June 15th 2026 Minutes

A Meeting of Canwick Parish Council was held on Monday 15 June 2026 at the Village Hall, Montagu Road, Canwick.   County Cllr Cawrey, three Parishioners and the Clerk were also present.

1.      Apologies and Declarations of Interest:  Apologies had been received from Cllr Dowson, Cllr Griffin - who was ill, District Cllr Goodwin and District Cllr Harrington.  Members were asked to accept Cllr Griffin’s reason for absence.  All accepted.  Cllr Carrington declared a non-pecuniary interest in Item 8 as a Trustee of the Village Hall.  The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.  
                                                                                                              
Open session:
 
The Chairman invited parishioners to raise any matters of concern.  One parishioner requested an update regarding speeding issues on Heighington Road.  The Chairman provided a summary of actions undertaken to date, including a meeting with Graeme Butler of the Lincolnshire Road Safety Partnership who outlined a number of potential options.  Following the meeting two quotes had been obtained for speed devices.  
The possibility of reducing the speed limit to 30mph had again been discussed with the Traffic Team who confirmed that the road had been assessed and that the existing 40mph remained appropriate.  The Council was advised that a further review could be requested in 6-12 months time.
A parishioner had visited properties on Heighington Road to ascertain whether residents would be willing to display 40mph wheelie bin stickers.  The Chairman confirmed that the necessary permission had been obtained from NKDC for this initiative.  These would be ordered as soon as the number required was confirmed.
The resident further enquired whether the litter bin and dog waste bin located at the junction of Grange Lane and Hall Drive could be replaced with a single larger bin.  The Clerk to enquire with NKDC.
Another resident raised concerns regarding the difficulty of turning right from Montagu Road onto Heighington Road and asked whether a traffic mirror could be installed.  Cllr Carrington explained the disadvantages associated with traffic mirrors and advised that they were not generally recommended.  It was agreed that the hedge requiring cutting back would be investigated.

2.      Clerk’s Notes from the Meeting held on 18 May 2026:  The notes from this meeting had been distributed to each member.  The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.  
          
 
3.       Matters Arising:
 
3a. Information Packs for New Residents:  Nil.
 
3b. Website:  A new Webmaster, Jonathan Clarke, had been appointed.
 
3c.     An e-mail had been received from Andrew Deptford offering a further set of replacement defibrillator pads and a battery. The Chairman asked members if they were content to proceed with the purchase noting that it would extend the operational life of the defibrillator.  All agreed.
4. Planning:    The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items. 
 
4a.    25/1585/OUT – 683 Dwellings – Land East of Canwick Avenue:  No update. 
 
4b.    Items Notified since Publication of the Agenda:  None. 
 
 
5. Environment:
 
5a. Highways Issues:  None.
 
5b.    Heighington Road:  See Open Session above.  
 
5c.    Bracebridge Manor Development – Grounds Maintenance and Fencing:  The Chairman reported that a replacement hasp had been purchased and fitted to the Recreation Ground gate.  He also reported that two fence panels and a concrete post at the entrance had been damaged. A handyman had been engaged to repair the post and replace the damaged fence panels.
 
 
6.       Correspondence:
 
6a. NKDC Parish & Town Council Newsletter – May 2026:  This had been e-mailed to members and was noted.  
 
6b.     LCC Town and Parish Council Newsletter – May 2026:  This had been emailed to members and was noted.  
 
6c.     Highways News:  This had been e-mailed to members and was noted.  
 
6d.    Lincolnshire Bus Information:  This had been e-mailed to members. The Clerk to request publication on the Website.
 
6e.    Insurance Renewal:  This had been e-mailed to members.  Confirmation of the renewal and associated documents had been received.
 
6f.    Items Received since Publication of Agenda:  
•    An e-mail had been received from the Woodland Trust offering a minimum of five orchard trees to communities.  The Clerk to forward to Terry Crawshaw, Secretary of the Playing Field Committee.
•    A poster had been received from Age UK reference a Charity Fundraiser with a request to display. The Social Club to be asked to display.
 
 
7.    County and District Councillor Reports:  Cllr Cawrey provided an update on matters relating to the LCC Administration.
Cllr Carrington reported that a new cinema is planned for Sleaford.  He also provided an update on the conclusion of the Local Government Reform process and expressed concern that the role of Parish Councils had not been fully considered within the proposals. 
 
 
8.    Village Hall:  Cllr Carrington reported that they are looking at longer term developments and obtaining funding.  It was noted the AGM would be on 10 July.  
Cllr O’Melia reported that volunteers had cleared the area behind the village hall and commended them on the excellent job done.  It was agreed that the Clerk would email Mike Brown, Secretary of the Social Club, asking him to convey the Parish Council’s thanks and appreciation to the volunteers on behalf of the village.
 
 
9.    Finance:
 
9a.    Bank Account Update:  The Chairman reported that on 31 May the balance on the Deposit Account was £52,113.28  with £57.53 new interest.  The balance on the Current Account was £723.33 with two outstanding cheques totalling £337.43 leaving a net balance of £385.90.  
                                                                                                                                                                                                                                 
9b.    PWLB - Loan:  A direct debit of £172.92 for the PWLB was paid on 2 June.  
 
9c.    Clerk’s Salary April-June 2026.    This had been e-mailed to members.  The Clerk’s salary for the period April – June 2026 totalling £492.84 was due for payment.  Payment agreed.
 
9d.   Hasp for Gate – Recreation Ground, Bracebridge Heath:  (See Item 5c).  The Chairman asked for reimbursement of £15.95 for the new hasp.  All agreed.
 
9e.   Speed Indicator Devices and Signs:  (See above Open Session).  It was noted that the posts for the devices were £200 each.   
 
9f.   Payments Due in June:  See 9c and 9d.  A payment of £194.86 was due to Glendale for grass cutting 30 April and 14 May 2026.  Payments agreed.  It was also agreed to allow monies for the fence and post replacement/repair at BBH Recreation Ground (See Item 5c).  
 
9g.   Transfer of Funds:  The Chairman proposed transferring £1,500 from the deposit account to the current account to cover the payments due.  All agreed.
 
9h.   Computer Matters:  On-going.
 
9i    Audit - Approval of Agar Forms:  The Chairman advised that as the internal auditor would be unavailable until later in the month and the deadline for the submission of the AGAR documents is 30 June, an interim meeting would be required on 29 June 2026 to approve the documentation.  All members agreed to attend if possible.  
 
 
10.    Urgent Items for Information:  Cllr Narborough reported on the lettering for the Notice Board.  It was noted that 20 letters, each measuring two and a half inches in height, would cost £5.32 including postage.  All agreed to proceed.
 
 
11.    Date of Next Meeting:  An interim meeting to be held on 29 June 2026 at 7pm (see above).  The next scheduled meeting was for 7pm on Monday 20 July 2026 at the Village Hall, Montagu Road, Canwick.
 
There being no further business the Chairman closed the meeting at 8.28pm.
