October 2022 Minutes

Canwick Parish Council

A Meeting of Canwick Parish Council was held on Monday 17 October 2022 at the Village Hall, Montagu Road, Canwick.  County Councillor Cawrey, District Councillor Goodwin and the Clerk were also present.

1.      Apologies and Declarations of Interest:  Apologies had been received from Cllr O’Melia, Cllr Narborough and District Cllr Tinsley. 

There were no Declarations of Interest.  The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.

2.      Clerk’s Notes from the Meeting held on 22 September 2022:  The notes from this meeting had been distributed to each member.  The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.  

3.       Matters Arising:

3a.    Information Packs for New Residents:  None  

3b.    Website:  Pete Langford, the Webmaster, had informed the Clerk of a reduced level of service from 10th to 14th October.  

3c.     Telephone Box:  Cllr Carrington reported that ownership had now been taken over by the Village Hall Trustees.  A meeting was due to take place to form a working group for the restoration project.   

3d.    Revised Code of Conduct:  It was noted that it was agreed at the last meeting to adopt the New Code of Conduct.  Members present were given new Declaration of Interest Forms to be completed and returned to either the Chairman or the Clerk who would arrange for copies to be sent to NKDC.  

4.    Planning:    The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items. He also reminded members if they wished to listen to any NKDC planning and other public meetings they were live streamed on audio via the NKDC website.  

4a.   22/0624/HOUS:  Remodelling of Existing Dwelling and Replacement Garage – Allegany, Sibthorp Gardens:  It was noted new plans and additional information had been received which had addressed previous issues.  

4b.  Items Notified since Publication of the Agenda:  None.

5.    Environment:

5a.    Highways Issues:  Cllr Cawrey reported roadworks were due to start on Heighington Road on 23 October and on Hall Gardens from 21 October – 3 November.  She also stated a date for a Ward Walk around the village was to be set shortly. It was suggested one of the topics to be addressed would be the overhanging hedge on Branston Road.

6.       Correspondence:

6a.    NKDC Parish Updates:  Nothing received.

6b.    Police Correspondence:  This had been e-mailed to members and was noted.

6c.    Lalc Annual Report :  A hard copy had been received.  To be discussed at the next meeting.  

6d.   Central Lincolnshire Local Plan Review:  The Chairman stated following the Consultation the Plan had now been submitted to the Inspectors who had set dates for the hearing.

6e.  Items Received since Publication of Agenda:  An e-mail had been received reference Anglian Water’s proposal for a new reservoir in Lincolnshire.  It was noted this was to be South East of Sleaford in the area of Scredington and Helpringham and would have no effect on Canwick.  It was thought it would be a similar size to Rutland Water and would be filled from natural sources.

7.   Four Parishes Cluster Group:  No update. 

8.    County and District Councillor Reports:  

A District Council report had been received from Cllr Tinsley and e-mailed to members.  Noted.

Cllr Cawrey reported:

•   At the meeting of the full council at the end of September it had been agreed that, due to the current financial situation, all financial commitments would be reviewed.
•   St Anne’s Chapel at Lincoln Cathedral was now the Emergency Service’s Chapel.
•   Lincolnshire Fire and Rescue working in collaboration with LIVES, EMAS and the Lincolnshire Road Safety Partnership had launched a national training course called ‘Biker Down’ designed to reduce motorcycle fatalities

9.     Finance:   

9a.  Bank Account Update:  The Chairman reported that on 30th September 2022 the balance on the deposit account was £12667.89 with £6.84 new interest.  The current account balance was £2301.19 with two outstanding cheques totalling £1882.68 leaving a net balance of £418.51.

9b.  Zoom Subscription:  On-going.  

9c.  Canwick Village Hall Frontage/Grant for Jubilee Celebrations:  A cheque for £1500 had been sent to Mike Brown,  Secretary of the Social Club, as agreed at the last meeting.  

9d.  Payments due in October:  A payment of £78 was due to Glendale for grass cutting week ending 9th September 2022.  Payment agreed.

9e.  Transfer of Funds:  None.

10.   Urgent Items for Information:  None.  

11.    Date of Next Meeting:  The next meeting was scheduled for 7pm on Monday 21 November 2022 at the Village Hall, Montagu Road, Canwick.

There being no further business the Chairman closed the meeting at 7.40pm.
