December 2025 Minutes

A Meeting of Canwick Parish Council was held on Monday 15 December 2025 at the Village Hall, Montagu Road, Canwick.  District Cllr Goodwin and the Clerk were also present.

 

Present:  Councillor L.J. Pennell – Chairman

               Councillor I.D. Carrington – Vice-Chairman 

               Councillor H.L. Dowson  

               Councillor R.C. Narborough

               Councillor L.T. O’Melia      

             

The Chairman welcomed all present. 

 

1.      Apologies and Declarations of Interest:  Apologies had been received from Cllr Griffin who was caring for her husband, County Cllr Cawrey and District Cllr Harrington.  Members agreed to accept Cllr Griffin’s apology and reason for absence.  Cllr Carrington declared a non-pecuniary interest in Item 8 as a Trustee of the Village Hall.  The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.  

 

 

2.      Clerk’s Notes from the Meeting held on 17 November 2025:  The notes from this meeting had been distributed to each member.  The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.  

          

 

3.       Matters Arising:

 

3a. Information Packs for New Residents:  None.  

 

3b. Website:  An email had been received notifying of the Webmaster retracting his resignation. 

As the minutes remaining with Lalc were running low the Chairman asked members for authority to pay an invoice for more should it become necessary.  All agreed.

 

 

4. Planning:    The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items. 

 

4a.    25/1359/TPO – Tree Works – Meadow View, Grange Lane:  Passed by NKDC.

 

4b.    Items Notified since Publication of the Agenda:  None.

 

5. Environment:

 

5a. Highways Issues:  Cllr Narborough reported on his success with reporting items on ‘Fix my Street’, one of which was attended to the following day.

Cllr Carrington stated he had reported two separate incidents of fly tipping in the lay-bys on Heighington Road.

 

5b.    Request for Speed Survey:  No update.

 

6.       Correspondence:

 

6a. NKDC Parish & Town Council Newsletter November/December 2025:  This had been e-mailed to members and was noted.

 

6b.     LCC Town and Parish Council Newsletter November 2025:  This had been e-mailed to members and was noted.  

 

6c.     LCC Focus:  This had been e-mailed to members.  The Chairman stated more people are needed for fostering and if members knew of anyone that might be interested to give them details.

 

6d.    Community Resilience Newsletter:  This had been e-mailed to members.  Cllr Carrington stated help that had been given was very influential. 

 

6e.    NKDC Snowdrop Event 2026:  This had been e-mailed to members.  The Clerk had requested hard copies for display on the Notice Board and in the Village Hall.

  

6f.    Items Received since Publication of Agenda:  An e-mail had been received from Andrew Deptford informing of the discontinuation of the Pads and ChargePaks for the Defibrillator.  It was noted that ours were valid until 22/08/2026. The Chairman suggested ordering another set to give 2 more years of life to the defibrillator.  All agreed.

 

7.    County and District Councillor Reports:  Cllr Cawrey gave an update on the Council Administration including the deferral of funding for Special Education Needs and Disabilities. 

Cllr Carrington gave an update on Local Government Reorganisation stating six proposals had gone to Central Government and we now await the next stage.

 

8.    Village Hall:  No update.

                                                                                                                                                                                                               

9.    Finance:   

 

9a.    Bank Account Update:  The Chairman reported that on 30 November the balance on the Deposit Account was £32,089.65 with £41.50 new interest.  The balance on the Current Account was £1072.28 with one outstanding cheque for £95.76 leaving a net balance of £976.52  

 

9b.    Public Works Loan:  A Direct Debit for £175.79 was paid on 2 December.

 

9c.    PCC Grant:  The Chairman reminded members that we normally give a grant to the Parochial Church Council at this time of year and proposed we give £750, which was the same as last year.  This was agreed by all members present.

 

9d.    Clerk’s Salary October-December 2025:  This had been e-mailed to members.  The Clerk’s salary for the period October– December 2025 totalling £492.84 was due for payment.  Payment agreed.

 

9e.    Computer Matters:  The Chairman reported the laptop was now updated to Windows 11 and asked members for agreement to sort out an Office package.  All agreed.

 

9f.    Payments Due in December:  See 9c and 9d.  A payment of £95.76 was due to Glendale for grass cutting on 8th October 2025.

 

9g.    Transfer of Funds:  The Chairman proposed transferring £2000 from the deposit account to the current account to cover payments due and possible computer/e-mail related costs.  All agreed.

 

9h.    Precept:  The Chairman explained that as there had been a slight increase in the tax base an unchanged Band D charge would result in requesting another £300 which he felt we couldn’t justify.  He suggested requesting £9600, the same amount as last year, which would result in a 3.13% reduction in the Band D charge.  All agreed.

 

10.     Urgent Items for Information:  None. 

 

11.    Date of Next Meeting:  The next meeting was scheduled for 7pm on Monday 19 January 2026 at the Village Hall, Montagu Road, Canwick.

 

There being no further business the Chairman closed the meeting at 7.45pm.
