Canwick Parish Council
A meeting of Canwick Parish Council was held on Monday 25th April 2022 at the Village Hall, Montagu Road, Canwick. District Cllr Goodwin, two Parishioners (Graham Wallis and Michael Willerton) and the Clerk were also present.

1. Apologies and Declarations of Interest: Apologies had been received from District Cllr Tinsley, Cllr Griffin and Cllr Narborough. There were no Declarations of Interest. The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.
2. Clerk’s Notes from the Meeting held on 21st March 2022: The notes from this meeting had been distributed to each member. The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.
3. Matters Arising:
3a. Information Packs for New Residents: None.
3b. Website: Routine maintenance.
4. Planning: The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items. He also informed members if they wished to listen to any NKDC planning and other public meetings they were live streamed on audio via the NKDC website.
4a. 21/1443/OUT – Outline Application for the Erection of Four Dwellings with Access for Consideration – Land to the rear of 253 and 255 Lincoln Road Branston: No update on the appeal.
4b. 22/0302/VARCON – Application to Vary Conditions of Planning Permission 91/0582/FUL – Orchard House, Plot 2, Grange Lane: Passed by NKDC.
4c. Items Notified since Publication of the Agenda: None.
5. Environment:
5a. Highways Issues: Following a report to ‘Fix my Street’ about the surface of the lay-by on Canwick Road a prompt repair was carried out.
The Chairman had received a complaint from a resident asking for better signage for the cyclepath down Canwick Hill. Cllr Carrington stated the signage had been amended and there was not much more LCC could do.
Cllr Carrington reported several roads in Branston are going to be repaired starting this week with some overnight closures. It was noted that the B1188 is going to be treated as if it was an ‘A’ road with extensive repairs.
5b. Sewage Leak – Uppingham, Hall Drive: Cllr Carrington reported he had spoken with Officers at NKDC who had inspected the site and all appeared to be fine. The Chairman asked Cllr Carrington to pass thanks to the Officers for their efforts.
6. Correspondence:
6a. NKDC Parish Updates: Nothing received.
6b. Police Correspondence: This had been e-mailed to members and was noted.
6c. Road Traffic in Canwick: An e-mail had been received from Michael Willerton and forwarded to members. After discussion it was agreed by members a one-way system was not a good idea. Michael Willerton produced photos of damage done to the grass verge outside his property on Montagu Road. The Clerk to refer to LCC for Highways comments.
6d. Mobile Library Timetable: This had been e-mailed to members. Cllr Narborough had printed and laminated a copy for the Notice Board.
6e. LCC – Councillor Volunteer Schemes - Highways: This had been e-mailed to members. The Chairman asked members if they could think of any qualifying projects. After discussion it was decided we did not have any schemes.
6f. County Views: This had been e-mailed to members. The Chairman asked them if they wished to volunteer to let the Clerk know.
6g. Items Received since Publication of Agenda: The Chairman read members a letter received from a Branston resident complaining about the state of the bus shelter on Canwick Hill. The Clerk to refer to LCC Highways.
7. Four Parishes Cluster Group: No update.
8. County and District Councillor Reports: There was no LCC report.
Cllr Carrington stated NKDC have been nominated for two awards.
The Chairman stated there is to be a change to the Planning Committee structure with one Planning Committee of fifteen members instead of two Sub-Committees.
9. Finance:
9a. Bank Account Update: The Chairman reported that on 31stMarch 2022 the balance on the deposit account was £8581.78 which included £1.98 new interest. The current account balance was £1233.02.
9b. Insurance Renewal: An invoice of £463.43 (£413.77 plus £49.66 Insurance Premium Tax) for the renewal had been received. The Chairman proposed we accept it and this was unanimously agreed.
9c. Lalc Website Service: An invoice had been received from Lalc for £180 (£150 + VAT) for maintaining the website. Payment agreed.
9d. Zoom Subscription: To be progressed..
9e. Payments due in April: See 9b and 9c. An invoice had been received from Glendale for £78 for grass cutting week commencing 18th February 2022. Payment agreed.
9f. Transfer of Funds: None.
9g. Audit: The Chairman reported that it is being progressed. It was noted we had not been selected for a special audit.
9h. Community Infrastructure Levy: The Chairman read members an email from NKDC reference the Community Infrastructure Levy. £1007 had been paid into the bank account on 22nd April 2022 for the development off Westminster Drive. He asked members for suggestions on how to spend some of the money. To be discussed next month. Cllr Carrington said it would be good for residents to have something to identify and it could be used with other funding if necessary. The Chairman reminded members that we might need to make provision for the new residents nearby to Bracebridge Heath.
10. Urgent Items for Information: Cllr O’Melia asked if anything could be done to restrict heavy goods vehicles in the village when building works were in progress. Cllr Carrington replied that a fair amount can be achieved with planning conditions.
11. Date of Next Meeting: The next meeting was scheduled for Monday 23rd May 2022 at the Village Hall, Montagu Road, Canwick.
There being no further business the Chairman closed the meeting at 7.50pm.
