Canwick Parish Council

A Meeting of Canwick Parish Council was held on Thursday 22nd September 2022 at the Village Hall, Montagu Road, Canwick.  County Councillor Cawrey was also present.

The Chairman opened the meeting by explaining that the meeting date had been changed because the funeral of HM the Queen had been held on the originally scheduled date.  He thanked those attending for accommodating the change.  All present then stood and observed a minute’s silence in tribute.

1.      Apologies and Declarations of Interest:  Apologies had been received from Cllr Carrington, Cllr O’Melia, Cllr Dowson, District Cllr Goodwin, District Cllr Tinsley and the Clerk.  There were no Declarations of Interest.  The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.

2.      Clerk’s Notes from the Meeting held on 25th July 2022:  The notes from this meeting had been distributed to each member.  The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.  

3.       Matters Arising:

3a.   Information Packs for New Residents:  A pack had been supplied to new residents at Yarra Burra on School Lane.  It was understood that the newly built Danum was now occupied.

3b.   Website:  Nothing new.

3c.     Telephone Box:  Ongoing.

3d.    Revised Code of Conduct:  As discussed at the previous meeting it was agreed that the revised Code of Conduct be adopted as recommended by NKDC.  The Clerk would supply revised declaration of interest forms for completion by each cllr.

4.   Planning:    The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items. He also reminded members if they wished to listen to any NKDC planning and other public meetings they were live streamed on audio via the NKDC website.  

4a.   22/0624/HOUS:  Remodelling of Existing Dwelling and Replacement Garage – Allegany, Sibthorp Gardens:  Ongoing.

4b.    22/0971/TPO:  T1 Copper Beech – Shetlands, Hall Drive:  Approved with modifications by NKDC.

4c.   22/1127/TPO:  Sycamore and Yew Tree Reduction – The Grange, Grange Lane:  Approved by NKDC. 

4d.  22/1138/TPO:  Yew and Holly Tree Reduction – 4 Canwick Hall Mews, Hall Drive:  Approved by NKDC.

4e.  Items Notified since Publication of the Agenda:  None.

5.   Environment:
  
5a.   Highways Issues:  It had been reported that some road signs on Canwick Hill had been engulfed by shrubs.  Cllr Cawrey had asked County Highways to investigate.

It was also reported that the hedge by the foot/cycle path on the Branston Road was encroaching and would need to be cut back.

6.       Correspondence:

6a.   NKDC Parish Updates:  These had been e-mailed to members and were noted.

6b.    Police Correspondence:  These had been e-mailed to members and were noted.
  
6c.    Bus Pass marketing Campaign:  This had been e-mailed to members and was noted.  The Chairman would aim to brief the scheme at the next coffee morning.  Cllr Griffin reported that 3 Brylaine buses per day were now routing via Canwick Hill.

6d.   Central Lincolnshire Local Plan Review:  This had been e-mailed to members and was noted.  

6e.   Lalc News:  This had been e-mailed to members.  No points were raised.

6f.    Canwick Village Hall Frontage:  This had been e-mailed to members.  After discussion it was agreed that a grant of £1500 should be provided towards this, the cost of the 100th anniversary function, and the Jubilee event.

6g.  Parish Litter Picking Grant:  This had been e-mailed to members and was noted.  The grant scheme had been available for many years but no-one was willing to undertake the task as a formal commitment, whereas a number of parishioners did so on an ad-hoc basis.

6h.  SAAA 2022 Opt-out Communication:  This had been e-mailed to members.  It was agreed that we would not opt out and arrange for our own external audit but would remain within the scheme.

6i.  Wickes Community Programme:  This had been e-mailed to members and was noted.

6j.  UC ACP-2019-18 Consultation:  This had been e-mailed to members.  There were no comments.
  
6k.  Items Received since Publication of Agenda:  None

7.   Four Parishes Cluster Group:  No update. 

8.    County and District Councillor Reports:  

A District Council report had been received from Cllr Tinsley and e-mailed to members.  Noted.

Cllr Cawrey reported that LCC was suffering IT issues which was affecting services and had caused a delay to a recent Council meeting.  She also reported that a consultation on the North Hykeham Relief Road had begun.

9.     Finance:   

9a.  Bank Account Update:  The Chairman reported that on 31st July 2022 the balance on the deposit account was £14654.14 which included £4.75 new interest and on 31st August the balance was £14,661.05 with £6.91 new interest.  The current account balance was £492.19 on 31st July and £492.19 on 31st August with an outstanding cheque for £78 leaving a net balance of £414.19.

9b.  Zoom Subscription:  Ongoing.  

9c.  Grant for Jubilee Celebrations:  See Item 6f.

9d.  Clerk’s Salary July-September 2022:  This had been e-mailed to members.  The Clerk’s salary for the period April – June 2022 totalling £382.68 was due for payment.  Payment agreed.

9e.  Payments made since Last Meeting:  A payment of £78 was made to Glendale on 26th August for grass cutting week ending 23rd July 2022 as agreed at the last meeting.  Payment endorsed.

9f.  Payments due in September:  See 9d.  A direct debit of £35 was due to be taken on 30th September by the Information Commissioner’s Office for the Data Protection Fee.    

9g.  Transfer of Funds:  The Chairman proposed transferring £2,000 from the deposit account to the current account to cover the payments due.  All agreed.

9h.   Audit:  The Chairman reported that there had been no queries during the public inspection period which ended on 3 August.  The audit process was now closed.

11.    Date of Next Meeting:  The next meeting was scheduled for 7pm on Monday 17th October 2022 at the Village Hall, Montagu Road, Canwick.

There being no further business the Chairman closed the meeting at 7.22pm.
