March 2024 DRAFT Minutes

A Meeting of Canwick Parish Council was held on Monday 18 March 2024 at the Village Hall, Montagu Road, Canwick.  The Clerk was also present.

The Chairman welcomed all present. 

1.      Apologies and Declarations of Interest:  Apologies had been received from Cllr Griffin, County Cllr Cawrey, District Cllr Harrington and District Cllr Goodwin.  There were no Declarations of Interest.  The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.  

2.      Clerk’s Notes from the Meeting held on 19 February 2024:  The notes from this meeting had been distributed to each member.  The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.  

3.       Matters Arising:

3a.   Information Packs for New Residents:  Cllr Narborough reported that he had nearly finished redesigning the packs and he would deliver one to Holly Cottage.

3b.   Website:  It was noted from Pete Langford that we have unused time to carry over to the next financial year.  The Chairman proposed we continue with the Lalc Webmaster for the following year.  All agreed.

4.   Planning:    The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items. 

4a.    23/1421/VARCON – New Dwelling and Garage – Glebe Farm, Heighington Road:  On-going.

4b.    24/0029/HOUS – Replacement Windows – 3 Canwick Hall Mews, Hall Drive:  Passed by NKDC.

4c.    24/0238/HOUS – Replacement Windows – 2 Canwick Hall Mews, Hall Drive:  This had been e-mailed to members.  It was noted that they were like for like wooden replacement windows. The Chairman asked for any comments.  No comments received.  The Clerk to reply accordingly.

4d.    24/0220/LBC – Replacement Windows – 2 Canwick Hall Mews, Hall Drive:  This had been e-mailed to members.  It was noted that they were like for like wooden replacement windows.  The Chairman asked for any comments.  No comments received.  The Clerk to reply accordingly.

4e.    24/0298/HOUS – Erection of Detached Car Port and Attached First Floor Balcony – Highfield Grange, Branston Road:  This had been e-mailed to members.  After discussion it was agreed that because of the location of the property the balcony would not affect anyone.  The Chairman asked for any further comments.  Nothing received.  The Clerk to reply accordingly.

4f.    24/0229/TPO – Tree Works – Shetlands, Hall Drive:  This had been e-mailed to members.  After discussion the Clerk was asked to contact the NKDC Tree Officer for more detailed information before we could comment.

4g.    Items Notified since Publication of the Agenda:  None.  

5.   Environment:

5a.   Highways Issues:  Highways reports had been received from County Cllr Cawrey.  These had been forwarded to members and were noted. 

An email had been received from ‘Fix My Street’ and forwarded to members stating that the poor road surface at the junction of Hall Drive and Pelham Lane does not require further action at present.  To be monitored.

It was noted there was a lot of debris on the footpath on Heighington Road between Sibthorp Gardens and Grange Lane.  The Clerk to ask Jenny Bailey at NKDC for a footpath clean.

6.       Correspondence:

6a.   NKDC Parish Council Newsletter:  This had been e-mailed to members. The Chairman referred to the article about the Free Portrait of His Majesty the King and suggested we request one and donate it to the Village Hall.  All agreed.  Clerk to do. 
  
6b.     Police Correspondence:  An e-mail had been received from the Office of the Police and Crime Commissioner and forwarded to members.  It contained a link to a recording of the Parish Council Engagement Session held in February. Noted.

6c.    LCC Town and Parish Council Newsletter:  This had been e-mailed to members and was noted.

6d.    The NK Plan 2024-27:  This had been e-mailed to members and was noted.   

6e.    Easter on Call Connect:  This had been e-mailed to members.  The Chairman will notify parishioners at the Coffee Morning later that week.  

6f.    Items Received since Publication of Agenda:  None.

7.    County and District Councillor Reports:  A report had been received from Cllr Harrington and e-mailed to members. Noted.

Cllr Carrington briefed members on a serious on-going investigation by LCC into recent flooding issues  He stated radical changes were needed and the aim was to deliver recommendations by September.

It was noted that just under £20 million had been received for road repairs.

It was also noted that LCC had voted in favour of the Greater Lincolnshire Devolution Deal and we were now awaiting a decision.

8.    Finance:

8a.  Bank Account Update:  The Chairman reported that on 29 February the balance of the deposit account was £39,371.09 with £50.02 new interest.  The current account balance was £749.48 with an outstanding cheque for £597.60 leaving a net balance of £151.88. 

8b.  Village Hall:  No update.  Cllr Carrington expressed thanks to the Parish Council on behalf of the Social Club and the Village Hall Trustees for considering assisting with funding for the Village Hall refurbishment.

8c.    Clerk’s Salary January – March 2024:  This had been e-mailed to members.  The Clerk’s salary for the period January – March 2024 totalling £454.68 was due for payment.  Payment agreed.

8d.   Payments Due in March:  See 8c.

8e.   Transfer of Funds:  The Chairman proposed transferring £400 from the deposit account to the current account to cover the payment due.  All agreed.

9.     Urgent Items for Information:  None.

10.    Date of Next Meeting:  The next meeting was scheduled for 7pm on Monday 15 April 2024 followed by the Annual Parish Meeting at 7.45pm at the Village Hall, Montagu Road, Canwick.

There being no further business the Chairman closed the meeting at 8pm.
