April 2026 Minutes
A Meeting of Canwick Parish Council was held on Monday 20 April 2026 at the Village Hall, Montagu Road, Canwick. The Clerk and three Parishioners were also present.

The Chairman welcomed all present.
1. Apologies and Declarations of Interest: Apologies had been received from Cllr O’Melia, County Cllr Cawrey, District Cllr Goodwin and District Cllr Harrington. Cllr Carrington declared a non-pecuniary interest in Item 8 as a Trustee of the Village Hall. The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.
The meeting adjourned and the Chairman asked the parishioners if they wished to speak.
One Parishioner asked for an update on the Planning Application for 683 Homes on land east of Canwick Avenue (Item 4a).
The Chairman said we had no further update this month but representatives from Vistry and Pegasus had attended the previous meeting where they had given a brief presentation and answered questions from members. He confirmed we had submitted an objection as had Bracebridge Heath Parish Council. He stated it will at some stage go before the Planning Committee at NKDC. The Chairman encouraged individuals to send in their own comments.
A question was asked by a second Parishioner reference development with Heighington Road speed limit (Item5b). The Chairman stated Cllr Cawrey had obtained four 40mph speed signs and we had been asked to think about the best places to position them. The Parishioner stated she would be happy to help.

2. Clerk’s Notes from the Meeting held on 16 March 2026: The notes from this meeting had been distributed to each member. The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.
3. Matters Arising:
3a. Information Packs for New Residents: It was noted there were new residents in Hall Farm. Cllr Narborough to prepare and issue a pack.
3b. Website: The Chairman reported that Tony Shaw had retired as Webmaster. Lalc are to administer in the interim and they will appoint someone new in due course.
It was noted our minutes are running low. The Chairman stated we will liaise with Lalc about purchasing more.
4. Planning: The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items.
4a. 25/1585/OUT – 683 Dwellings – Land East of Canwick Avenue: No update (see above).
4b. Items Notified since Publication of the Agenda: None.
5. Environment:
5a. Highways Issues: A report of several potholes at the entrance to The Paddock off Heighington Road had been received. The Clerk to report to ‘Fix my Street’.
It was noted debris had been left on the verges of School Lane after the recent gas works. Also no grass reseeding had been done on the verges. The Clerk to report to Cadent.
5b. Heighington Road Speed Limit: See above.
5c. Bracebridge Manor Development – Grounds Maintenance: An email had been forwarded from Bracebridge Heath Parish Council Clerk reference lack of grounds maintenance on the Bracebridge Manor Estate. The Chairman informed members this was covered by a Grounds Maintenance Company for which the residents are charged. Cllr Carrington suggested asking the Planning Team at NKDC if the maintenance schedule is subject to conditions.
6. Correspondence:
6a. NKDC Parish & Town Council Newsletter – March 2026: This had been e-mailed to members and was noted.
6b. LCC Town and Parish Council Newsletter – March 2026: This had been emailed to members and was noted.
6c. Highways News: This had been e-mailed to members. It was noted work had begun on the final piece of Lincoln’s ring road.
6d. NKDC – Empty Homes Project: This had been e-mailed to members. The Chairman asked if they knew of any properties to let the Clerk know.
6e. NKDC – Activities and Events for Young People: This had been e-mailed to members. The Chairman asked if they knew of any activities or events to let the Clerk know.
6f. Items Received since Publication of Agenda: An e-mail had been received from the Lincolnshire Community Foundation and forwarded to members. The Chairman stated a Crisis and Resilience Fund for Oil Support is now available and if members knew of anyone who might qualify to give them the details.
The April edition of the Parish and Town Council newsletter had been received and e-mailed to members. Noted.
7. County and District Councillor Reports: No County Council report.
Cllr Carrington reported:
• 37 homes that had been empty for more than 2 years had been successfully brought back into use by their owners following support from the District Council.
• The Lincolnshire Public Sector Challenge is to be held on June 13. It follows the Ridge and Furrows walk from North Hykeham to Sleaford and is either a 14 or 26.5 mile distance.
• The Food Waste Recycling Scheme is working well with over 169 tons collected over 3 Districts so far.
• An E-Waste Action week to be held 16-23 May 2026 with Repair Cafes at Sleaford and Bracebridge Heath.
• 540 hectares of agricultural land are to be lost with the Springwell Solar Farm project.
8. Village Hall: No update. Cllr Carrington will report further at the next meeting.
9. Finance:
9a. Bank Account Update: The Chairman reported that on 31 March the balance on the Deposit Account was £29,839.71 with £34.07 new interest. The balance on the Current Account was £276.49. It was noted CIL monies were shortly to be paid into the bank account.
9b. Public Works Loan Board: A statement had been received. The balance was now £1200 and there were four years left on the loan.
9c. Precept: It was noted the Precept had been paid into the bank account on 1 April.
9d. Audit: The chairman reported that the relevant notification had been received for the 2025/26 Audit. It was noted a Certificate of Exemption is expected.
9e. Computer Matters: On-going.
9f. Payments Due in April: A payment of £97.43 was due to Glendale for grass cutting 10 March 2026. Payment agreed. The Chairman asked for authority to pay an invoice to Lalc for purchase of website minutes should it become necessary. All agreed.
9g. Transfer of Funds: The Chairman proposed transferring £100 from the deposit account to the current account to cover the payments due. All agreed.
10. Urgent Items for Information: Cllr Narborough sought permission to obtain an estimate for new lettering for the Notice Board. All agreed.
11. Date of Next Meeting: The next meeting was scheduled for 7pm on Monday 18 May 2026 at the Village Hall, Montagu Road, Canwick.
There being no further business the Chairman closed the meeting at 7.50pm.
