October 2021 Minutes
A meeting of Canwick Parish Council was held on Monday 25th October 2021 at the Village Hall, Montagu Road, Canwick. The Clerk and one Parishioner were also present.

The Chairman apologised to those present for having needed to delay the meeting for one week.
1. Apologies and Declarations of Interest: Apologies had been received from Cllr Carrington, Cllr O’Melia, District Cllr Tinsley, District Cllr Goodwin and County Cllr Cawrey. There were no Declarations of Interest. The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.
2. Clerk’s Notes from the Meeting held on 20th September 2021: The notes from this meeting had been distributed to each member. The Chairman proposed the notes be accepted and approved as minutes for signing and this was unanimously agreed.
3. Matters Arising:
3a. Information Packs for New Residents: Cllr Narborough stated there were new residents in Glebe End and he will prepare and issue a pack.
3b. Website: The Chairman reported that the new website maintenance system was working well.
3c. Defibrillator Maintenance: No update.
4. Planning: The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items.
4a. 16/1564/OUT – Canwick Heath Development: The Chairman stated we were still awaiting confirmation of the date for the NKDC Planning Committee meeting.
4b. 20/0057/OUT – Land off Sleaford Road Bracebridge Heath: The scheduled Planning Committee meeting for 30th September was postponed due to illness and we are awaiting a new date.
4c. 21/1124/FUL – Demolition of Existing Bungalow and Single Detached Garage and Erection of a Two Storey Detached Dwelling, Carport and Entrance Gates – Danum, Grange Lane: Passed by NKDC.
4d. 21/1027/HOUS – Demolition of Existing Conservatory and Erection of a New Garden Room and Extension to Existing Detached Garage – 3 Pelham Lane: Passed by NKDC
4e. 21/1164/PNDEM – Demolition of Canwick Park Club House – Canwick Park Golf Club, Washingborough Road: Passed by NKDC
4f. 21/1443/OUT – Outline Application for the Erection of Four Dwellings with Access for Consideration – Land to the rear of 253 and 255 Lincoln Road Branston: The Chairman explained to members that the Application is just over the parish boundary into Branston and we have been invited to comment on it. He asked members if they would look at the Application and let himself or the Clerk know if they had any comments.
4g. Items Notified since Publication of the Agenda: Cllr Griffin reported that diggers had been working on the building plots on Grange Lane originally looking for footings that had been built 30 years ago - 91/0582/FUL. The following week work had started on excavating the land further. To be monitored.
5. Environment:
5a. Highways Issues: A report had been received from Cllr Cawrey and e-mailed to members. The Chairman read the item about the unacceptable encroachment of the hedges on the Footway/Cycleway along Branston Road.
Cllr Cawrey stated that LCC Highways will write to the landowner but asked if the Parish Council would also consider contacting the landowner. Cllr Dowson will speak to the landowner.
Cllr Griffin reported a sunken grating at the bottom of Pelham Lane and Hall Drive. The Clerk to report to LCC ‘Fix my Street’.
The Chairman reported blocked drains on School Lane and the junction of School Lane and Canwick Hill. Cllr Dowson reported a blocked drain at the junction of Hall Drive and Canwick Hill. The Clerk to report all to ‘Fix my Street’.
5b. Sewage Leak – Uppingham, Hall Drive: No update.
5c. Tree Planting Scheme: The Playing Field Committee had distributed a leaflet around the village stating their application had been successful and they had been allocated a substantial number of trees.
6. Correspondence:
6a. NKDC Parish Updates: These had been e-mailed to members and were noted.
6b. Police Correspondence: These had been e-mailed to members. It was noted that Maisie McMahon, Safer Together Coordinator North and South Kesteven, was introducing herself with a newsletter.
6c. Trees in Canwick Churchyard: A message of thanks had been received from the PCC Treasurer for the increased grant that had been brought forward to help with the cost of removing the dead trees.
6d. STT Newsletter: This had been e-mailed to members and was noted.
6e. Lincs Bus Update: This had been e-mailed to members. The Chairman suggested we seek to recover a bus service on Saturdays.
6f. NKDC – New Road Names: This had been emailed to members. The Chairman asked members if they were content with the proposed names of Gainsborough Close and Normanby Close. No objections. The Clerk to reply accordingly.
6g. The Queen’s Platinum Jubilee Beacons 2nd June 2022: A letter had been received from the Pageantmaster of the Queen’s Platinum Jubilee Beacons giving details of how to join the event. The Chairman would enquire at the IBCC to see what arrangements they have in place regarding beacons. He will also liaise with Mike Brown, Secretary of the Village Hall Committee, to see what they are planning.
6h. NHS Lincolnshire Engagement Bulletin: This had been e-mailed to members. After discussion it was agreed to publish the bulletin on the website. The Clerk to organise with Pete Langford.
6i. Website SLA: This had been e-mailed to members and was noted.
6j. Road Safety Campaign: This had been e-mailed to members and was noted.
6k. Items Received since Publication of Agenda: The Chairman read members an e-mail received from Maisie McMahon, Safer Together Coordinator, reference Precept Survey Engagement. Noted.
7. Four Parishes Cluster Group: The Chairman reported that Branston Parish Council had organised a meeting for Thursday 28th October 2021 at Branston Pavilion.
8. County and District Councillor Reports: A Highways report had been received from Cllr Cawrey (See Item 5a).
A District Council report had been received and e-mailed to members. The Chairman asked members if they had any questions. No questions asked.
9. Finance:
9a. Bank Account Update: The Chairman reported that on 30th September 2021 the balance on the deposit account was £12,016.07 which included £3.52 new interest. The current account balance was £222.12 with a cheque for £148.58 outstanding leaving a net balance of £73.54.
9b. Payments made since Last Meeting: A payment of £148.58 was made to Glendale on the 9th October for grass cutting weeks ending 6th and 20th August 2021. The Chairman explained to members an invoice had not been received for this until it became overdue and asked for retrospective agreement for the payment. All agreed.
9c. Payments due in October: A payment of £74.29 was due to Glendale for grass cutting week ending 17th September 2021. Payment agreed.
9d. Transfer of Funds: The Chairman proposed transferring £50 from the deposit account to the current account to cover the payment due. All agreed.
9e. Precept: The Chairman asked members if they could think about any additional items to allow for in the Precept for the following year.
10. Urgent Items for Information: None.
11. Date of Next Meeting: The next meeting was scheduled for Monday 15th November 2021 at the Village Hall, Montagu Road, Canwick.
There being no further business the Chairman closed the meeting at 8.10pm.
