September 2025 DRAFT Minutes
A Meeting of Canwick Parish Council was held on Monday 15 September 2025 at the Village Hall, Montagu Road, Canwick. County Cllr Cawrey, District Cllr Goodwin, the Clerk and two Parishioners were also present.

The Chairman welcomed all present.
He then asked the parishioners present if they wished to speak.
One parishioner replied she had a number of items she wished to discuss.
• Football traffic parking on Hall Drive on LCFC home match days causing problems and not leaving enough room for emergency services access. The Chairman replied it had always been a bit of a dilemma because if there were yellow lines people would not be able to park there for visiting properties or the care home. Emergency vehicles could access from Heighington/Montagu Road. Cllr Cawrey introduced herself to the residents as their County Councillor and reiterated the Chairman’s comments. Cllr O’Melia asked if signs could be put up asking not to park on the footpath. The Chairman replied that this is not allowed anyway. Cllr Carrington suggested perhaps the bend on Hall Drive could be addressed as it is dangerous parking there.
• Barriers are still suggested at the end of Glebe Lane Passage and at the steps entrance to the Playing Field as someone could be seriously hurt if they tripped and fell directly on to the road. Cllr Cawrey advised that there is not enough width on the footpath for barriers but she would enquire further if anything could be done.
• Speed signage on Heighington Road. The parishioner suggested the following to slow down traffic
i) Children Crossing Sign
ii) Deer Warning Sign
iii) Solar Powered Speed Flashing Sign
Cllr Cawrey replied there is a problem with no poles to attach to. They can’t be attached to private property but she has asked if they could be attached to telegraph poles.
• Would permission be required for erection of 5 bar fencing at the beginning and end of the village? It was noted this had not been particularly successful in a nearby village.
• Had the new waste/dog bin for the playing field been delivered? The Chairman stated he had checked that day and it had been erected.
• The overhanging trees on Hall Drive were a problem for pedestrians. Also the road sweeper could not get in to clear the edge of the road. Cllr Cawrey asked if she could e-mail her with the exact location and she would investigate.
Cllr Cawrey thanked the parishioner for bringing the problems to her attention.
1. Apologies and Declarations of Interest: Apologies had been received from Cllr Griffin who was caring for her husband and District Cllr Harrington. Cllr Carrington declared a non-pecuniary interest in Item 8 as a Trustee of the Village Hall. He also declared a non-pecuniary interest in Item 4a as a District Councillor for the Ward. The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.
2. Clerk’s Notes from the Meeting held on 28 July 2025: The notes from this meeting had been distributed to each member. The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.
3. Matters Arising:
3a. Information Packs for New Residents: None.
3b. Website: The Webmaster, Tony Shaw, is to review the website shortly and suggest any improvements to enhance it. It was noted we have 58 minutes of time left.
4. Planning: The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items.
4a. 24/0841/RESM – Lincoln South East Quadrant, North of Canwick Avenue and East of London Road, Bracebridge Heath: An e-mail had been received and forwarded to members notifying of new plans with small amendments. After discussion it was agreed we would send no further comments but stand by our previous comments. Clerk to respond accordingly.
4b. 25/0842/FUL – Erection of New Dwelling – Custom Self Build – Land Adjacent 12 Heighington Road: This had been forwarded to members. The wrong parish council had been notified initially. It was noted the Village Hall had submitted comments but not formally objected. It was also noted the Tree Officer and the Conservation Officer were now content. After discussion it was agreed we would object on various grounds but particularly the fire risk of the proposed log burner near the tree and the practicalities of the delivery and storage of equipment which would come up the side of the Village Hall. Clerk to respond accordingly.
4c. Items Notified since Publication of the Agenda: 25/1087/TPO – Tree Maintenance – The Gables, Pelham Lane. An e-mail been received and forwarded to members. The Chairman asked for any comments. After discussion it was agreed it was essential maintenance and we would support the Application. Clerk to respond accordingly.
25/0868/HOUS – Fables, 7 Heighington Road – Proposed Single Storey Extension and Alterations to Dwelling. Approved by NKDC.
5. Environment:
5a. Highways Issues: See Parishioner items above.
5b. Path to Bracebridge Heath Recreation Ground: The Chairman reported that the path had been completed and was in use. Cllr Carrington stated the tree that had been cut back may need to be taken out. Payment had been made as agreed. It was noted the invoice was the same as the estimate. Cllr Cawrey thanked the Parish Council for their efforts.
5c. Request for Speed Survey: The Archer survey conducted showed a significant number of vehicles driving over the speed limit. The Chairman proposed we request a speed reduction to 30mph on Heighington Road. Cllr Cawrey asked if the Parish Council could formally request this by email to her. Clerk to respond accordingly.
5d. Playing Field Litter/Dog Bin: See Parishioner item above.
5e. Play Equipment – Shrewsbury Road, Bracebridge Heath: An email had been received from a parishioner via Bracebridge Heath Parish Council Office wishing to report some of the wood splitting on the equipment. The Clerk had referred the parishioner to the contact information in the park for reporting defects as the Parish Council have no involvement with it.
6. Correspondence:
6a. NKDC Parish & Town Council Newsletter September 2025: This had been e-mailed to members and was noted.
6b. LCC Town and Parish Council Newsletter July/August 2025: These had been e-mailed to members and were noted.
6c. Highways News August/September: These had been e-mailed to members and were noted.
6d. NKDC Litter Picking Grant: This had been e-mailed to members. The Chairman asked members if they knew of anyone that would like to do it to let the Clerk know. It was noted part of the duties would be to pick up dog faeces.
6e. LCC Community Resilience Newsletter: This had been e-mailed to members. It was noted there was a new Community Resilience Officer, Kimberley Pickett. The Chairman asked if anyone had any comments. No comments received.
6f. Local Government Reorganisation: The Chairman stated there were various meetings being held on the subject over the next month as well as an online survey. It was noted the next proposals were due in November.
6g. NKDC Parish and Town Council Forum: This had been e-mailed to members. The Chairman asked members if they wished to go to let the Clerk know.
6h. Lalc - Councillor Records: This had been e-mailed to members. The Chairman asked members if they wished to be set up on the Lalc portal to be kept up to date with communications and events or do they wish to continue with the Clerk forwarding them relevant information. All agreed for the Clerk to do.
6i. Items Received since Publication of Agenda: An email had been received from Bracebridge Heath Parish Council supporting the idea of taking the names from the respective war memorials for street names on the development at the SEQ SUE. The Clerk at Bracebridge Heath PC had let NKDC know.
An email had been received from NKDC informing that the nomination period for the NK Community Champion Awards had been extended by a week to 22 September.
7. County and District Councillor Reports: Cllr Cawrey gave a brief overview of the recent full council meeting including a large re-shuffle of responsibilities of the new council. It was noted Debbie Barnes the Council CEO was taking early retirement next year.
It was noted the Deputy Chief Executive at NKDC was also leaving.
New postal voting legislation requires postal voters to re-apply every 3 years and a number of electors are being contacted if their application expires in January 2026.
Cllr Pennell reported the refusal decision for a 40 year solar farm at Little Hale had been overturned and plans had now been given the go-ahead.
8. Village Hall: Cllr Carrington reported:
• A meeting had been organised for the middle of October.
• The old shed at the back of the hall had been removed and the back area had been tidied up.
• Various grant applications were being looked at.
Cllr Narborough enquired why the trees had been cut back at the front of the car park. Cllr Carrington replied it was to make parking easier and let more light into the hall.
9. Finance:
9a. Bank Account Update: The Chairman reported that on 31 July the balance on the Deposit Account was £33,411.93 with £57.26 new interest. The balance on the Current Account was £925.02. On 31 August the balance on the Deposit Account was £33,465.50 with £53.57 new interest. The balance on the Current Account was £637.74
9b. Clerk’s Salary July – September 2025: This had been e-mailed to members. The Clerk’s salary for the period July– September 2025 totalling £508.32 was due for payment. The Chairman stated the Local Government pay rise at the Clerk’s spine point was an increase of 43p per hour backdated to 1 April 2025. Payment agreed.
9c. Data Protection Fee: The direct debit for £47 (includes £5 discount for paying by direct debit) was due for payment on 30 September. Payment agreed.
9d. Payments Due in September: See 9b and 9c.
Payments made since last meeting as agreed:
• £12,720 to JPK Groundworks on 31/07/25 (see 5b)
• £253.63 to Glasdon on 9/08/2025
• £95.76 to Glendale for grass cutting 15/07/25 on 15/08/25
A payment of £95.76 was due to Glendale for grass cutting 6 August 2025. Payment agreed.
9e. Computer Matters: The Chairman had researched a Microsoft Licence for around £30 per device for the computer and laptop that had been recommended by the previous webmaster. He had also attended a Zoom meeting with Tony Shaw, the webmaster, about moving to a .gov email address. It was noted it was now recommended and a possible future requirement for all councillors to have a .gov email address. An IT policy would be required for which a draft is available. The Chairman suggested we move forward with it as further downstream if remote meetings are allowed a suitable device could be provided for each councillor. He asked for authority to investigate and initiate purchase if appropriate. All agreed.
9f. Transfer of Funds: The Chairman proposed transferring £750 from the deposit account to the current account to cover the payments due. All agreed.
10. Urgent Items for Information: None.
11. Date of Next Meeting: The next meeting was scheduled for 7pm on Monday 20 October 2025 at the Village Hall, Montagu Road, Canwick.
There being no further business the Chairman closed the meeting at 8.40pm.
