Canwick Parish Council

A Meeting of Canwick Parish Council was held on Monday 25th July 2022 at the Village Hall, Montagu Road, Canwick.

District Councillor Tinsley, District Councillor Goodwin and the Clerk were also present.

1.      Apologies and Declarations of Interest:  Apologies had been received from Cllr Carrington who was going to be late due to attending another Parish Council meeting in a different role.  There were no Declarations of Interest.  The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.

2.      Clerk’s Notes from the Meeting held on 20th June 2022:  The notes from this meeting had been distributed to each member.  The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.  

3.       Matters Arising:

3a.   Information Packs for New Residents:  None.  The Chairman suggested publishing the welcome pack on the website for new residents to view.  All agreed.

3b.   Website:  Routine maintenance.  

3c.     Telephone Box:  Cllr Carrington reported that the Village Hall Trustees are content with the proposed scheme.  The Chairman suggested we allow up to £250 for the adoption, admin fee and renovation.  All agreed.

3d.    Revised Code of Conduct:  The Chairman stated NKDC have adopted the LGA revised Code of Conduct and have suggested that Parish Councils do the same for simplicity.  He also stated that he and the Clerk had attended training on the subject.  He asked members if they had any questions.  No questions asked.  The Chairman suggested we accept in principle and finalise in September.  All agreed.  It was noted that following acceptance of the Code new Disclosable Pecuniary and Other Registerable Interests forms would need to be completed.  The Clerk to bring to the September meeting.

4.   Planning:    The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items. He also reminded members if they wished to listen to any NKDC planning and other public meetings they were live streamed on audio via the NKDC website.  

4a.   21/1443/OUT – Outline Application for the Erection of Four Dwellings with Access for Consideration – Land to the rear of 253 and 255 Lincoln Road Branston:  Appeal rejected by the Planning Inspector.

4b.   22/0624/HOUS:  Remodelling of Existing Dwelling and Replacement Garage – Allegany, Sibthorp Gardens:  Amended plans had been received and forwarded to members.  The Chairman stated that the existing house appeared to be engulfed by the new building and the amended plans were intended to clarify the position.

4c.    22/0971/TPO:  T1 Copper Beech – Shetlands, Hall Drive:  Cllr Carrington stated this is a very prominent tree which can be seen from uphill Lincoln.  It was noted it had been protected fairly recently for its amenity value.  After discussion it was agreed that we would not object in principle but point out that it is a tree with significant amenity value.  Clerk to do.

4d.  Items Notified since Publication of the Agenda:  None.

5.   Environment:

5a.   Highways Issues:  The Chairman reported that he had spoken with the Chairman of Bracebridge Heath Parish Council reference litter bins on the new development off Westminster Drive.

It was noted that overgrown branches on the path from Glebe End to Heighington Road had been trimmed back.

The Clerk reported that overhanging branches on to the pavement on Heighington Road from both Silkstone Lodge and 1 Sibthorp Gardens were also going to be trimmed back.

6.   Correspondence:

6a.   NKDC Parish Updates:  Nothing received.

6b.    Police Correspondence:  Nothing received.  

6c.    Defibrillator Grant for Councils:  This had been e-mailed to members.  The Chairman asked if they knew of anywhere suitable for a second defibrillator to let him know.   

6d.   BT Open Reach Poles – Hall Farm:  This had been e-mailed to members.  Following a complaint from a resident on Hall Farm about proposed new telegraph poles it was noted the cables were now going underground.  It was also noted most of the village are served by BT telegraph poles. 

6e.   Lincolnshire Highways Newsletter:  This had been e-mailed to members and was noted.  

6f.    NKDC Annual Canvass:  This had been e-mailed to members.  The Chairman stated correspondence would be received shortly for the annual Electoral Register Canvass.

6g.   Items Received since Publication of Agenda:  None

7.   Four Parishes Cluster Group:  No update. 

8.    County and District Councillor Reports:  No LCC report.

A District Council report had been received from Cllr Tinsley and e-mailed to members.  Noted.

9.     Finance:   

9a.  Bank Account Update:  The Chairman reported that on 30th June 2022 the balance on the deposit account was £14949.39 which included £3.96 new interest.  The current account balance was £348.19 with an outstanding cheque for £156.00 leaving a net balance of £192.19.

9b.  Zoom Subscription:  To be progressed over the summer break.  

9c.  Grant for Jubilee Celebrations:  The Chairman had spoken with Mike Brown, Secretary of the Social Club Committee, and as the cost for the Jubilee celebrations had already been accounted for he suggested that they ask for a donation to support the Village Hall’s 100th Birthday party.  To be progressed at the September meeting.

9d.  Payments due in July/August:  An invoice had been received from Glendale for £78.00 for grass cutting week ending 25th June 2022.  Payment agreed.  The Chairman sought authority to pay for up to two further cuts in August as an invoice became due and also any monies requested for the adoption of the telephone box and restoration (see 3c).  All agreed.  

9e.  Transfer of Funds:  The Chairman proposed transferring £300 from the deposit account to the current account to cover the payments due.  All agreed.

9f.   Audit:  The Chairman reported the relevant paperwork had been published on the website and displayed on the notice board.  Parishioners have until 3rd August for requesting to view.  

10.   Urgent Items for Information:  Cllr O’Melia declared a non-pecuniary interest. He stated his neighbours regularly have weekend parties where it can be noisy in the garden until the early hours.  It was suggested he contact Heidi Ryder of the NKDC Environmental Health Team.

11.    Date of Next Meeting:  The next meeting was scheduled for 7pm on Monday 19th September 2022 at the Village Hall, Montagu Road, Canwick.

There being no further business the Chairman closed the meeting at 7.40pm.
