February 2021 Minutes

A meeting of Canwick Parish Council was held on Monday 15th February 2021 by Video Conferencing.

District Cllr Tinsley, District Cllr Goodwin and the Clerk were also present.

Present:

1.  Apologies and Declarations of Interest:  Apologies had been received from Cllr Griffin and County Cllr Cawrey.  Cllr Carrington stated as a District Councillor he would not be able to give an opinion on Items 4a and 4b.  The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.

2.  Clerk’s Notes from the Meeting on 18th January 2021:  The notes from this meeting had been distributed to each member.  The Chairman proposed the notes be accepted and approved as minutes for signing and this was unanimously agreed.

3.Matters Arising:

3a.  Information Packs for New Residents:  Cllr Narborough reported new residents in The Fables on Heighington Road.  He will prepare and issue a pack.

3b.  Website:  On-going.

4.  Planning:    The Chairman reminded members that all District Councillors present could not express an opinion on any of the planning items. 

4a.  16/1564/OUT – Canwick Heath Development:  The Chairman stated we were still awaiting confirmation of the date for the NKDC Planning Committee meeting. 

4b.  20/0057/OUT – Land off Sleaford Road Bracebridge Heath:  The Chairman stated we were still awaiting confirmation of the date for the NKDC Planning Committee meeting.

4c.  SEQ Design Code Consultation:  The Consultation was now waiting to be adopted at the full NKDC Council meeting.

4d.  Items Notified since Publication of the Agenda:  None.

5.  Environment:

5a.  Highways Issues:  Cllr Dowson stated that ice had been a problem on Hall Drive with the weather conditions the previous week largely caused by water coming down residents’ drives freezing.  Cllr Carrington stated it is a natural spring causing the problem and we have no power to stop it and also it is not a high enough priority road to be gritted.  It was noted there was sufficient grit in the bin.  To be monitored.

Cllr O’Melia reported the repair of the potholes on Pelham Lane was unsatisfactory.  To be monitored.

5b.  NKDC – Cycling Infrastructure Survey:  The Chairman reported a response had been submitted as agreed last month.

6.  Correspondence:

6a.  NKDC Parish Council Updates:  These had been e-mailed to members.  The Chairman stated they are still very informative. It was noted there was to be no refuse collections during the coming week throughout the District due to Covid-19 problems.  Cllr Carrington stated the decision was very much a last resort and it was hoped collections would resume on Monday 22nd February. Recycling centres in Lincoln and Sleaford were going to open extra days to compensate.  The Chairman proposed we send a message to Nina Camm at NKDC thanking the team for all their efforts throughout the pandemic. All agreed. Clerk to do.  The Chairman also asked the District Councillors present to pass on our thanks.

6b.  Lalc News:  This had been e-mailed to members.  The Chairman asked members if they had any comments.  There were no comments. 

6c.  Glendale Quotation:  This had been e-mailed to members.  The Chairman suggested it was a modest increase on last year and proposed we accept the quotation.  All agreed.

6d.  Police Newsletter:  This had been e-mailed to members and was noted. 

6e.  LIVES:  This had been e-mailed to members.  The Chairman reminded members that previously we had limited our donations solely to village organisations and asked their views on the matter.  After discussion it was agreed to keep donations within the village.  The Clerk to reply to LIVES and explain our circumstances.

6f.  Items Received since Publication of Agenda:  The Clerk read members an email received from the Safer Together Coordinator for North and South Kesteven with attached posters promoting how policing works. Cllr Narborough to print and display the posters on the Notice Board and in the Village Hall.

7.  Four Parishes Cluster Group:

7a.  Update:  No update.

8.  County and District Councillor Reports:   A report from Cllr Tinsley had been forwarded to members and was noted. The Chairman thanked Cllr Tinsley for the report.

Cllr Carrington wished to record the extraordinary job Primary Healthcare had done with the vaccination programme.

9.  Provisional Meeting Calendar:  This had been e-mailed to members.  The Chairman asked them to review the Calendar and report any issues before finalisation next month. 

10.  Finance:   

10a.  Bank Account Update:  The Chairman reported that on 31st January 2021 the balance on the deposit account was £10.288.89 which included £4.66 new interest.  The current account balance on 31st January was £550.13.

10b.  Lalc Annual Membership:  This had been e-mailed to members.  An invoice had been received for £141.53 for the annual membership due on 1st April.  The Chairman asked members if they were content for this to be paid.  All agreed.

10c.  Lalc Annual Training Scheme:  This had been e-mailed to members.  The Annual Training fee of £102 was also due on 1st April.  It was noted there had been no increase on last year’s price.  Payment agreed.   

10d.  Payments due in February:  None.

10e.  Transfer of Funds:  None.

10f.  Precept:  The Chairman confirmed the relevant forms had been submitted.

11.  Urgent Items for Information:  The Clerk had received a card of thanks from Amanda Sandland-Taylor for the support given by the Parish Council with the recent planning application for ‘Danum’.    

12.  Date of Next Meeting:  The next meeting was scheduled for Monday 15th March 2021 starting at 7.00pm by Video Conferencing.

There being no further business the Chairman closed the meeting at 7.40pm.
