December 2022 Minutes

Canwick Parish Council

A Meeting of Canwick Parish Council was held on Monday 19 December 2022 at the Village Hall, Montagu Road, Canwick.  County Councillor Cawrey, District Councillor Goodwin and the Clerk were also present.

1.      Apologies and Declarations of Interest:  Apologies had been received from Cllr Dowson, and District Cllr Tinsley. 

Cllr Carrington declared a non pecuniary interest in Item 3c as he is Chairman of the Trustees of the Village Hall.  The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.

2.      Clerk’s Notes from the Meeting held on 21 November 2022:  The notes from this meeting had been distributed to each member.  The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.  
          
3.       Matters Arising:

3a.   Information Packs for New Residents:  None.

3b.   Website:  Pete Langford, the Webmaster, had advised Clerks about some general end of year maintenance for the website and had issued a checklist.  Clerk to do.

3c.     Telephone Box:  No update.
   
4.   Planning:    The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items. He also reminded members if they wished to listen to any NKDC planning and other public meetings they were live streamed on audio via the NKDC website.  

4a.   22/1735/HOUS:  Proposed Single Storey rear Extension and Alterations to Dwelling – Fables, 7 Heighington Road:  This had been e-mailed to members.  After discussion it was agreed the Clerk would send a ‘No Comments’ response.

4b.  22/1747/TPO:  Proposed Tree Works – 3 Hall Farm, Hall Drive:  This had been e-mailed to members. After discussion it was agreed by all to leave to the expertise of the Tree Officer.  The Clerk to reply accordingly.  

4c.  Items Notified since Publication of the Agenda:  None.

5.   Environment:
 
5a.   Highways Issues:  The Clerk reported that she had spoken with Jenny Bailey at NKDC about a road/path sweep and was informed there was one due at the end of the month but she would send someone out to survey the situation to see if an additional sweep or a hand sweep would be necessary.
  
6.       Correspondence:

6a.   NKDC Parish Updates:  Nothing received.

6b.    Police Correspondence:  This had been e-mailed to members and was noted.
  
6c.    Christmas Bus Service Information:  This had been e-mailed to members and was noted.  It had also been published on the website.

6d.   NKDC – Electoral Registration Data:  This had been e-mailed to members. The Chairman stated members should have received an email copy of the electoral register.  The Clerk supplied the password to members who required it.

6e.  LCC – Multiply Maths Skills Survey:  This had been e-mailed to members.  The Chairman encouraged members to do the survey.

6f.   Notification of External Auditor Appointment:  The Chairman stated there is no change for Canwick and that we still fulfil the obligations for exemption from a limited assurance review.  It was noted that if we are selected to have an audit the charge would be £210 plus £40 for any correspondence.

6g.   LVET – Funding for Community Facilities:  This had been e-mailed to members.  The Clerk had also forwarded it to the Social Club, Playing Field Association and the Parochial Church Council for information.  A reply had been received from Mike Brown, Secretary of the Social Club. Cllr Carrington will liaise with him on the matter.

6h.  Items Received since Publication of Agenda:  None.

7.   Four Parishes Cluster Group:  No update. 
 
8.    County and District Councillor Reports:  

A District Council report had been received from Cllr Tinsley and e-mailed to members.  Noted.

Cllr Cawrey reported a devolution deal is still being worked on in one form or another which would involve a Mayor for Lincolnshire.

Cllr Narborough asked about asylum seekers who had crossed the Channel illegally being placed in Lincolnshire.  Cllr Carrington replied that he believed most of the migrants transiting through Lincolnshire are either Ukrainian guests or people from Afghanistan who had been brought out through official UK government schemes as they had been working with our Service and government agencies.

9.     Finance:   

9a.  Bank Account Update:  The Chairman reported that on 30 November 2022 the balance on the deposit account was £12679.91 with £5.91  new interest.  The current account balance was £310.51. 

9b.  Clerk’s Salary Oct-Dec 2022 and Backpay to 1 April 2022:  This had been e-mailed to members.  The Chairman stated the Local Government payrise is a straight increase of £1 per hour for all employees  backdated to 1 April 2022.

The Clerk’s salary for the period October – December 2022 totalling £490.68 which included £72 backpay was due for payment.  Payment agreed.
                 
9c.  Public Works Loan:  The Chairman confirmed the payment of  £192.98 had been debited from the bank account on 2 December as agreed last month.

9d.  Zoom Subscription:  The Chairman stated we are managing with the 40 minute free meetings at present. 

9e.  Grants:  The Chairman proposed we give the Parochial Church Council £500 for the yearly grant.  This was agreed by all members present.

9f.  Payments due in December:  A payment of £78 was due to Glendale for grass cutting week ending 28 October 2022.  Payment agreed.

9g. Transfer of Funds:  The Chairman proposed transferring £1200 from the deposit account to the current account to cover the payments due.  All agreed.

9h.  Precept:  No new proposals for items to be included in the Precept had been received.  The Chairman stated we had received the NKDC calculator for the Precept and reminded members that the tax base will be different because of the new residents at Bracebridge Heath who will be in the Parish.  The Precept would need to be decided at the January meeting.  Cllr Carrington suggested taking a walk around the new Bracebridge Heath streets to assess what was needed and where.

10.   Urgent Items for Information:  None.  

11.    Date of Next Meeting:  The next meeting was scheduled for 7pm on Monday 16 January 2023 at the Village Hall, Montagu Road, Canwick.

There being no further business the Chairman closed the meeting at 7.58pm.
