February 2022 Minutes

A meeting of Canwick Parish Council was held on Monday 21st February 2022 at the Village Hall, Montagu Road, Canwick.   District Cllr Tinsley and the Clerk were also present.

1.      Apologies and Declarations of Interest:  Apologies had been received from Cllr O’Melia, District Cllr Goodwin and County Cllr Cawrey.  Cllr Griffin declared a non-pecuniary interest in Item 4b as a neighbour of the development.  The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.

2.      Clerk’s Notes from the Meeting held on 20th December 2021:  The notes from this meeting had been distributed to each member.  The Chairman proposed the notes be accepted and approved as minutes for signing and this was unanimously agreed.  The Chairman reminded members that the January 2022 meeting had been cancelled due to the Covid risk.
          
3.       Matters Arising:

3a.   Information Packs for New Residents:  It was noted there were new residents in Ivy Cottage.  Cllr Narborough to prepare and issue a pack.

3b.   Website:  The Chairman reported that Pete Langford is to continue with the website maintenance from April and a further invoice will be issued then.
 
4.   Planning:    The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items. He also informed members if they wished to listen to any NKDC planning meetings they were live streamed on audio.  

4a.   20/0057/OUT – Land off Sleaford Road Bracebridge Heath:  This will be heard at an NKDC planning meeting on 24th February.
  
4b.    21/1807/VARCON – Erection of 2 Dwellings - Land at Grange Lane:  Passed by NKDC.

4c.   21/1443/OUT – Outline Application for the Erection of Four Dwellings with Access for Consideration – Land to the rear of 253 and 255 Lincoln Road Branston:  Refused by NKDC.

4d.   21/1870/HRN – Remove 775m of Hedgerow – Sheepwash Grange, Heighington Road:  Passed by NKDC.  It was noted that, after the bypass works, fields needed to be re-arranged.
   
4e.  Items Notified since Publication of the Agenda:  None.

5.   Environment:
  
5a.   Highways Issues:  A message had been received from Cllr Cawrey reference the hedge on Branston Road.  She had asked if we had contacted LCC Highways or the Landowner about it being cut back before the nesting season.  The Landowner had previously been approached about it to no avail.  The Clerk to report to LCC “Fix My Street” and e-mail Cllr Cawrey with the Landowner’s details.

5b.   Sewage Leak – Uppingham, Hall Drive:  No update.

5c.    Development at Grange Lane:  Correspondence had been received from a resident reference parking problems from the builders on Grange Lane.  The Clerk referred it to NKDC Enforcement who responded that unfortunately as they are working on a 1991 Planning permission they are unable to do anything.

6.       Correspondence:

6a.   NKDC Parish Updates:  These had been e-mailed to members and were noted.  

6b.    Police Correspondence:  This had been e-mailed to members and was noted.  
  
6c.    PCC Grant:  An e-mail had been received from the PCC treasurer, Geoff Willoughby, `thanking the Parish Council for the recent grant.

6d.    Platinum Jubilee:  Correspondence had been e-mailed to members.  The Chairman stated the Playing Field Committee are trying to organise an event to include other village organisations and had recently held a meeting with representatives.  He suggested that at present the Parish Council is not in a position to organise anything but could contribute a grant towards a suitable event.  He then asked members present if they would be happy to agree to provide a grant if plans were formulated.  All agreed.   Cllr Narborough reported that a local resident is going to produce a montage of previous village events for the celebrations.

6e.    ADSO/LLG:  Petition for Remote Meetings:   It was noted the Clerk had signed the petition on behalf of the Parish Council.

6f.   Parliamentary Boundary Review 2023:  This had been e-mailed to members.  The Chairman stated the next stage in the review would be to publish responses.

6g.   Walking in Lincolnshire:  This had been e-mailed to members.  The Clerk to respond with Tucann’s details and contact Pete Langford to publish on the website.

6h.   Items Received since Publication of Agenda:  An e-mail of thanks had been received from a resident, Caroline Illingworth, for the Parish Council’s efforts with the ‘Danum’ planning application.

7.     Four Parishes Cluster Group:  A Zoom meeting was to be held on Wednesday 23rd February at 7pm. 

8.    County and District Councillor Reports:  Reports had been received from Cllr Tinsley for January and February 2022 and e-mailed to members.

It was noted remaining Covid restrictions were to be removed later that week.

Cllr Carrington reported that the County Council budget had been approved at the full council meeting.

9.     Provisional Meeting Calendar:  This had been e-mailed to members.  The Chairman asked them to review the calendar and let the Clerk know of any problems before we finalise it next month.  

10.     Finance:   

10a.   Bank Account Update:  The Chairman reported that on 31st December 2021 the balance on the deposit account was £8575.15 which included £2.89 new interest.  On 31st January 2022 the balance was £8577.61 with £2.46 new interest.   The current account balance on 31st December 2021 and 31st January 2022 was £2181.61.

10b.   Payments made or due in January/February:  The Chairman reported we had paid the Glendale invoice of £545.39 for the hedge cutting as agreed at the December meeting. 

10c.  Lalc Subscriptions:  It was noted the Lalc Subscription and Training Fee were both due on 1st April.  The subscription for the year is £142.88 and the annual training fee is £114.  The Zoom subscription is due to be renewed in April and the Clerk had e-mailed Lalc to enquire if this is to continue.  

10d.  Transfer of Funds:  None.

10e.  Precept:  The Chairman confirmed a precept for £6100 had been requested as previously agreed.  

10f.   Audit:  Nothing had yet been received.

11.   Urgent Items for Information:  Cllr Narborough reported that the litter bin at the bus stop on Canwick Hill was overflowing.  The Chairman replied that it cannot be emptied safely and is to be relocated.  Cllr Griffin asked if there was an update on the bus service to the village. The Chairman replied that no update had been received and it was looking unlikely that we will get the Brylaine IC5 service back in the foreseeable future.

12.    Date of Next Meeting:  The next meeting was scheduled for Monday 21st March 2022 at the Village Hall, Montagu Road, Canwick.

There being no further business the Chairman closed the meeting at 7.57pm.
