May 2022 Minutes Annual Parish Council Meeting

Canwick Parish Council

An Annual meeting of Canwick Parish Council was held on Monday 23rd May 2022 at the Village Hall, Montagu Road, Canwick.  County Cllr Cawrey and the Clerk were also present.

1.      Apologies and Declarations of Interest:  Apologies had been received from District Cllr Tinsley, District Cllr Goodwin, Cllr Carrington and Cllr Griffin.  There were no Declarations of Interest.  The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.

2.      Clerk’s Notes from the Meeting held on 23rd May 2022:  The notes from this meeting had been distributed to each member.  The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.  
          
3.   Matters Arising:

3a.   Information Packs for New Residents:  None.

3b.   Website:  Routine maintenance.  

4.   Planning:    The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items. He also informed members if they wished to listen to any NKDC planning and other public meetings they were live streamed on audio via the NKDC website.  

4a.   21/1443/OUT – Outline Application for the Erection of Four Dwellings with Access for Consideration – Land to the rear of 253 and 255 Lincoln Road Branston:  No update on the appeal.

4b.   22/0624/HOUS:  Remodelling of Existing Dwelling and Replacement Garage – Allegany, Sibthorp Gardens:  This had been e-mailed to members.  The Chairman gave an overview of the proposed development and urged members to look at the plans online and let the Clerk know of any concerns so a response can be formulated.  It was noted one resident had already expressed concerns on the matter.

4c.  Items Notified since Publication of the Agenda:  None.

5.   Environment:
  
5a.   Highways Issues:  Following recent issues with the bus shelter on Canwick Hill and damage to the grass verges on Grange Lane Cllr Cawrey had requested a full ward walk with Highways, a date to be arranged.  She asked members if they knew of any further issues to let her know so they could also be addressed.

6.       Correspondence:

6a.   NKDC Parish Updates:  This had been e-mailed to members.  It was noted 150 Ukrainian guests had settled into safe Lincolnshire homes.  

6b.    Police Correspondence:  This had been e-mailed to members and was noted.  
  
6c.    Revised Code of Conduct:  This had been e-mailed to members.  The Chairman explained that following the boundary changes for the 2023 District Council elections a number of polling stations were proposed for re-location.  It was noted the Consultation closes for comments on 6th June although Canwick is not affected by the review. 
 
6d.    Older People Support -The Venue, Navenby – 13th July:  This had been e-mailed to members.  It was noted that the contractors had been selected for the North Hykeham Relief Road.  When asked for comment Cllr Cawrey stated it is planned to be a dual carriageway.

6e.   Bracebridge Manor – Street Furniture:
  
6f.   Items Received since Publication of Agenda:  An e-mail had been received from NKDC listing events for the Queens Platinum Jubilee in North Kesteven.  Noted.

7.   Four Parishes Cluster Group:  No update. 

8.    County and District Councillor Reports:  Cllr Cawrey stated that she had been our County Councillor for five years now and it had been a pleasure attending our meetings and helping us where she can.  Cllr Narborough thanked her for her support over that time.

A District Council report had been received from Cllr Tinsley and e-mailed to members.  Noted.

9.     Finance:   

9a.  Bank Account Update:  The Chairman reported that on 30th April 2022 the balance on the deposit account was £15691.66 which included £2.64 new interest.  The current account balance was £1233.02 with outstanding cheques totalling £900.31 leaving a net balance of £332.71.

9b.  Clerk’s Salary April - June:  The Chairman reported confirmation of the insurance renewal payment had been received.

9c.  PWLB Repayment:  A direct debit payment of £195.84 was due on 6th June 2022.  Payment agreed.

9d.  Zoom Subscription:  A new account to be set up at an annual cost of £119.90.  Payment agreed.

9e.  Payments due in June:  See 12c and 12d.  An invoice had been received from Glendale for £78 for grass cutting week ending 15th April 2022.  Payment agreed.

9f.  Transfer of Funds:  The Chairman proposed transferring £250 from the deposit account to the current account to cover the payments due.  All agreed.

9g.  Audit:  On-going.

10.   Urgent Items for Information:  Cllr O’Melia reported Grange Lane sub station had been left unsightly after recent works.  To be monitored.  He also reported that Openreach are installing Superfast Broadband in the village.

11.    Date of Next Meeting:  The next meeting was scheduled for 7pm on Monday 25th July 2022 at the Village Hall, Montagu Road, Canwick.

There being no further business the Chairman closed the meeting at 7.38pm.
