July 2024 Minutes

A Meeting of Canwick Parish Council was held on Monday 22 July 2024 at the Village Hall, Montagu Road, Canwick.  County Cllr Cawrey, District Cllr Harrington and the Clerk were also present.

The Chairman welcomed all present. 

1.      Apologies and Declarations of Interest:  Apologies had been received from District Cllr Goodwin.  There were no Declarations of Interest.  The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.  

2.      Clerk’s Notes from the Meeting held on 17 June 2024:  The notes from this meeting had been distributed to each member.  The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.  

3.       Matters Arising:

3a.   Information Packs for New Residents:  None.

3b.   Website:  Routine maintenance. It was noted all relevant election correspondence had been removed.

4.   Planning:    The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items. 

4a.    Items Notified since Publication of the Agenda:  None.  

5.   Environment:

5a.   Highways Issues:  Although road repairs on Pelham Lane had been completed satisfactorily concern was raised that Hall Drive had been closed without notice affecting a number of people.
Cllr O’Melia reported that there were no barriers either end of the pathway from Heighington Road to Branston Road to stop children running out.  Cllr Cawrey will investigate and report.
Cllr Griffin reported a bollard in the gutter on Grange Lane with a loose grate that rattles when driven over keeping a nearby resident awake at night. Cllr Cawrey will investigate and report to ‘Fix my Street’.
It was noted there are overhanging branches from Lindum Lodge on Hall Drive.  The Clerk to investigate.

5b.    Canwick Hill Bus Stop:  The bus shelter along with a light standard had been seriously damaged after a medical incident on Canwick Hill.  Cllr Cawrey will investigate and request a date for a new bus shelter.

6.       Correspondence:

6a.   NKDC Parish & Town Council Newsletter:  Nothing received
  
6b.     LCC Town and Parish Council Newsletter – June 2024:  This had been e-mailed to members and was noted.

6c.     Safety of Lithium Ion Batteries and E-Bikes and Scooters:  This had been e-mailed to members. The Clerk to obtain hard copies of notices for display in the Village Hall.

6d.    Highways News:  This had been e-mailed to members and was noted.  

6e.    Funding for Capital Projects in North Kesteven:  This had been e-mailed to members and was noted.  

6f.    Items Received since Publication of Agenda:  An e-mail had been received from NK – Talk Planning reference an event on preparing a design code for Central Lincolnshire.  The Clerk to forward to members.  
An e-mail had been received from the Bracebridge Heath Parish Council Clerk reference access to the Bracebridge Heath Recreation Ground from the new Canwick development.  `This had been forwarded to members.  The Chairman stated we need to assist with clearing it out and will arrange a meeting over the summer.
An e-mail had been received from the TSG publicity team reference the Callconnect Summer Promotion.  This had been forwarded to members. Cllr Narborough to print attached poster for display in the Village Hall and also a copy for a parishioner.
An e-mail had been received from Harriet Kilby from Brown & Co reference a charity event and enquiring about hire of the playing field.  The Clerk to forward to the Playing Field Association.

7.    County and District Councillor Reports:  
Cllr Cawrey reported that the overhanging hedges between Canwick and Branston had been reported to Highways for action.
It was noted the majority of road signs in the village were obscured with foliage.  The Chairman and Clerk to have a walk around and report any issues to ‘Fix my Street’.

8.    Finance:   

8a.  Bank Account Update:  The Chairman reported that on 30 June the balance of the deposit account was £44,681.23 with £57.33 new interest.  The current account balance was £274.51 with an outstanding cheque for £182.40 leaving a net balance of £92.11. 

8b.   Payments Due in July/August:  The Chairman asked for authority to pay for up to four grass cuts in July and August if invoices became due.  All agreed.  An invoice for £206.40 was expected from Andrew Deptford for Pads and Chargepak for the defibrillator.  Payment agreed.
The Chairman further asked if members were content to pay up to £3000 to hire a contractor to clear the hedge to make access possible to the Bracebridge Heath Recreation Ground for the new Canwick residents.  All agreed.

8c.   Transfer of Funds: The Chairman proposed transferring £600 from the deposit account to the current account to cover any payments that became due.  All agreed.

8d.   Annual Audit:  A query had been raised about the large difference in receipts from the previous year which was due to CIL payments.  This had now been resolved.  

9.     Urgent Items for Information:  Cllr Dowson complained about excessive noise from IBCC with the recent night time events.  The Chairman will speak with the Chief Executive about re-positioning the speakers.
Cllr Narborough raised concern about some green belt land becoming grey belt to allow homes to be built on it.  Cllr Carrington confirmed there was no green belt land in Lincolnshire.

10.    Date of Next Meeting:  The next meeting was scheduled for 7pm on Monday 16 September 2024 at the Village Hall, Montagu Road, Canwick.

There being no further business the Chairman closed the meeting at 8.04pm.
