November 2021 Minutes

A meeting of Canwick Parish Council was held on Monday 15th November 2021 at the Village Hall, Montagu Road, Canwick.

County Cllr Cawrey, District Cllr Goodwin and the Clerk were also present.

1.      Apologies and Declarations of Interest:  Apologies had been received from Cllr Tinsley. Cllr Griffin declared a non-pecuniary interest in Item 4d as a neighbour of the development.  The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.

2.      Clerk’s Notes from the Meeting held on 25th October 2021:  The notes from this meeting had been distributed to each member.  The Chairman proposed the notes be accepted and approved as minutes for signing and this was unanimously agreed.
          
3.       Matters Arising:

3a.    Information Packs for New Residents:  Cllr Narborough confirmed he had issued a pack to new residents in Glebe End. 

3b.    Website:  The Chairman reported that the IC5 bus service had been taken off the website.

3c.     Defibrillator Maintenance:  No update.

3d.    Platinum Jubilee Beacon:  The Chairman stated he had not yet spoken with the other village organisations on the subject.  He asked members if they had any ideas. 

4.    Planning:    The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items.  

4a.    16/1564/OUT – Canwick Heath Development:  The Chairman stated the plan is for this to be discussed at the NKDC Planning Meeting on the 7th December.  Cllr Cawrey indicated that the developer had been asked to contribute just under £4,000 per dwelling for sustainable transport measures.

4b.    20/0057/OUT – Land off Sleaford Road Bracebridge Heath:  The Chairman stated the plan is for this to be discussed at the NKDC Planning Meeting on the 7th December.  Cllr Cawrey indicated that the developer had also been asked to contribute just under £4,000 per dwelling for sustainable transport measures.
  
4c.    21/1701/TPO – Tree Works - The Gables, Pelham Lane:  This had been e-mailed to members.  The Chairman asked members if there were any comments.  There were no comments.  The Clerk to reply accordingly.

4d.    91/0582/FUL – Land at Grange Lane:  This had been e-mailed to members. The Chairman stated as far as we are aware the 1991 planning permission is being implemented on both plots. It was noted the Clerk had received an e-mail of concern about this from one of the neighbours.  Cllr O’Melia commented that the roads are getting very dirty in the area.

4e.   21/1443/OUT – Outline Application for the Erection of Four Dwellings with Access for Consideration – Land to the rear of 253 and 255 Lincoln Road Branston:  No update.  The Chairman asked members if they had any comments. There were no comments.
  
4f.    Items Notified since Publication of the Agenda:  None.

5.    Environment:
  
5a.    Highways Issues:  The Clerk reported that the three blocked drains she reported to LCC ‘Fix My Street’ will all be cleaned on the next programmed schedule.  No further action is being taken with the sunken grating reported on Hall Drive.

Cllr Griffin reported fly-tipping in the lay-by on Heighington Road.  Cllr Carrington stated this had been reported already to NKDC and he will chase the matter up.  The Chairman stated a freezer reported on School Lane was collected promptly.

5b.   Sewage Leak – Uppingham, Hall Drive:  Cllr O’Melia raised concern about what work was being done to sort the problem.  Cllr Carrington will contact NKDC for an update.

6.       Correspondence:

6a.     NKDC Parish Updates:  None.

6b.    Police Correspondence:  These had been e-mailed to members and were noted.  

6c.    NKDC – Street Numbering, Grange Lane:  This had been e-mailed to members and was noted.  

6d.    Highways News:  This had been e-mailed to members.  The Chairman stated that there is a link in it for the Local Transport Plan Consultation.

6e.    Local Transport Plan - Consultation:  This had been emailed to members. The Chairman stated that the Plan includes a transport hub behind Mill Lodge.

6f.   LCC – Eastern Bypass Survey:  This had been e-mailed to members. After discussion about the volume of traffic through the village since the bypass opened nearly twelve months ago it was agreed by all that there was a definite decrease and it was easier to get out onto Canwick Hill.  Cllr Griffin raised ongoing concerns about the speed of traffic on Heighington Road.  Cllr Cawrey stated a survey is in progress on the matter.

6g.   Scarecrow Festival:  Washingborough and Heighington held a successful Scarecrow event earlier this year and have invited us to join the 2022 one.  The Clerk had passed details on to the Playing Fields Association and the Village Hall Committee and was awaiting a response.

6h.   Website Maintenance:  This had been e-mailed to members.  Intellitech Services Limited were offering their services for website maintenance.  The Chairman stated via Lalc we have committed to Pete Langford until the end of the financial year and we are happy with his efficient maintenance of the website.  The Clerk to keep on file.

6i.   Village Hall Website:  This had been e-mailed to members.  Mike Brown, Canwick Social Club Secretary, had requested a link to the Village Hall website on the Parish Council website and this had been actioned.
 
6j.   Items Received since Publication of Agenda:  An e-mail had been received from NKDC confirming that the street naming of Gainsborough Close and Normanby Close on Phase 2 Westminster Drive had now been adopted.

An e-mail had been received from Maisie McMahon, Safer Together Coordinator North and South Kesteven, informing us that the Police and Crime Commissioners Precept Survey was now live.  The Clerk to e-mail to members. 

7.     Four Parishes Cluster Group:  The Chairman reported that Branston Parish Council had hosted a meeting the previous month.  It was agreed to hold meetings twice a year with possibly one of them to be held remotely.

8.    County and District Councillor Reports:  A District Council report had been received and e-mailed to members.  The Chairman asked members if they had any questions.  No questions asked.

It was noted the green bin rejection rate was much improved the previous week.

Cllr Cawrey reported:

The Southern Bypass/ Hykeham Relief Road will be going to Planning in 2023.

The Winter Roads Communication Campaign will go before the full Council Meeting on 10th December 2021.  

There is to be a Ward Walk with Debbie Barnes, LCC Chief Executive.  The Chairman asked Cllr Cawrey if she would mention the IC5 re-routing problem which leaves the village without a Saturday bus service.

Cllr Cawrey also explained to members the benefits of downloading the What 3 Words App on your smartphone.

The Chairman asked if members had any questions.  No questions asked.

9.     Finance:   

9a.   Bank Account Update:  The Chairman reported that on 31st October 2021 the balance on the deposit account was £11969.20 which included £3.13 new interest.  The current account balance was £123.54 with a cheque for £74.29 outstanding leaving a net balance of £49.25.

9b.   Public Works Loan:  A payment of £198.72 was due to be debited from the bank account on 2nd December.  

9c.   Payments due in November:  See 9b.  A payment of £74.29 was due to Glendale for grass cutting week ending 15th October 2021.  Payments agreed. 

9d.   Transfer of Funds:  The Chairman proposed transferring £300 from the deposit account to the current account to cover the payments due.  All agreed.

9e.   Precept:  The Chairman asked members if they had thoughts on any additional items to allow for in next year’s Precept.  He then suggested allowing for a couple of litter/dog bins for the new development off Westminster Drive.

10.   Urgent Items for Information:  It was noted a white van from Uppingham on Hall Drive was blocking access to The Lodge on Hall Drive.  To be monitored.  Cllr Narborough complained about the ongoing problem of parked cars on Hall Drive on Lincoln City Football Club home match days.

11.    Date of Next Meeting:  The next meeting was scheduled for Monday 20h December 2021 at the Village Hall, Montagu Road, Canwick.

There being no further business the Chairman closed the meeting at 8.10pm.
