November 2022 Minutes

Canwick Parish Council

A Meeting of Canwick Parish Council was held on Monday 21November 2022 at the Village Hall, Montagu Road, Canwick.  District Councillor Goodwin and the Clerk were also present.

1.      Apologies and Declarations of Interest:  Apologies had been received from Cllr Griffin, County Cllr Cawrey and District Cllr Tinsley. 

Cllr Carrington declared a non pecuniary interest in Item 3c as he is Chairman of the Trustees of the Village Hall.  The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.

2.      Clerk’s Notes from the Meeting held on 17 October 2022:  The notes from this meeting had been distributed to each member.  The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.  
          
3.       Matters Arising:

3a.   Information Packs for New Residents:  Cllr Narborough reported new residents in Appletree Cottage on School Lane.  He will issue a pack accordingly.  

3b.   Website:  Pete Langford, the Webmaster, had informed clerks of purchased hours remaining for the current financial year.  Also prices for the LALC Website Maintenance Service had been issued for the financial year 2023-2024.

3c.     Telephone Box:  Cllr Carrington reported that following the Village Hall Trustees taking ownership of the telephone box, parishioner Jenny Dawson had arranged a meeting to move the project forward.  Suggested uses included book exchange/library exchange.  It was noted an estimate of £732 had been received for complete re-glazing of the telephone box.  Cllr Carrington suggested this be split 3 ways with the Parish Council, the Social Club and the Village Hall Trustees.  He then asked for members views on the matter.  All members were in favour and the Chairman stated in principle we would be prepared to contribute as suggested.
   
3d.    Revised Code of Conduct:  NKDC had been informed of our acceptance of the code and the relevant forms had been returned for publishing on their website. 

4.   Planning:    The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items. He also reminded members if they wished to listen to any NKDC planning and other public meetings they were live streamed on audio via the NKDC website.  

4a.   22/0624/HOUS:  Remodelling of Existing Dwelling and Replacement Garage – Allegany, Sibthorp Gardens:  Passed by NKDC.

4b.  Items Notified since Publication of the Agenda:  None.

5.   Environment:
 
5a.   Highways Issues:  It was thought the road sweep of the village was overdue.  The Clerk to contact Jenny Bailey at NKDC.

A complaint had been received regarding vegetation growing over the footpath from a property on Heighington Road.  The Clerk to investigate.
   
6.       Correspondence:

6a.   NKDC Parish Updates:  Nothing received.

6b.    Police Correspondence:  This had been e-mailed to members and was noted.
  
6c.    Lalc Annual Report :  The Chairman asked if members had any points they wished to raise.  Nothing raised.

6d.   NKDC - Neighbourhood Planning:  This had been e-mailed to members. The Chairman spoke about the advantages of having a neighbourhood plan and reminded members that the Parish Council could not lead on the preparation of one.  He then asked members if they knew of anyone who might be interested in doing so to let himself or the Clerk know. The Chairman would mention the subject at the village Coffee Morning. 

6e.  Anglian Water – Proposed Solar Array at Canwick WRC:  This had been e-mailed to members.  Cllr Carrington suggested it was a modest array with no visual impact beyond the site.  It was agreed the Parish Council would have no comments to make on the proposal.

6f.   Bracebridge Manor – Ownership of Hedge:  Correspondence had been received from a Bracebridge Heath resident on Wells Drive questioning ownership of a Hawthorn Hedge between his garden and the new properties on Bracebridge Manor.  He was advised to contact NKDC Planning Enforcement.  It was noted the Clerk from Bracebridge Heath Parish Council had contacted Planning Enforcement who had responded with various ownership scenarios.

6g.   Application for Parish Tender:  This had been e-mailed to members.  It was noted that Tudor Grounds Maintenance wished to tender for the grounds maintenance contract.  The Clerk to keep on file.
  
6h.  Items Received since Publication of Agenda:  Cllr Carrington read members an e-mail from Shaun Fisher, Community and Health manager for ‘Better’ who work in partnership with NKDC offering free health checks and exercise classes.  The Clerk to forward to Mike Brown at the Social Club.

The Chairman read members an e-mail received from NKDC reference ‘Headline Events in North Kesteven', 2023. The Clerk to forward to the Social Club.
  
7.   Four Parishes Cluster Group:  No update. 
 
8.    County and District Councillor Reports:  

A District Council report had been received from Cllr Tinsley and e-mailed to members.  It was noted several members of our community were finalists in the NK Community Champion Awards.  The chairman made reference to the Warm Space Registration and asked members if they knew of anyone who was struggling keeping warm to please point them in the right direction. 

9.     Finance:   

9a.  Bank Account Update:  The Chairman reported that on 31 October 2022 the balance on the deposit account was £12674.00 with £6.11  new interest.  The current account balance was £340.51. 

9b.  Zoom Subscription:  On-going.  

9c.  Public Works Loan:  A direct debit payment of £192.98 was due on 2 December 2022.  Payment agreed

9d.   Precept:  The Chairman asked members to give some thought to anything that we may need to allow for in the precept and report back next month.  

9e.  Payments due in November:  Cllr Carrington sought reimbursement of £30.00 for the telephone box transfer fee from the Community Heartbeat Trust as previously agreed.  Payment agreed.

9f.  Transfer of Funds:  None.

10.   Urgent Items for Information:  The Chairman stated the Electoral Register will be revised before the May 2023 elections to take into account ward boundary changes.  

11.    Date of Next Meeting:  The next meeting was scheduled for 7pm on Monday 19 December 2022 at the Village Hall, Montagu Road, Canwick.

There being no further business the Chairman closed the meeting at 7.50pm.
