October 2025 Minutes
A Meeting of Canwick Parish Council was held on Monday 20 October 2025 at the Village Hall, Montagu Road, Canwick. County Cllr Cawrey, District Cllr Harrington, the Clerk and four Parishioners were also present.

The Chairman welcomed all present.
1. Apologies and Declarations of Interest: Apologies had been received from Cllr Griffin who was caring for her husband and District Cllr Goodwin. Cllr Carrington declared a non-pecuniary interest in Item 8 as a Trustee of the Village Hall. He also declared a non-pecuniary interest in Item 4a as a District Councillor for the Ward. The Chairman reminded members they could make the appropriate declaration at any stage should it become necessary.
The Chairman asked the parishioners present if they wished to speak.
One parishioner stated she wished to discuss her planning application (Item 4b). Her daughter wished to address the comments the Parish Council had submitted in particular the access for deliveries. She stated deliveries would be early in the day and the pathway would be protected. The applicant felt there was too much negativity in the comments. The Chairman explained that comments are a matter of public record. Cllr Carrington stated he felt re-assured about the deliveries situation. Cllr Narborough reiterated the comments he had personally sent in. A further parishioner wished to add her support to the Application. The Chairman thanked the applicant and her daughter for their input.
There was also concern raised about dog waste in the village.
There was a further discussion about speed on Heighington Road after a reduction in the speed limit was refused by LCC following the results of the Archer survey. Cllr Cawrey introduced herself to the Parishioners and explained the situation and why we did not reach the criteria. It was noted there are no suitable street lights to put the 40mph Hi-Viz signs up and Cllr Cawrey is seeking permission to put them on the BT poles. The Chairman asked Cllr Cawrey if anything else could be done. Cllr Carrington stated that a positive way to overcome the situation would be found. The Parishioner thanked Cllr Cawrey and the Parish Council for their time and efforts.
2. Clerk’s Notes from the Meeting held on 15 September 2025: The notes from this meeting had been distributed to each member. The Chairman proposed that the notes be accepted and approved as minutes for signing and this was unanimously agreed.
3. Matters Arising:
3a. Information Packs for New Residents: None. Cllr Narborough stated he had just finished completely updating the packs.
3b. Website: Routine maintenance. Cllr Carrington enquired if things were working as well since the change of Webmaster. The Chairman replied he was very efficient and we still paid through Lalc for the time we used.
4. Planning: The Chairman reminded members that any District Councillor present could not express an opinion on any of the planning items.
4a. 24/0841/RESM – Lincoln South East Quadrant, North of Canwick Avenue and East of London Road, Bracebridge Heath: Passed by NKDC. New proposals for the play areas and feature bench had been e-mailed to members and the Chairman asked if they had any comments. There were no comments. It was agreed we would liaise with Bracebridge Heath Parish Council over any response.
4b. 25/0842/FUL – Erection of New Dwelling – Custom Self Build – Land Adjacent 12 Heighington Road: It was noted that there had been a new consultation but that it was solely concerning regularising details on the application form. Cllr Carrington stated the Village Hall Trustees had not as yet been consulted by the agent.
4c. 25/1087/TPO – Tree Works – The Gables, Pelham Lane: The Chairman confirmed an e-mail had been sent supporting the application.
4d. Items Notified since Publication of the Agenda: Cllr Carrington stated he would lodge an enquiry about the proposed site to the east of Canwick Avenue and will report back.
5. Environment:
5a. Highways Issues: None.
5b. Request for Speed Survey: Cllr Cawrey had notified that Heighington Road does not meet the criteria for a speed reduction.
6. Correspondence:
6a. NKDC Parish & Town Council Newsletter: This had been e-mailed to members. The Chairman wished to congratulate Council Leader Cllr Richard Wright on his appointment as Chair of the District Councils’ Network.
6b. LCC Town and Parish Council Newsletter September 2025: This had been e-mailed to members and was noted.
6c. Winter Salt Bags Request - LCC: This had been e-mailed to members. It was agreed we do not have storage facilities for the salt. The Clerk to check the grit bins in the village and report any that are low on ‘Fix my Street’.
6d. Food Waste Recycling: The Chairman stated the Food Caddies should be delivered towards the end of the year for the weekly collection starting in March. It was noted Jenny Bailey is to be in charge of the distribution.
6e. Survey – Central Lincolnshire Sports Facilities Study: This had been e-mailed to members. It was agreed we will complete the survey which closes on 31 October.
6f. Anglian Water Update – September 2025: This had been e-mailed to members. The Chairman asked for any comments. No comments received.
6g. Street Naming - SEQ: This had been e-mailed to members. It was noted the street names had now been adopted from the respective War Memorials. Cllr Carrington stated he was delighted with the result.
6h. Items Received since Publication of Agenda: An email had been received from NKDC reference a Community Governance Review for Bracebridge Heath and Canwick. This suggests that the northern section of Canwick Heath including the new Westminster Drive development be transferred from Canwick to Bracebridge Heath. It was noted there will be a consultation in both Parishes and the process is likely to take 15-18 months.
An email had been received and forwarded to members from the City of Lincoln Council reference Local Government Reorganisation. Cllr Carrington suggested responding on behalf of the village.
7. County and District Councillor Reports: Cllr Cawrey stated she had nothing further to add to items already discussed.
It was noted LCC will debate Local Government Reorganisation at the next full Council Meeting when a formal response will be decided.
The Chairman reported that NKDC had appointed a new Section 151 Officer.
8. Village Hall: Cllr Carrington stated he will speak with the Social Club Secretary reference points discussed by the Applicant and her Daughter on Planning item 4b.
9. Finance:
9a. Bank Account Update: The Chairman reported that on 30 September the balance on the Deposit Account was £32,757.85 with £42.35 new interest. The balance on the Current Account was £578.79 with one outstanding cheque for £95.76 leaving a net balance of £483.03.
9b. Data Protection Fee: The direct debit for £47 was debited on 30 September.
9c. Payments Due in October: A payment of £95.76 was due to Glendale for grass cutting 4 September 2025. Payment agreed.
9d. Computer Matters: It was noted the laptop won’t update to Windows 11. The Chairman had spoken with the Clerk at Bracebridge Heath reference who they had used to move to a .gov domain. It had cost approx. £200 per year and extra for each Councillor. To be progressed in due course.
9e. Transfer of Funds: None.
9f. Precept: The Chairman asked members to give some thought to anything that we may need to allow for in the Precept.
10. Urgent Items for Information: Cllr O’Melia stated the area at the back of the Village Hall is very overgrown.
He also raised concerns about getting out of the village on to Canwick Hill when the SEQ is built.
11. Date of Next Meeting: The next meeting was scheduled for 7pm on Monday 17 November 2025 at the Village Hall, Montagu Road, Canwick.
There being no further business the Chairman closed the meeting at 8.25pm.
