February 2026: The notes from this meeting had been distributed to each member. The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.
3. Matters Arising:
3a. Information Packs for New Residents: None.
3b. Website: The Chairman stated the new e-mail address was on the website. A banner advertising the Community Governance Review had also been posted.
4. Planning: The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items.
4a. 25/1585/OUT – 683 Dwellings – Land East of Canwick Avenue: On-going (see above).
4b. 26/0192/PNMAT – Amendment re Planning Permission of 25/0868/HOUS – Fables, 7 Heighington Road: Approved by NKDC. The Chairman reminded members that the amendment reduced the size of the proposed extension.
4c. Items Notified since Publication of the Agenda: None.
5. Environment:
5a. Highways Issues: It was noted the Cadent gas works were on-going in the village and there had been generally positive feedback from residents. Cllr Cawrey reported on the LCC Highways Walk around the Village. The Chairman thanked Cllr Cawrey for her efforts in getting the footpath cleared on Canwick Hill.
5b. Heighington Road Speed Limit: Now that the Cadent works were finished on Heighington Road, locations for Cllr Cawrey’s 40mph speed signs would need to be agreed. To be discussed at the next meeting.
6. Correspondence:
6a. NKDC Parish & Town Council Newsletter – February 2026: This had been e-mailed to members and was noted.
6b. LCC Town and Parish Council Newsletter: Nothing received.
6c. Highways News – March 2026: This had been e-mailed to members. It was noted it was ‘Spades in the Ground’ for the Hykeham Relief Road the following day.
6d. NKDC – Community Governance Review for Bracebridge Heath and Canwick: The Chairman stated this had been advertised on the Notice Board and on the Website. He had also spoken about it at the last Village Coffee Morning.
6e. LCC Bus Shelter Grant Scheme: This had been e-mailed to members. It was noted the bus shelter on Canwick Hill was relatively new, the previous one having been destroyed in a vehicle accident last year.
6f. Local Government Reorganisation: The Chairman stated various events were being offered with an opportunity to comment.
6g. County Councillor CVS Volunteering Scheme: This had been e-mailed to members. No suitable schemes at present. Members to contact the Clerk if any arose.
6h. Street Numbering: The Old Court, Montagu Road: This had been e-mailed to members and was noted.
6i. Items Received since Publication of Agenda: An e-mail had been received from the Hykeham Neighbourhood Policing Team giving details about Volunteer Police Cadets Recruitment. The Chairman asked members if they knew anybody that might be interested to give them the details.
7. County and District Councillor Reports: Cllr Cawrey had nothing further to report.
Cllr Goodwin reminded members about the Food Waste Collection which was commencing week beginning 30 March.
She also informed members about the free weekly Community Digital Hubs, in six locations around the District, that can help and guide residents online.
8. Village Hall: It was understood that the Social Club and the Village Hall Trustees were discussing replacing the Fire Doors. The Chairman suggested it was likely we would be approached for a grant.
9. Provisional Meeting Calendar 2026-2027: The Meeting Calendar had been confirmed. Cllr Narborough to print a copy for display on the Notice Board and the Clerk to organise publishing on the website.
10. IT Policy: The Chairman asked members if they were content to adopt the IT Policy that had been e-mailed to them and discussed at the last meeting. All content.
11. Finance:
11a. Bank Account Update: The Chairman reported that on 28 February the balance on the Deposit Account was £29,805.64 with £37.83 new interest. The balance on the Current Account was £769.33.
11b. Computer Matters: On-going.
11c. Clerk’s Salary January-March 2026: This had been e-mailed to members. The Clerk’s salary for the period January - March 2026 totalling £492.84 was due for payment. Payment agreed.
11d. Payments Due in March: See 11c. A payment of 97.43 was due to Glendale for grass cutting 25 February. Payment on 1 April 2026 agreed.
11e. Transfer of Funds: None.
12. Urgent Items for Information: Nil.
13. Date of Next Meeting: The next meeting was scheduled for 7pm on Monday 20 April 2026 followed by the Annual Parish Meeting at 7.45 at the Village Hall, Montagu Road, Canwick.
There being no further business the Chairman closed the meeting at 8.25pm.
