December 2024 Minutes
A Meeting of Canwick Parish Council was held on Wednesday 11 December 2024 at the Village Hall, Montagu Road, Canwick. The Clerk was also present.

The Chairman welcomed all present and thanked them for accommodating the change of meeting date.
1. Apologies and Declarations of Interest: Apologies had been received from Cllr Dowson, Cllr O’Melia, District Cllr Harrington, District Cllr Goodwin and County Cllr Cawrey. Cllr Carrington and Cllr Griffin both declared a non pecuniary interest in Item 4b and Item 8 as Trustees of the Village Hall. The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.
2. Clerk’s Notes from the Meeting held on 18 November 2024: The notes from this meeting had been distributed to each member. The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.
3. Matters Arising:
3a. Information Packs for New Residents: Cllr Narborough reported he had prepared a pack for delivery to new residents on Pelham Lane.
3b. Website: As we only had three remaining minutes of webmaster time the Clerk had arranged provision of a further five hours at a cost of £90 plus VAT as agreed last month. Payment was now due.
4. Planning: The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items.
4a. 24/0841/RESM – Lincoln South East Quadrant, North of Canwick Avenue and East of London Road, Bracebridge Heath: On-going
4b. 24/1208/FUL – Erection of Dwelling and Double Garage – Land to Rear of 12 Heighington Road: On-going.
4c. Items Notified since Publication of the Agenda: None.
5. Environment:
5a. Highways Issues: The Clerk reported that she had e-mailed Jesus College (the landowner) about the overhanging branches and state of the railings on Hall Drive and they will contact the tenant to cut back the branches and establish the owner of the railings.
It was noted that the work scheduled for the path on Canwick Hill between Hall Drive and Heighington Road had not yet been done.
After reporting the state of the Heighington Road street sign to LCC Fix my Street it was noted it had been removed.
5b. Path to Bracebridge Heath Recreation Ground: On-going.
5c. Litter/Dog Waste Bins – Linden Homes Estate: A resident from the estate had made a complaint about dog fouling. The Chairman had spoken to her explaining we are planning to erect some Litter/Dog waste bins. After discussion it was agreed the best locations would be:
• The path leading to the recreation ground
• By the play area
• The path going round past the houses on Shrewsbury Drive.
The Chairman had also spoken with Jenny Bailey at NKDC who had sent a map. The next step would be to purchase three bins and agree the locations with Jenny Bailey. The Chairman asked members for authority to purchase three bins at a cost of up to £1000. All agreed.
6. Correspondence:
6a. NKDC Parish & Town Council Newsletter –: This had been e-mailed to members. The Chairman mentioned various points to members including Christmas Bin Collection Changes and the Registering of Birds with the Animal & Plant Health Agency to help control disease.
6b. LCC Town and Parish Council Newsletter – November 2024: This had been e-mailed to members and was noted.
6c. Highways News: This had been e-mailed to members and was noted.
6d. NKDC – Active Travel Strategy: This had been e-mailed to members. The Chairman asked members if they had any comments to let himself or the Clerk have them by Tuesday 17 December.
6e. Christmas Bus Service Information: This had been e-mailed to members and was noted.
6f. Canwick Social Club: An e-mail of thanks for the £150 ex-gratia payment had been received and forwarded to members.
6g. Canwick PCC: An e-mail of thanks for the Annual Grant had been received and forwarded to members. It was noted that repairs to the wall at the back of the church should be finished by Christmas.
6h. Mobile Library 2025 Visit Dates: This had been e-mailed to members. A copy had been displayed on the Notice Board and also one sent to the Coffee Club.
6i. Items Received since Publication of Agenda: None.
7. County and District Councillor Reports: No LCC report.
Cllr Carrington provided a budget update. It was noted that the Government’s settlement would not be revealed until later in December.
8. Village Hall: Cllr Carrington explained to members that following receipt of a £5000 grant there was a shortfall of £450 after the works had been done and asked if the Parish Council would be content to contribute. The Chairman proposed we give a £500 grant to the Village Hall Trustees. All agreed.
9. Finance:
9a. Bank Account Update: The Chairman reported that on 30 November the balance on the Deposit Account was £42,555.13 with £54.12 new interest. The balance on the Current Account was £1238.24 with one outstanding cheque of £750.00 leaving a net balance of £488.24.
9b. Clerk’s Salary October-December 2024: This had been e-mailed to members. The Clerk’s salary for the period October– December 2024 totalling £454.68 was due for payment. Payment agreed.
9c. Payments Due in December: See Items 3b, 8 and 9b.
A payment of £91.20 was due to Glendale for grass cutting 5 November 2024.
A payment of £108 was due to Lalc for additional Webmaster hours (See Item 3b).
Payments agreed.
9d. Transfer of Funds: The Chairman proposed transferring £1000 from the deposit account to the current account to cover payments due. All agreed.
9e. Precept: The Chairman asked members if they had any ideas to put forward. Nothing raised.
10. Urgent Items for Information: Cllr Griffin stated she would be under-going chemotherapy after Christmas and may be absent from meetings for several months. The Chairman wished her well on behalf of the Parish Council.
Cllr Carrington suggested we should prepare an information leaflet for the new residents on the Linden Homes estate. All agreed this was a good idea.
The Chairman reminded members about the Christmas Bin Collection Schedule and asked them to pass the word on.
11. Date of Next Meeting: The next meeting was scheduled for 7pm on Monday 20 January 2025 at the Village Hall, Montagu Road, Canwick.
There being no further business the Chairman closed the meeting at 8.05pm.
