April 2024 Minutes

A Meeting of Canwick Parish Council was held on Monday 15 April 2024 at the Village Hall, Montagu Road, Canwick.  County Cllr Cawrey, District Cllr Goodwin, District Cllr Harrington and the Clerk were also present.

The Chairman welcomed all present. 

1.      Apologies and Declarations of Interest:  Apologies had been received from Cllr O’Melia.  There were no Declarations of Interest.  The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.  

2.      Clerk’s Notes from the Meeting held on 18 March 2024:  The notes from this meeting had been distributed to each member.  The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.  

3.       Matters Arising:

3a.   Information Packs for New Residents:  Cllr Narborough reported a pack had been delivered to Holly Cottage.

3b.   Website:  Routine maintenance.

3c.     Portrait of HM King Charles 111:  The Clerk reported an order confirmation had been received and delivery would be by the end of May.

4.   Planning:    The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items. 

4a.    23/1421/VARCON – New Dwelling and Garage – Glebe Farm, Heighington Road:  On-going.

4b.    24/0238/HOUS – Replacement Windows – 2 Canwick Hall Mews, Hall Drive:  Passed by NKDC.

4c.    24/0220/LBC – Replacement Windows – 2 Canwick Hall Mews, Hall Drive:  Passed by NKDC.

4d.    24/0298/HOUS – Erection of Detached Car Port and Attached First Floor Balcony – Highfield Grange, Branston Road:  On-going.

4e.    24/0229/TPO – Tree Works – Shetlands, Hall Drive:  More detailed information had now been received and e-mailed to members. The Chairman asked if there were any comments.  No comments received.  The Clerk to reply accordingly.

4f.    Items Notified since Publication of the Agenda:  None.  

5.   Environment:

5a.   Highways Issues:  Highways reports had been received from Cllr Cawrey and forwarded to members.  It was noted repair works were scheduled for potholes on School Lane and Pelham Lane later that week. 

The Chairman stated the remains of a fallen tree branch that had blocked the road were still on the side of Heighington Road, with cones around it, several weeks later.  The Clerk to report to LCC ‘Fix my Street’.
Cllr Dowson reported a smashed bollard at the bottom of Pelham Lane which had been discarded into a neighbouring garden.  The Clerk to report via ‘Fix my Street’.

6.       Correspondence:

6a.   NKDC Parish Council Newsletter:  This had been e-mailed to members. The Chairman asked for any comments.  No comments received.  Noted.
  
6b.     Police Correspondence:  Nothing received.

6c.    LCC Town and Parish Council Newsletter – March 2024:  This had been e-mailed to members and was noted.

6d.    Police Quarterly Priorities:  This had been e-mailed to members.  The Chairman asked if anyone had any points they wished to mention.  Nothing raised.  Noted.

6e.    Election – 2 May 2024:  Correspondence had been e-mailed to members.  The Chairman stated the election notices sent to us were displayed on the Notice Board.  He also mentioned job opportunities if members wished to or knew of anyone who would like to work on the elections. 

6f.    Wellbeing and Mental Health:  This had been e-mailed to members.  The Chairman asked members if they knew of anyone with such problems to pass the details on.  Cllr Narborough suggested inviting James Prentice, the Community Connector for South Lincoln, to speak at the village Coffee Morning.

6g.    Items Received since Publication of Agenda:  An e-mail had been received from the Playing Field Association informing that the new equipment had been ordered and would be delivered in approximately eight weeks. This had been forwarded to members.

An e-mail had been received from NKDC informing of the total amount of CIL receipts collected for the second half of the 2022-23 financial year.

7.    County and District Councillor Reports:  A report had been received from Cllr Harrington and e-mailed to members. Noted.

Cllr Cawrey reminded members about new roadworks at Newland, Lincoln which would be on-going for approximately seven months.

She asked members for any questions.  No questions received.

8.    Finance:   

8a.  Bank Account Update:  The Chairman reported that on 31 March the balance of the deposit account was £36,366.70 with £46.56 new interest.  The current account balance was £97.50. 

8b.  Village Hall:  No update.  

8c.   Playing Field Grant:  The Chairman stated an electronic payment of £2650.95 from the Deposit Account was sent to FCC Recycling (UK) Ltd on 27 March 2024 following notification that the grant application had been successful.  The amount to pay had been agreed at the December 2023 meeting.  This would come out of the CIL money received.

8d.   Payments Due in April:  None.

8e.   Transfer of Funds: None.

8f.   Audit:  The Chairman stated we would be unable to claim an exemption this year due to the CIL money making our income over £25,000.

9.     Urgent Items for Information:  A statement had been received from the PWLB showing £1800 as the total balance 
owing. 

10.    Date of Next Meeting:  The next meeting, which is the Annual Meeting, was scheduled for 7pm on Monday 20 May 2024 at the Village Hall, Montagu Road, Canwick.

There being no further business the Chairman closed the meeting at 7.37pm.
